We have reviewed the final'development plans". (and dradna' calculations submitted to the
BCVWT D on 1213102) for the W.A.T.E. Enterpnses, 4 Inc. proposed stora buildin at 5670
Memorial Ave. N. as submitted b Folz, Freeman,"Erickson, Inc. f6r'W.- Zintl, Inc. We have the
followin comments/recommendations (previous com still applicable from our 3/27/03 are
shown in italics):
I.- 'The latest plan' submittal has been revised as of 3124103 and has removed the proposed storm
water retention pond and replaced it with a 'smaller settlin basin. We re updated
drai cal for our review.
2. The BCWD and their, en EOR, reviewed the ori plans in Januar of this y ear.

3. We offer the followin comments on the previous -reviews of FOR dated 1115103 and the
BCWD dated 1121103.-
EOR is utilizin a 100- Hi Water Level (HWL) of 927.7 for the existin
wetland. We have previousl modeled this entire draina area and are usv,,; a 1 00-
y ear .AWL of 929.2. The applicant has revised his drawin to reflect the 929.2 level,
and we su BCWD review the number the are usin A 1996 Washin
Count topo map showed the water level of the pond to be 928.5, which is a
g ood indication of the Normal 'Water Level (NWL) of the wetland It appears that is
the- approximate NK, of the pond toda also.
A BCWD Permit was issued on 1115103 with six conditions and one special condition
that references five more recommendations from EOR's 1115103 memo. The
applicant indicated in his 317103 letter to the Cit that he has BCWD approval. R is

our understanding from correspondence between Jay Johnson and Karen Kill,
Washington Conservation District and BCUD Administrator, that neither party has
signed the permit as of yet. Additionally, as indicated above, revisions to the plans
should require a new review and permit issuance by the BCWD.
4. The nearest existing fire hydrant on this site is approximately 350' from the proposed
building. The fire department should review these plans to verify if additional fire protection
is required (we typically requite hydrants with a 250' radius of buildings).
5. The Resolution passed by the City Council is subject to 13 conditions. Conditions 2, S, 6, 7,
and 8 relate to engineering issues. The applicant has satisfactorily addressed conditions 5
and 6. Condition 2 relative to snow storage still requires attention and shall also be subject to
review and approval of the Public works Director. Condition 7 relative to (an updated)
signed permit from the B CWD still requires attention.
No utilities were originally proposed, and therefore, . Condition 8 would not be applicable.
However, it is our understanding that the applicant now proposes to run water service from
the existing rear building to the proposed storage building. This proposed water extension
should be shown on the final development plans (and can be shown on Sheet C4).
