We are having our map sent out for duplicating (large scale, pieced-together map) and will forward that to you when we have it available. 2. We will forward to you a copy of our Kern Center street and utility improvement plans. The Kern Center pond (adjacent to Highway 5) was constructed prior to being annexed into the City of Oak Park Heights. In addition, an 18" corrugated metal pipe was in place from this pond to the wetland to the west prior to annexation into the City - The City's 42" reinforced concrete pipe replaced this existing CMP in the same location. 3. The developer's plans indicate the existence /location of on -site wetlands. 4. Included with the map mentioned in 1. above. 5. See 2. above. 6. We will forward our analysis and calculations to you. 7. See 6. above. With respect to Oak Park Heights 1995 Surface Water Management Plan, that study covered the area, proposed to be annexed at that time, bounded by Oakgreen Avenue on the east, State Highway 36 on the north, State Highway 5 on the west, and the natural drainage boundaries along the city limits on the south. The Kern Center area was not part of that particular study. However, as with any project requesting a permit within VBWD, the following information should be submitted: 1) Delineations of the subwatersheds contributing runoff from off -site and proposed and existing subwatersheds on -site 2) Location, alignment, and elevation of proposed and existing stormwater facilities 3) Delineation of existing on -site wetlands, shoreland and/or floodplain areas 4) Existing and proposed site contour elevations related to NGVD, 1929 datum 5) Construction plans and specifications of all stormwater management facilities 6) Stormwater runoff volume and rate analyses for conditions 7) All hydrologic and hydraulic computations completed to design the proposed stormwater quality management facilities In general, the VBWD rules require that the peak rate of stormwater discharge cannot increase in proposed conditions for the 2-, 10 -, and 100 -year storm events. Regional ponds can be used to conform to this rule; however, no increases in stormwater rates can occur at community boundaries. For this subwatershed, the VBWD rules also require a permanent pool (dead storage) volume below the principal spillway (normal outlet) to be greater than or equal to the runoff from a 1.5 -inch 24 -hour storm over the entire existing and proposed contributing drainage area assuming full development. Perhaps the 12.0 acre -feet of storage mentioned in the memorandum more than meets this requirement.
