To facilitate your review, we have included the original comments in italicized font, and have provided our responses in bold. Sheet C4.1 – Utility Plan ·The plan view still indicates PVC watermain; the City requires ductile iron pipe for watermain. Response:Labels have been changed to reflect ductile iron pipe in addition to the materials note previously addressed. ·Include Detail Plate WAT-3, GATE VALVE AND BOX INSTALLATION. Response: Detail plate added to sheet C4.2. ·The hydrants and associated valves do are not shown on the plan view per the detail plate WAT-9. The valves need to be three feet from the hydrant. Response: Valves have been moved to be 3’ from hydrant. ·All fittings need to be epoxy coated. Response: Note #15 has been added specifying this. ·All water main pipe needs to be wrapped in poly for corrosion protection. Response: Note #16 has been added specifying this. ·It would be helpful to utilize the hexagonal symbol with the ID number for the Crossing Table, to tie to the symbols on the plan view. Response: Hex symbols added to ID number on Crossing Table. Lee Mann Public Storage, 5710 Memorial Avenue North September 11, 2018 ·Locate the watermain joints as far as possible from the crossing with the sanitary service (crossing #4). Response: The note calling out the crossing has been revised to specify this. ·There is a 4” sanitary service shown on the plan that parallels Memorial Avenue from the existing manhole to the point where the 4” service connection is being made to the existing 8” PVC. Response: This line was in error and has been removed. Only the 8” main below remains. ·The pavement removed for the sanitary service connection shall be replaced in kind. Response: A note labelling this has been added to the utility plan. ·The sewer and water systems that service the property will be privately owned and maintained. Response: Note number 19 has been added to indicate this. Sheet C4.2-3 – Utility Details ·Include Detail Plate WAT-3, GATE VALVE AND BOX INSTALLATION. Response: This detail has been added. ·On sheet C4.2, Plate WAT-8 is shown twice. Response: The duplicate has been removed. ·On sheet C4.3, Plate WAT-9 is shown twice. Response: The duplicate has been removed. Stormwater Drainage Review ·Provide the City with documentation of the conditions and approval from Brown’s Creek Watershed District. Response: The erosion control permit is currently in for administrative review with Brown’s Creek per BCWD rule 3. Final notice of approval will be provided upon receipt. Per the email included with this letter, this site falls within the Kern’s Pond drainage area. No stormwater drainage permit is needed, per Lee Mann Public Storage, 5710 Memorial Avenue North September 11, 2018 BCWD rule 2, since the pond is equipped to handle the drainage area of the site. General Comments ·The City reserves the right to inspect the construction of the project. The City or its designee shall be present for water and sanitary sewer service connections to the City’s systems. Response: Noted. ·The Owner will need to comply with all requirements of the NPDES Construction Stormwater Permit and the Brown’s Creek Watershed District. The City reserves the right to require additional erosion control measures as determined/necessary during the construction of the project. Response: Noted. ·Parking, lighting, landscaping and building improvements to be reviewed by others. Response: Noted. ·The Owner shall be responsible for obtaining all required permits. Response: Noted. ·Utility construction and improvements in the right-of-way need to conform to the City’s Standard Detail Plates. The City’s details will be provided upon request. Response: Noted. From our discussion and information you sent over last Friday, I understand that the redevelopment activity will decrease impervious area by 7,200 sq. ft. resulting in a net decrease in developed runoff from the site. I understand that all disturbance activity and impervious will be within the Kern Center Pond subwatershed (highlighted in blue below). Although a Brown’s Creek Watershed District permit will be required, I agree that the project will be subject to the Kern Center Pond agreement with the city of Oak Park Heights, which will satisfy BCWD Rule 2.0 Stormwater Management.
