A plannin report dated Januar 6, 2005 outlined the Comprehensive Plan and zonin issues for the CBD. A cop of that report is found as attached. CONCEPT PLANS The Plannin Commission re potential concepts for development/ redevelopment within the CBD if the current land use desi and CBD District zone is chan to a B-2 District. The concepts reflect the Wal-Mart expansion as proposed, the VSSA development that is concept planned in the southwest corner of the site, and a revised plan for the Oak Townhome pro in the southeast corner. The plans for the central and northeast portions of the CBD reflect actual concepts created b commercial development interests. Please note that the plans/concept plans have been pieced to from a number of sources. The purpose of this exercise is not to definitivel plan the exact buildin la and roadwa location, but obtain consensus on g eneral land use, zonin and public street la A brief review of each of the concepts is as follows: A Residential Concept. The plan preserves the Oakgreen Village area in the southeast corner. The plans presented reflect a revision from what has been approved for general plan. The apartment buildings have been replaced by townhome units. This option would require additional right -of -way for Novak and intensive boulevard landscaping to provide separation between commercial and residential land uses. An example of how Novak could be landscaped is found as attached. Concept 1. This commercial concept incorporates two additional retail centers east of the Wal -Mart expansion. The area along Oakgreen and at the intersection of Oakgreen and 58 Street would need to be considered for desired land uses. Concept 2. The retail uses have been spread out to include the Oakgreen Avenue area. The corner of 58 Street and Oakgreen Avenue would also be up for discussion on a commercial or residential land use. Concept 3. A similar plan to Concept 2 with the large retail centers east of Wal -Mart switched in location. Concept 4. Also a similar plan to Concept 2, but the area in the northeast corner has been redeveloped with small retail/commercial uses. ROADWAY IMPACT The Planning Commission and City Council should discuss potential roadway layouts. Norwich Avenue has been proposed to be constructed to the 59 Street right -of -way in the current Wal -Mart p lans. Under that proposal, it would not be extended to 58th Street. The City had planned for Novak Avenue to connect 60 th th Street and 58 Street. The Residential Concept, Concept 3 and Concept 4 reflect this recommendation. Portions of the 59 Street right -of -way have been obtained by the City. None of the plans reflect a 59 Street connection between Oakgreen and Norwich Avenue. East/west connections through the area would be made by interconnecting private access. CONCLUSION The Planning Commission and City Council at their February 1, 2005 workshop should discuss general land use, zoning and design guidelines. The January 6, 2005 planning report, as attached, provides the discussion on the CBD versus B -2 zoning issues and a discussion of the CBD Design Guidelines.
