TUESDAY, JANUARY 8, 2019
CITY COUNCIL MEETING MINUTES
I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty,
Johnson, Liljegren and Runk. Staff present: City Administrator Johnson, City
Clerk Pinski, City Attorney Sandstrom, and City Engineer Mann. Absent: City
Planner Richards.
Mayor McComber removed New Business Item C from the Agenda.
Councilmember Dougherty, seconded by Councilmember Liljegren, moved to
approve the Agenda. Carried 4-0.
II. Swearing in of Recently Elected Officials by Judge Galler: Judge Galler
performed the swearing in ceremony for Councilmember Liljegren and
Councilmember Johnson.
III. Council/Staff Reports:
A. Mayor McComber: She reported she attended racial diversity training
through the League of Minnesota Cities and the League of Minnesota
Cities Board of Directors meeting on December 13, the Integrated
Resource Plan meeting with Xcel Energy and the Public Utility
Commission on December 14,the Coalition of Utility Cities meeting on
December 20, a Minnesota Mayor's Association meeting on January 3, a
Coalition of Utility Cities meeting and a coffee meeting with
Representative Shelly Christensen on January 4, and a conference call
with the NLC Transportation Committee on January 7. She also reported
a Minnesota Mayor's Association meeting and a League of Minnesota
Board of Directors meeting were set for the following week. She
reminded City Councilmembers of the Experienced Elected Officials
Conference February 1 and 2 in Plymouth.
B. Councilmember Dougherty: He reported there was a Public Hearing
regarding the Comprehensive Plan at the last Planning Commission
meeting.
C. Councilmember Johnson: She reported that since being elected she took
the opportunity to visit a variety of committee meetings, including the
Coalition of Utility Cities, the Planning Commission, the Parks
Commission, and the watershed districts in the City of Oak Park Heights.
D. Councilmember Liljegren: No report.
E. Councilmember Runk: No report.

F. Staff. City Clerk Pinski reported that Jason Michaelson of 15117 65t"
Street North and Jim Norton of 5715 Newberry Avenue North were
chosen as the recycling award winners.
IV. Visitors/Public Comment:
A. Approval and Presentation of Resolution of Appreciate and Thank You to
Mark Vierling, City Attorney: Councilmember Liljegren, seconded by
Councilmember Dougherty, moved to approve the Resolution. Roll call
vote taken. Carried 5-0.
IV. Consent Agenda:
A. Approve Bills& Investments
B. Approve City Council Minutes—December 11, 2018
C. Adopt Resolution Authorizing Professional Consultants for the City of
Oak Park Heights in 2019
D. Adopt Resolution Designating the Stillwater Gazette as the City of Oak
Park Heights Official Newspaper in 2019
E. Adopt Resolution Authorizing Alternate Newspaper for Publication in
2019
F. Approve Home Occupation Permit Renewals for 2019
Councilmember Runk, seconded by Councilmember Johnson, moved to approve
the Consent Agenda. Roll call vote taken. Carried 5-0.
V. Public Hearings: None
VI. Old Business: None
VII. New Business:
A. League of Minnesota Cities Collaboration: Mayor McComber suggested
setting a worksession with Pamela Whitmore on collaboration services
offered through the League of Minnesota Cities. She suggested a few
dates that Ms. Whitmore was available. The Councilmembers discussed
their availability.
Councilmember Dougherty, seconded by Councilmember Johnson, moved
to set a worksession for March 6 at 5:00 p.m. Carried 5-0.
B. Council Appointments—2019: The City Council discussed the proposed
appointments and made some changes. Councilmember Liljegren,

seconded by Councilmember Dougherty, moved to approve the Resolution
with modifications. Roll call vote taken. Carried 5-0.
C. REMOVED FROMAGENDA
D. 5627 Perkins Ave—Site Condition/Action: City Administrator Johnson
reviewed the Building Official's memo on the property. He stated that
staff's recommendation was to pass the Resolution which allowed the
property owner six months to make the necessary repairs in the home.
Attorney Sandstrom stated that under Minnesota Statute 463, the City
Council must issue an order declaring the property as a hazardous
condition, and the order would be formerly served on the owner as well as
the occupants. He said the terms of the Resolution outline why staff
believed the property was hazardous and would act as the order. He said
the City cannot require the tenants to move out, but they could issue a
strong recommendation and offer a stipend to move out. He said if the
property owner did not comply with the order, the matter would go
through the court system.
Councilmember Dougherty, seconded by Councilmember Runk, moved to
approve the Resolution. Roll call vote taken. Carried 5-0.
VIII. Other Council Items or Announcements: None
IX. Adiourn: Councilmember Liljegren, seconded by Councilmember Johnson,
moved to adjourn at 6:35 p.m. Carried 5-0.
