Dear Mr.Buzick:
The City is in receipt of your application materials submitted on November 16, 2018 to
allow for a small business and entrepreneur incubator that will include used car sales,
located at 5898 Omaha Avenue North. The application consists of a request for a
conditional use permit to allow for open and outdoor sales of used cars within the B-2
District. With this letter we are notifying you that the application is not complete. The
City will deem it complete with receipt of the following items by November 28,2018.
1. Please clarify the square footages of all the tenant spaces in the building,
including the spaces that will be used for the small business incubator. This
information will be used to confirm the parking requirements for the site.
2. Provide a plan for any additional lighting that you may add to the site if
applicable.
3. Provide a plan for any additional exterior signage that you will add on site if
applicable.
4. Is there a plan to stripe the rear parking lot? Also, related to parking, is there a
cross easement with the lot to the south?
We would invite you and your representatives to a staff meeting on November 28,2018
at 10:30 AM at City Hall to discuss these issues and address any questions you may
have.
If the information is submitted on time, the Planning Commission would consider the
application at a meeting scheduled for December 12, 2018 at 6:00 PM in the City Hall
Council chambers. If the application is acted on by the Planning Commission at that
meeting,the City Council would review it at their January 8,2019 meeting.

Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of application) inasmuch
as the City has determined that additional research and study by the City staff relative to
the complexity of the project as proposed will be required.
