Call to_Order-Mledge of AllejZiance/Approval of Agenda: Mayor McComber called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty, Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, City Cleric Pinski, City Attorney Sandstrom, City Engineer Mann, and Finance Director Caruso. Absent: City Planner Richards. Mayor McComber added New Business Item D: Xcel Energy/Allen S. King Plant Discussions. Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Agenda. Carried 5-0. II. Council/Staff Reports: A. Mayor McComber: She reported that she attended the leadership breakfast with area city mayors and administrators and the chamber, she attended the League of Minnesota Cities Board of Directors meeting, the second meeting of the Integrated Resource Plan committee, and the transportation network committee the previous week, and would be meeting with community leaders at St. Peter's Church on November 1. She reported that draft policies were available for review; she reminded residents of the winter parking regulations, and she noted that there would be only one precinct for voting on November 6 which was City Hall. B. Councilmember Dougherty: He reported that the Planning Commission meeting for October was cancelled. C. Councilmember Liliegren: He reported that the Parks Commission meeting for October was cancelled, and the next meeting was set for November 19 at 6:00 p.m. D. Councilmember Runk: He reported that he, Councilmember Liljegren, and City Administrator Johnson attended the Brawn's Creek Watershed District meeting, and they did grant approval for Madison Hospital Group. He also reported he attended the CVB meeting. E. Councilmember Swenson: No report. F. Staff: City Administrator Johnson reported he sent a letter to MNDOT and received a response that they were available to attend the City Council meeting on November 13. City Council Meeting Minutes October 23, 2018 Page 2 of 3 City Clerk Pinski reported that Lisa Poncin of 5930 Oakgreen Avenue North and James and Christine Augustine of 13105 56`x' Street North were chosen as the recycling award winners. III. Visitors/Public Comment: None IV. Consent Agenda: A. Approve Bills & Investments B. Approve City Council Minutes—October 10, 2018 C. Approve Spring and Fall Clean-up Dates for 2019 D. Approve Resolution Designating First Resource Bank as a Bank Depository of the City E. Award the 2018 Tree Pruning and Removal Project to SavATrce F. Councilmember Runk, seconded by Councilmember Dougherty, moved to approve the Consent Agenda. Roll call vote taken. Carried 5-0. V. Public Hearings: A. Consider Issuance of an Off-Sale 3.2 Beer License for Northern Tier Retail LLC' dba Super nierica 45059: Mayor McComber opened the Public Hearing. No comments were made. Councilmember Runk, seconded by Councilmember Liljegren moved to close the Public Hearing. Carried 5-0. Councilmember Liljegren, seconded by Councilmember Dougherty, moved to approve the 3.2 beer license. Carried 5-0. V1. Old Business: None V11. NeN8 Business: A. 2019 Proposed Budget and Proposed Tax Levies Chan es due to Xcel Property Value Changcs: Councilmember Liljegren, seconded by Councilmember Swenson, moved to set a worksession for November 13 at 5:00 p.m. Carried 5-0, B. Set 2019 City Council Dates: Councilmember Runk, seconded by Councilmember Liljegren moved to approve the 2019 calendar proposed, removing the meetings on February 12, March 12, June 11, July 9, August 13, and December 24. Set Date, Time, and Location for 2019 Party in the Park: Councilmember Dougherty, seconded by Councilmember Liljegren moved to set Party in the Park for June 9 at Brekke Park. from 4:30—6:30 p.m. Carried 5-0. D. Xcel Energy/Allen S. King Plant Discussions: Councilmember Liljegren, seconded by Councilmember Sewnson, moved to add to the worksession agenda for November 13. Carried 5-0. VIII. Other Council Items or Announcements: Councilmember Runk passed along thank you to Public Works staff for removing a broken branch from a boulevard tree on a property on O'Brien Ave. Mayor McComber invited public to open house/reception for outgoing Councilmember Mark Swenson on November 21, 2 —4 p.m. at City Hall, IX.
