I will be out of the office 6/28 and 6/29,however enclosed are few items to note for a short week and following a City Council meeting....
1. Comments have been provided to the City of Lake Elmo on their Comprehensive Plan,see enclosed.
2. Staff did meet with the BCWD to begin to explore possible alternatives and concepts so as to either address their storm water rules or devise a rational
basis to deviate from them and propose a variance process.Recall again that this relates in general to the Norell Ave development area.
3. A final bill and report was provided for the house moving episode,the City required a$30,000 escrow,$23,147.82 will be returned after impacts and costs
are assessed.See enclosed.
4. The Police Dept. received a kind thank you for saving some
ducklings from the storm sewer—see enclosed.

On a related note,the no railing climbing sign has been installed,

6. At the request of Washington County—CDA—Chris Eng;I am
now apparently a speaker at an east metro development
meeting. See the enclosed agenda as planned for 7127/18. 1
guess a good trade off for a$9,000 grant that funded part of the
recent Norell Ave.study.
7. Mayor McComber has provided;

Thank you for providing the Lake Elmo 2040 Comprehensive Plan.The City has performed a cursory review of the
provided draft plan.
Please note the following:
1. There may be a slight mapping error where lands have been detached into Stillwater Township, this is just
east of Manning Ave,the south side of STH 36. Perhaps verify these borders for your final version.
2. We note much of the planned development(Existing and Future)around the City of Oak Park Heights remains
Rural Area Density(RAD)with a 10-acre minimum/CUP Cluster,we suspect this might be impacted in some
fashion if there is an interchange constructed at Manning/STH 36.
3. Our City has no other comments at this time.

RE: House Moving—Security Deposit and Refund
We are pleased to see that the home moving was completed and without injury or major complication to the general public.
Pursuant to the Permit issued and the ROW permit as provided at this time the City is refunding the security amount of
$30,000 minus any damages and penalties.Those damages and penalties are listed below.
1. Police Costs $537.32
See the attached report and cost calculations
2. Damages to Trail way(south side 5e) $1,018.00
See received quoin from Paragon Paving.
3. Depreciated curbing costs—Nova Scotia and 58"'Street. $196.86
60 feet-Failure b profectcurb and ramp-shortened
life-cycle.Use 10%of Avg cost
4. Tree Damages$150 per caliper inch. $4,050.00
Note:These were required trees at the time of development either
paid herein or replaced—27 caliper Inches(with proofof replacement provided)
fee will be Refunded if planted by 12/31/18
5. Damaged street signage— $50.00

Re:After Action Report—Otting House Movers night of Way permit—June 5,2018
You are already generally aware of the scope of issues including expected infrastructure damages,and
some unexpected damages. Public Safety issues could be classified as significant disruption and traffic
flow issues to the public causing Intervention by the police department.These issues were due to
subcontractors of the moving company not following the approved plan and general inadequate abilities
and staffing by the traffic escort service. No crash or injury reports,but several near misses of vehicles.
J personally spent over 3 hours in the afternoon directing traffic,removing unattended road blockages
left in place by the traffic escort contractor,and oversight of the traffic escort company due to their
exhibited general inability to handle the situation.
Officer Wynis spent 3 plus hours assisting.
Investigator Vieriing spent minimal time addressing concerns with Safety Signs personnel about why
detour and other road traffic signage required by the plan was not in place. The response by safety
Signs was that they had the signs available to conform with the plan but had been told by the contractor
to not place them as the contractor did not want to incur the costs.
Observed.specific incidents include:
L Oakgreen and 5r St.-abandon traffic control point with traffic cones left in the roadway
blocking traffic. Traffic Escort services abandon the TCP and motorists were then going around
and through cones left out in the road. Myself and Officer Wynla had to remove the cones to
the side of the road.
2. 5e and Norell-Warning given by myself to Traffic Escort services to get out of their vehicles
and actually direct and assist traffic.The house was approaching from the East to the
intersection. Also warned by Officer Wynia and Myself at 2 different times on wearing required
Osha/NTSB safety vests.They did not comply until 3'°order by myself to put them on or
project world be stopped In place and permit reviewed.

3. 58"and Novell—South Bound traffic cn Noreli abandon with no traffic control or signage at the
intersection as the house had now progressed blocking the intersection completely. I had to
direct S3 traffic approaching the intersect until houses cleared and traffic could again proceed
East Snd on 5e St.
4. 5e and Norwich Pkwy—abandon cones In mad by the Traffic Escort services blocking one lane
of travel on 581 St. Traffic was swerving around them. I had to remove.
5. 58s'and Kruger in—,Traffic Control services still sitting in cars instead of assisting traffic as l=ast
Bnd Se closed due to approaching houses. They left S3 Kruger with no control or signage as
houses were moving past. I had to control this intersection and direct traffic.
5. 5e and Neal Ave—Traffic Control services placed 2 cones on East and Se at Neal in the East
side of the intersection. 1 Cone in the middle of each lane. No Traffic Control escort personnel
in place to control the intersection.Traffic was swerving around the cones. i had to remove
them. Houses were still just approaching Newgate,and Neal should not have been dosed at
that point in time,or unattended.
7. Police Officers reported that as late as lam this morning cones were still left in place at several
locations unattended blocking lanes of travel. Signage and cones laying across city trails and
sidewalks.
No further permits are recommended to be approved using Escort Servicesin the City of Oak Park
Heights. They were rude to the public yelling at motorists and police officers. They were significantly
under staffed for the project with only 3 persons for a job that should have been staffed by 5 or more to
efficiently and safely direct and control the vehicle traffic. They had no control of pedestrian traffic who
was routinely seen walking directly past the project next to the buildings. They were routinely sitting in
their vehicies trying io direct traffic with waving their hands out the window.They were not compliant
with Asha/NTS3 rules until threat of stopping the project.
Bhang should be directed for services required/performed by Pollee Dept:
3 hrs,of my pair rate along with vehicle hourly costs.

MNDOT, MN State Patrol,and OPH PD had a meeting this AM reference"possible" ramifications of the Stillwater
Fireworks display and the St Croix Bridge. While no one is able to predict what or how many persons will use the bridge
it can be reasonably predicted that it will appeal as a vantage point to watch from for some.
The impact could range from minor stopping/parking issues to large crowds on the bridge. MN DOT and WISDOT will
be posting early warning electronic signage of"no parking or stopping on the bridge". The State Patrol will be posting
at least one trooper at the bridge. WI State Patrol will not be specifically patrolling the area at this point.
OPH PD will have minimal staffing on duty with 2 officers to cover the rest of the city. The bridge will not be part of
routine patrol. Assistance to MN State Patrol will be provided if they need it for emergency situations.

Celebrating the Fourth of July in Stillwater
With the upcoming Fourth of July fireworks and other events in Stillwater,we'd like
to provide some information about parking and where you can and can't watch the
fireworks display this year.
Parking
If you are planning to visit the Stillwater area for Fourth of July festivities and
fireworks, parking will be available in both Minnesota and Wisconsin.
Minnesota i
In Minnesota, a limited amount of parking is available at the new Minnesota Upper
Loop Trail parking lot on the east side of Hwy 95 just south of downtown Stillwater.
Wisconsin side
You will be able to park, if space is available, at the newly completed park and ride lot
south of Wisconsin Hwy 35 and at the Main Trailhead lot across from the Houlton
Elementary School.
Parking also will be available along specific Town of St.Joseph roadways to then
access the Loop Trail to the new St. Croix Crossing bridge. Maps of available parking
can be found on the Wisconsin project website on the "Full Overview"
page, https:Hprojects.511wi.gov/stcroixcrossing/full-project-overview/.
Please note: There will be no facilities(restroom, water, etc.)available in Wisconsin,
so plan accordingly. There also is no access to the St. Croix River from Wisconsin since
the old Wisconsin Hwy 64 and old Co. Rd. E are both closed to the public.
Stillwater Lift Bridge remains closed
And since the Stillwater Lift Bridge is currently being rehabilitated,there is no
access to the Lift Bridge from either Wisconsin or Minnesota.
No stopping or parking on the St. Croix Crossing bridge
Stopping to let off passengers or parking on the new St. Croix Crossing bridge is
prohibited. Law enforcement officers from both Minnesota and Wisconsin will be
present during July 4 activities to keep traffic flowing across the new bridge and on
Minnesota Hwy 36 and Wisconsin Hwy 64.
Maps for parking and Loop Trail access in both Minnesota and Wisconsin can be
found on the WisDOT project page.
Hwy 95 to open before July 4

Hwy 95,which has been closed between Hwy 36 and Nelson St. south of downtown
Stillwater, is expected to be open to traffic by Mon,July 2.The roadway was closed
and detoured for installation of new drainage structures beneath the highway near
the Oasis Cafe to improve storm water runoff.
Visit the Hwy 95 project website for more details about traffic impacts and detours
during construction.
And please remember, stay out of any construction zones in either state.
Construction of the loop trail system in both Minnesota and Wisconsin continues
through this fall.The public is prohibited from entering these construction areas as
there are a large number of construction vehicles, uneven terrain, excavation and
other unsafe conditions that pose a risk to anyone who does not belong in the work
area.
In addition,those who are not working in the project area could be cited for
trespassing. Your cooperation is appreciated to keep everyone safe during
construction in both states.

More information about project work
The work on Hwy 95 will consist of constructing the Upper Loop Trail portion in
Minnesota. Construction will include adding new drainage structures beneath Hwy 95
near the Oasis Cafe and completing landscaping stemming from the St. Croix Crossing
project.
