"Metropolitan governmental unit" is defined in statute as a city with a population of over 50,000 located in the seven-county metropolitan area and is currently limited to less than 20 cities. (See enclosed). SF 2739 (Sen. Justin Eichorn,R-Grand Rapids)removes the language limiting the requirement to metropolitan governmental units and subsequently expands the requirement to all political subdivisions in the state, which would include all cities, townships, school districts, and counties. Local officials would be required to complete this form and file it with the city on an annual basis. "Local officials"is defined as a person who holds elective office in a political subdivision or those who are"appointed to or employed in a public position in a political subdivision in which the person has authority to make,to recommend, or to vote on as a member of the governing body, major decisions regarding the expenditure or investment of public money." SF2739 is scheduled to be heard in the Senate Committee on State Government Finance and Policy and Elections on Thursday, March 1 at 1 p.m. Does the City wish to take a position on SF 2739? If passed it would add to the City's alreadv extensive financial reporting requirements and is an unfunded mandate.
