Dear Joe:
Permit 2018-00282 has been issued to Rose City Sign for the installation of your changeable
copy sign as per City Council Conditional Use Permit and Variance approval. You completed the
enclosed changeable copy sign agreement, dated August 9, 2018.
I am returning a copy of your Agreement, with a request that you have it made handy for
whomever will be in charge of managing/installing the messages on your sign so that they are
aware of City Zoning Ordinance regulations with their regard. Please be sure to plan your
messages so that their transition does comply with the agreement and zoning ordinance
regulations.

One changeable copy sign ft•iariitia I or electric)is permttted per site provided that the changeable copy area is integrated
into the allowed sign and subtect to the following.
• Changeable copy signs shall only be on freestanding signs.
• Sign shall not directly face a residentially zoned property.
• Sign shall be setback at least 50 feet from any side or rear lot line abutting a residential district.
• Changeable copy sign portion of the sign shall not occupy more than 35 percent of the actual copy and graphic area
of the sign.
• The sign message shall set steadily for a minimum of B seconds and shall not change less than every 10 seconds.The
sign transition shall not be such that it appears to be moving, The transition shall be that the message comes in and
goes out-no sliding,rolling, scrolling,fading,etc.
• Hour,minute,date or temperature information shall riot change less than every 3 seconds
• Setbacks of thicken structure from house and lot fines.
• Electronic signs shall be shielded to prevent lights from being directed at oncoming traffic In such brilliance that it
impairs the vision of the drive and may not interfere with or obscure traffic signs or signals. Lighting may not
illuminate any adiacent properties,buildings, or streets.
• No sign incorporating LED lighting may be illuminated in any way so as to exceed 5,000 nits during dayiight hours or
SOO nits from sunset to sunrise, measured at tne sign face at maximum brightness
• Signs using fluorescent,neon or incandescent light sources shall riot exceed 12 watts per square foot of sign surface
area.
• All signs incorporating LED lighting installed shall be equipped with a mechanism that automatically adusts the
brightness to ambient lighting conditions to conform to the illumination requirements noted above_
• The owner of any LED illuminated sign shall provide certification as to compliance with these subsections upon the
request of the zoning administrator.
