Zoning and Development Items:
1. No new applications have been received. 'ous mino ubdivisions are being reviewed, one on Peabody Ave. to make some lot line
adjustments to create two compliant lots;and on t to deal with a remnant tax forfeit property.
2. A property on Upper 55th Street is now operating a cat breeding operation(currently they house 8 cats)in addition to their kennel(3 dogs)
license.This,at a minimum,requires a home occupation permit.To date the parties have failed to license their dogs and they have been so
advised to complete this by 11/9.The Council will need to evaluate if a single-family home should be granted a home occupation license for
a cat breeding operation as well as the Dog Kennel License.Staff has informed these owners of the rules and expectations.Staff expects to
meet with these operators next week to find out more information;should they fail to participate in that meeting as Staff has requested for
next week... the matter will then be pursued through the City's Police and Attorney's Office and a communication will be sent to the State of
MN regarding their State Breeders License with possible revocation.
3. Palmer Station and 1 st lift(base)course of asphalt and curbing is completed;Staff has rejected their request to start construction of model
homes;This rejection is due to the fact that the site remains generally in disarray,final general grades are not completed and many public
elements related to lawn restoration and trail restoration have not been completed.Further,the Developer's staff(Creative Homes)has been
in some transition and communication has been scattershot.The City has also issued three commitments to repair damages related to lawn
mower and car damages stemming from the Contractor to protect/monitor their work—Totaling about$3,000. These will be billed to the
Contractor/Developer.
4. Final Easement documentation has been supplied to Wal-Mart Corporation(s).We await signatures—See enclosed letter to Myosha Polidore.
5. Lee Mann and I did make a presentation to the Lion's Club on Tuesday related to the possible Norell Ave/Frontage Road reroute. I have
enclosed the presentation.
OTHER ITEMS:
• As requested by the City Council a letter sent to MNDOT regarding the"BLUE LIGHTS"that could be installed at various intersection.
• The City has until Dec 25th to make appointments to the JZAB(airport Board—Lake Elmo Airport)—see enclosed.
• Chief DeRosier has supplied The October Police Activity Report.
• Staff has issued a ROW permit to Wright Tree Service,they will be performing distribution line clearance. Wright was precluded from
work earlier in the week as they failed to seek or secure this permit.Please see the conditions placed on the permit that seek to require
that they communicate to residents and impacted properties

Dear Adam,
The City looks forward to your presence at the City Council meeting (11/13)to discuss the signal timing concerns at
STH 36 and Oakgreen Ave.as well as Osgood Ave.We will commence that meeting at 6 PM and will have that topic
near the start of the meeting.Thank you again for planning on attending.
Related to that conversation, the City would be interested in receiving more information about the possibility of the
installation of"blue-light" apparatus if and when these signals might be improved or upgraded. We would also be
curious if your office could provide to us the costs of such installation if you have such data and/or if you would seek to
install these in the near future?
As we understand these units, it aids law-enforcement to understand in real-time when a vehicle may be violating a
red-light. Moreover,their mere presence may also reduce the amount of infractions.While we are quite sure you know
what these units are, I have attached two links below that further outline what these are a how they are being used in
the Metro–Area.

Dear Mr. Johnson:
As discussed at the informational meeting held on Tuesday, October 9, 2018, the Metropolitan Airports
Commission (MAC) intends to establish a Joint Airport Zoning Board (JAZB) to develop an Airport
Safety and Land Use Zoning Ordinance (Airport Zoning Ordinance) for Lake Elmo Airport.
Airport Safety and Land Use Zoning is addressed in Minnesota Statute 360.061 through 360.074 and
MnDOT Aeronautics Rules 8800.1200 and 8800.2400. Through a collaborative process, the JAZB will
seek to develop an Airport Zoning Ordinance that considers MnDOT's model regulations and achieves
a reasonable level of safety while considering compatible community development. The ordinance must
regulate the creation of airport hazards in the vicinity of Lake Elmo Airport, particularly off the runway
ends.
State Statute requires MAC to create a JAZB for Lake Elmo Airport. The JAZB will consist of two
representatives from each affected community and two representatives from MAC. The communities
that will likely be affected by the Airport Zoning Ordinance are Baytown Township, Lake Elmo, Oak Park
Heights, Washington County, and West Lakeland Township.
In order to move forward with this process, MAC requests that each affected community appoint two
representatives to participate in the Joint Airport Zoning Board for Lake Elmo Airport within 60 days of
receiving this notice. Each community may also identify up to two individuals as alternate members who
can serve in the event that a primary member is absent.
Each community has the option to decide not participate on the JAZB. Be advised that state law allows
the participating members of the JAZB to adopt and enforce an Airport Zoning Ordinance in all affected
communities regardless of participation on the JAZB. Please let us know if you decide not to join the
JAZB. Also note that failure to respond or appoint two representatives within 60 days will be taken as a
decision to not join the JAZB.
We look forward to receiving information for appointments. If you would like additional information
regarding formulation of the JAZB for Lake Elmo Airport, please contact Neil Ralston, Airnort Planner,

Subject:Police Activity Report—October 2018
This overview report is the activity of the Oak Park Heights Police Department during the month of
October 2018. Officers responded to and generated 1,875 calls for service in the City of Oak Park
Heights during the month.
The department responded to many incidents during the month. This is a summary/sampling of some
of the cases we responded to and investigated:
1. Arrest intoxicated male in the park after hours. DWI arrest and forfeiture of vehicle.
2. Responded to intoxicated female literally laying in the"gutter".
3. Arrested intoxicated male for peeing on vehicles in parking lot.
4. Transported intoxicated female threatening suicide to Regions Hosp.
5. Investigated sexual assault complaint from female. Intoxicated at party.
6. Arrested male 2 different times for stalking and OFP violations. Male following female and then
confronting her when she stopped to shop here in town.
7. Arrested male attempting to pass counterfeit$100 bills.
8. Responded and investigated one car injury accident in parking lot involving careless/
inexperienced motorcycle driver.
We provided officers on overtime for security at 2 football games at the SWAHS.
We did community outreach at Kowalski's Boo Bash.
Officers handed out candy for Halloween while on patrol.
Officer Hicks did a presentation for parents at the High School one evening on E Cig's.
Sgt Vierling did a presentation on fraud at Boutwell's.

We conducted several Safe and Sober details.
We assisted PW department in repair of the solar panel from pedestrian crosswalk. Officer Schroeder
was able to use his training received at computer forensics school to make the wiring repair that the
seller of the signal said was unrepairable. Saved the city$5,000 estimated cost to replace.
Officer Paradise has returned to her position from FMLA leave.
We had 6 days during the month where we were at full staff due to vacations,sick leave and training.
Officers attended training courses during the month:
1. All officers received training on dealing with persons with mental health issues part 2 of 3-part
series.
2. All officers received use of force hands defensive tactics training.
3. Officer Wynia attended annual week-long SWAT training at Camp Ripley.
4. Sgt.Vierling and Givand attended 2-day training on event security planning.

should these prove inaccurate.
The Applicant accepts in perpetuity the responsibility to perform
at its expense all necessary locates (Gopher State One Calls)
that may arise or be requested in the future by the City or other

1, The Applicant shall communicate with every abutting property owner in a fashion that clearly
relates the timing of the.project and not more than thirty days prior to the activity and Applicant
shall provide a direct phone numberto a person in charge of the Project who must have an ability
to answer questions,coordinate an on-site meeting if requested and such meeting shall be held

2. Any tree that is trimmed in any fashion trees shall be left in proper form following best

3. Any tree removal planned on private property shall be first communicated with the abutting

needs to be brought in to survey and perform a trace.Separate escrow amounts will be required

chance to link up with the Better Angels local and national effort to show how we can have sharp
