Mr. Russ Girtz of Xcel Energy has requested permission to site four (4) additional office
trailers at the Alien S. King Plant . These additional trailers would be placed in.-line with the
current office trailers (9), located just inside their main gate. (see attached maps)
The current trailers are located there under an Interim Use Permit (401.05) and provide office
space for the numerous staff involved for the MERP Project. . Xcel has complied with all
required. parking parameters for the current trailers by providing 32 parking spaces adjacent to
these current structures.
This expansion eastwardly would take-up 10 of the current 32 parking spaces and would
require an additional 15 spaces, with a new net total of 47. These spaces would be located as
depicted on EXHIBIT 1.
The current Interim Use Permit requires that the current trailers be removed by July 1 2009. A
copy of the current Interim Use Permit is attached. The site is zoned (I) industrial, the
expansion would not encroach into any required setbacks, and would not change the character
or current use of the property. Considering these factors a new Interim Use Permit or formal
Conditional Use Permit is not necessary.
Accordingly, Staff views this expansion as a minor amendment and recommends that the
expansion be permitted subject to the same requirements of the current Interim Use
Permit as there are no anticipated negative economic, environmental or social impacts
related to this expansion under their current Interim Use Permit.
Mr. Girtz 's letter does also discuss the filling in of a swalelditch located west of the current
trailers to provide additional parking in the future. This shall not be part of this Interim Use
Amendment process as a separate Conditional Use Permit is required for such filling activities.

RE: Additional trailers -- MERP King Rehabilitation Project

As we progress in the execution of the MERP King Rehabilitation, we have identified the
need to add additional trailers to our previously approved construction trailer offices. We
request that the City amend the Conditional Use Permit to approve the addition of 4 trailers
of similar construction to the original 9 trailers. The 4 new trailers will be set just to the east
of the existing trailers in a space that is currently used as a parking area and will utilize all of
the existing utility services. Since we will lose a large portion of the parking lot, we also plan
to fill in a drainage ditch to the west of the existing trailers. Upon your agreement that we
can proceed, we will obtain all necessary fill permits from the City.
We have contacted Mr. Ben Meyer of Bonestroo, Rosene, Anderlik & Assoc. to obtain a
determination of the drainage area as related to the Wetlands Conservation Act. Mr. Meyer
has approved an exemption for the area based on the determination that the area is an
incidental wetlands. A copy of the determination is attached.
We request approval of this activity on or before April 1, 2005.

L • INTERIM USE PERMiT FOR:
The City of Oak Park Heights has received a request from Xcel Energy for an interim use permit to allow
for an administrative office frailer complex at the Allen. S. King Generation Plant located on Highway 95
ADDITIONAL RESTRICTIONS AND PROVISIONS.
The following additional restrictions and provisions being part of the
Interim Use Permit issued herein affecting the following matters shah, be:
1. The administrative office trailer complex shall be removed from the A.S. King Plant property on,
or before July 1, 2009. The site shall be returned to a usable condition subject to review and
approval. of the Build:mg Official once the trailers have been removed.
2. The site plan shall be revised to include at least 32 parking spaces, subject to review and approval
of City staff. Parking shall be all owed on a gravel surface.
3. The freestanding lighting shall be designed so as to be no more than a total of 25 feet. All
building wall packs shall be full cut off fires.
4. The applicant shall provide plans for trash handling.
5. All adin and drainage plans and subject
connections shall be sub ect

to review and approval of the City Engineer.
6, No Design Guidelines review shall be required for this structure,

7. The plans and hydrant locations shall be subject to review and approval
of the City Building Official and Fire Marshal. The temporary structure shall not require aii
automatic sprinkler system.
8. The plans shall be subject to review and approval of the Department of Natural Resources and any
other regulatory agency, as applicable.
9 All City permits required for O. shall be obtained as per City ordinances prior to building permit
issuance.
