Russell GhU Xcel Energy 1103 Ong Punt Road Bayport MN 55003 RE: Building Permit Application -- Metropolitan Emissions Reduction Project (NERP) Dear Mr. Gh tz, On November 24, 2004 Xcel had delivered to the City Offices an "Application for Permit" totaling $5,574, for structures involved in the " M ERP ". Considering the complexities and size of the project the City is hereby extending its timeline to review such plans and'specifaication and pursuant to Minnesota Statutes 15.99, Subd. 3(f) — or others that may apply - the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required. This time extension is also applicable to the City's review on our ability to state the submission is "complete" and that the application does in fact cover all contemplated imprpvements. It will be necessary to schedule a meeting with yourself to review the submission in detail to ensure that the application is complete and does cover all required elements subject to the City's Building Permit Requirements. This meeting should be within the next 10 days but you may extetd that timeline if your schedules do not permit it. Please provide my office a letter outlining acceptable dates for such meeting. I would suggest that we plan for a least two such meetings, one here at City Hall and a second at your facility. We require a written explanation and specific detail on how Xcel came up with the $5,574,805.00 estimate for the building on this application. we ask that you provide a breakdown of the estimated value on the project and its various components including the Building. That breakdown will need to be provided in advance of the meeting. Once the City does issue a "Permit for Construction ', Xcel may then proceed, but until such time no work may commence. Lastly, the Building Permit submission as it currently stands does not contain a recognizable name or signature.
