Call to Order: Chair Weyer called the meeting to order. Present: Vice Chair Chirhart, Commissioner Bye, Commissioner Peterson(arrived after Item I1I), City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission-Liaison Johnson. Absent: Commissioner Thoreson. II. Approval of Agenda: Vice Chair Chirhart, seconded by Commissioner Bye, moved to approve the Agenda. Carried 3-0. III. Approve Parks Commission Minutes—January 28, 2019: Commissioner Bye, seconded by Vice Chair Chirhart,moved to approve the Minutes. Carried 3--0. IV. Department/Commission Liaison Reports: A. Arborist: No report. B. Public Works Director: Public Works Director Kegley reported the RFP for the drinking fountain was not sent out but would be as soon as the snow was cleared so contractors would be able to view the site. C. Other f Commission Liaison Reports: City Administrator Johnson reported the City received a lots positive feedback on the ice rink maintenance and facilities. Public Works Director Kegley stated he would provide rink use data to the Parks Commission at their next meeting. V. Visitor/Public Comment: None VI. Public Hearings: None V11. Old Business: A. Observation Tower—Oak Park Crossing Park: City Administrator Johnson reported that Stantee prepared a proposal which was provided to the Parks Commission. He reviewed tasks 1 through 4 outlined in the proposal. He reported there was approximately$106,000 left in the fund from Xcel Energy for Oak Park Crossing Park. Vice Chair Chirhart asked if the City could possibly get funds from a donor as a memorial. She also said she liked the idea of expanding the top to make it more useable. She asked if there were other communities who had something similar that they could get feedback from. Commissioner Peterson said there was one in Duluth that was architecturally appealing. He also said he was apprehensive about the structure at the park since there was already a nice view in the park without a tower. Commissioner Bye said he spoke with several people who said they would enjoy it, specifically for photography or exercise. Chair Weyer suggested doing task 2 and having an open house for public comment. Commissioner Peterson said task 1 was important as well before asking for public comment. The attendant simply takes a head count each hour and records the number of people using the rinks at that particular hour, so the data is not an exact attendance count. Nonetheless this headcount data is useful as it helps to draw a picture of how the rinks are used by the community. This year's data was collected from January 01, 2019 - March 15, 2019. Warming houses opened on or around December 26, 2018 and closed on March 1.5, 2019. Unfortunately the January rink use tally at Brekke was likely inadvertently recycled with other paperwork at the park, and is not available to chart this year. Attached are charts that show rink use each day by month, rink use each hour by month and a contrast between attendance in 2018 and 2019. There are numerous factors that can impact the trend of daily use, such as weather, but having a general idea of when rink use is most popular is valuable. 2019 data shows the use pattern is similar to previous years — rinks are most heavily used in the early to mid-evening hours. Simply comparing 2018 data with 2019 data, one may surmise rink use is down. Note that an entire month of head counts at Brekke was lost so the January usage is not represented in 2019 charts. It is very likely that use was similar in 2019 as in 2018 at Brekke. Again, there are too many uncontrollable factors that can and do impact rink use year to year. Given that the head count difference is only a few hundred souls, it's safe to say the rinks are still a popular amenity and are being used by the community. I'1.1 give contractors a couple weeks to assess the request and provide a quote,then the estimated costs will be provided to the Park Commission. Attached is the request for quotes to install water service lines and drinking fountains at Swager and Oak Park Crossing Parks. We must allow the contractors a couple of weeks to assess the request and provide a quote,then I'll provide the Park commission with the estimated cost to install water services and drinking fountains at the two parks. Because the city does not own the property at the Oak Park Crossing Park site there will be some challenges to installing a water service and a drinking fountain. 1. The first challenge will be obtaining permission from Xcel Energy and the MPCA to do the work. Recall the sight was previously a fly ash disposal site and has synthetic water barrier caps buried below roughly two to nine feet of soil. The caps cannot be disturbed. 2. If permission is granted the city will need to obtain an easement for the water service pipe from Phil's Terra Hideaway. 3. I'm anticipating the quote to tap the city's water main and install approximately 500 feet of one inch copper pipe will be costly, especially since the contractor will be digging above and within close proximity to the synthetic cap. Challenges aside, we'll wait to see what the contractors come back with. Page 17 of 62 3 Request for Quotes Water Lateral and Drinking Fountain Installation Summary& Project Scope: The City of Oak Park Heights is accepting proposals/quotes to install water services and a fully functional drinking fountain at Swager Park (14290 58th St. N) and Oak Park Crossing Park (15055 60t'Street N)-The project will include excavation to install a 1" water service lateral and all required valves, installation of a concrete pad and installation and plumbing of a selected drinking fountain. Please return quotes to Andy Kegley, Public Works Director no later than May 8, 2019 12:00 PM. SWAGER PARK DRINKING FOUNTAIN— 14290 58TH Street N 1. Wet tap into the City's six (6) inch water main for a 1" water service line. Add a curb stop valve on park property approximately 20-30 feet from the corporation. The water main is buried approximately 7.5 feet below grade. 2. Extend a 1" copper water service lateral approximately 40 feet south near the covered picnic area maintaining a depth of at least 7.5 feet. 3. Terminate the copper pipe to the surface with ample spare pipe to install a drinking fountain fixture. Install valves such that the entire water line can be turned off and drained by operating said valves, Note that this will require the installation of a trench/French drain. Proper gravel/sand material will be required to allow for drainage. 4. Build a 4' x 4' x 4" concrete slab at the water service terminus. The water service pipe should be sleeved around the concrete base. The top of the concrete slab must be at the current grade—level with the ground. 5. The selected drinking fountain is from Most Dependable Fountains, Inc. The selected fountain is model 410SMSSFR + carrier wl hook-ups. The City also selects the option to have the recessed hose bib w/locking cover. Information related to the selected drinking fountain is attached hereto. Affix the selected drinking fountain securely to the base and attach the necessary plumbing for a fully functional drinking fountain, 6. The water main is under 0' Street N. The asphalt must be saw cut the entire width of the excavation on all sides of the excavation. The street base and asphalt surface must be replaced/patched to like or better condition. Page 18 of 62 7. All landscaping must be repaired to like or better condition.The contractor is responsible to replace/repair all appurtenances necessarily removed for the completion of the project. OAK PARK CROSSING PARK DRINKING FOUNTAIN—15055 60th Street N 8. Wet tap into the City's six(6)inch water main for a 1"water service line. Add a curb stop valve near the corporation.The water main is buried approximately 7.5 feet below grade. 9. Extend a V copper water service lateral approximately 490 feet south to the covered picnic area maintaining a depth of at least 7.5 feet. NOTE: Required excavation is at a former Xcel Energy fly ash landfill.The service lateral will be above a 1989 Clay cap,which is understood to be approximately X feet below the current grade and a 1992 Synthetic cap which is understood to be X feet below the current grade.THESE CAPS MUST NOT BE DISTURBED! 10. Terminate the copper pipe to the surface with ample spare pipe to install a drinking fountain fixture. Install valves such that the entire water line can be turned off and drained by operating said valves. Note that this is essentially creating a trench/French drain. Proper gravel/sand material will be required to allow for drainage. 11. Build a 4'x 4'x 4"concrete slab at the water service terminus.The water service pipe should be sleeved around the concrete base.The top of the concrete slab must be at the current grade—level with the ground. 12. All landscaping must be repaired to like or better condition.The contractor is responsible to replace all appurtenances necessarily removed for the completion of the project. 15. Maintaining a safe work zone and safe access to the park/playground equipment is the Contractor's responsibility.The Contractor is responsible to restore/fill in the utility trench before leaving the site. 17. The Contractor shall include and provide and/or secure the furnishing of all materials, equipment, labor, permits, insurances, etc., to provide a complete and finished project accomplish all elements of the Project Scope. 18. Full Payment will be made once the City provides written final acceptance and full Lien Waivers are provided. No partial or progress payments will be made.Written final acceptance shall be supplied upon City inspection of site and utilities and when written confirmation (including"tipping"or disposal tickets and well closure)that all materials have been properly disposed of has been supplied to the City by the Contractor. 19. Contractor must be a licensed and insured Minnesota Contractor. Verification will be required should your firm be awarded the project. 20. The Contractor warrants to the City that they are competent and capable to perform this this work. 21. Contractor must complete the Project in not less than 30 calendar days from project acceptance/award and notice to proceed by the City.The project acceptance date will be defined by the City providing the contractor a signed and notarized copy of this document and a Final Agreement.Your quote, if accepted, is a binding legal document that you will complete the Project in the specified timeframe and with stated conditions. 22. The City may deduct 5 percent from amounts due for each day project is not substantially complete beyond the date/day timeline.Additional penalties may apply. 23. The City reserves the right to reject any and all submissions received for this project and for any reason.The City is not responsible for any costs associated with preparing a bid/quote submission to the City or for non-award. 24. The contractor's quote shall be valid for 120 calendar days from date of submission to the City.The City may make the award within such 120 days and which then commences the completion requirement. 25. A final agreement(also incorporating these Conditions) between the City and Contractor shall be required prior to any work commencing.This agreement will include a full indemnification of the City should there be any loss incurred by the Contractor as it relates to this project.The City shall not execute or sign any agreements drafted or provided by the Contractor. Page 20 of 62 26. The City is not responsible for the health, safety and welfare for Contractors staff and/or sub-contractors. Follow all best site management practices.The Contractor shall secure, pay for and attain all required permits and inspections if necessary. 27. Any changes to the Scope, Bid or elements of this Project must first be made and agreed upon in writing between the City and the Contractor. 28. Contractor is fully responsible for collateral damages to the worksite including damages cause by Contractor's staff or their sub-contractors. 29. Any necessary traffic Control and GOPHER-STATE- 1 calls are the responsibility of the Contractor. 30. Failure to complete the Project in a timely and in the required fashion will result in the City withholding costs from the Contractor and shall be$500/per day. Do not provide a quote unless you know you can perform the work in a timely fashion. 31. All work—including materials and workmanship shall have a two-year warranty period from the Contractor to the City;such timelines shall start upon the date of final acceptance and payment by the City. 32. It is the Contractor's responsibility to ensure that all debris and items removed from the property are disposed of properly according to State and Federal law and at the contractor's expense. 33. See Additional Notice to Contractors-Below ADDITIONAL NOTICE TO CONTRACTORS • The City is not responsible for costs incurred by anyone responding to this Request for Bids/quote. • Upon submission,all bidslquote become the property of the City. • Any additional work requested by the City must be performed by the Contractor and unless otherwise agreed upon in writing,will be billed on a reasonable time and materials basis consistent with current market conditions. • The City expressly reserves the right to amend or withdraw this Request for Bids/quotes at any time and to reject any or all bids/quotes for any reason. • The City is not bound to accept the lowest cost bidlquote,and will only work with qualified contractors,subject to objective verification. • Bidderslcontractors are held legally responsible for their bids/quotes and related budgets and fees. We understand that the City of Oak Park Heights is considering taking ownership of the stair tower and relocating it to a city park on the south side of Highway 36. This letter report describes the methods used in the assessment, the observations made, and recommendations for improvements to the stairs for reuse as a publicly-accessible park feature. Methods of Assessment The assessment of the stairs consisted of an arms-length visual observation of the stairs, landings and framing components. The stairs were accessible for the full height for observation and measurements. No samples were collected or material tested, including paint to determine lead content, Stair Tower Description The stairs consist of 4 flights of stairs and 4 landings, fabricated of structural steel, coated with what appears to be red shop primer. Two sets of 2 landings are each supported by 4 steel tube columns, with steel channel stringers spanning between them. Stair treads and landing surfaces are steel checkered plate. All sides of stairs and landings have 42" high steel railing, with '/2" square balusters, spaced at approximately 4" throughout. The age of the stairs is not known, but they have served as balcony exiting stairs, and so have been exposed to exterior conditions since their installation. They originally were serving the Wafer Street Inn building on the north side, but were modified and relocated to the east side. Railing modifications were necessary to adapt them to the current location. The highest landing is at approximately 27'-0" above ground,with a second balcony access landing at approximately 14'-10 above ground. Stair riser heights are 6 518", with tread lengths of 12". These dimensions conform with current codes. Page 41 of 62 March 29,2019 Eric Johnson,City Administrator Page 2 of 3 Reference: Exisfing Stair Tower Condition Assessment Landing platforms have a single 6" channel supporting the center, with 2 additional 3x3x1/4" angles on each side to support the steel checkered plate walking surface. The stairs do not have bracing, of any kind, in either direction. See selected photo in Appendix A, attached. Assessment Findings From the visual examination and field measurements taken it was apparent that the stairs and tower were generally in good structural condition, but that the geometry of the railings and balusters does not conform with current codes and they require modifications or replacement. 1. The structural steel is in relatively good condition,with no observed misalignments, bends, sags, dents or other defects. 2. No significant section loss due to corrosion was observed, though the stairs exhibited areas of localized surface rust. The base plates were particularly rusty, from exposure to ground moisture. Also, all connection bolts were observed to be significantly corroded. Overall, the paint/primer coating was faded and was worn off in many areas. 3. Spot measurements of the clear spacing between railing balusters were taken. Although the spacing varied, several measurements were 4" clear or more, which does not conform with the current building code. The code requires that a 4" sphere not be able to pass through. See Photo Nos. 7 and 13 for sample measurements. 4. Additionally, the top of the guard railing at the landings was measured to be 42" above the walking surface, which meets the current code. However, current code also requires that the guardrail also be a minimum of 2'--9" above each stair tread at the nosing. The minimum height condition was not met at Landing No. 3, where the railing transitions from the landing to the inclined stairs. See Photo No. 14. 5. Besides the 42" minimum height requirement, current code also requires that the guardrail along the stairs must include a grippable railing, offset from the guardrail, to assist stair users. None of the existing guardrails currently have this railing. 6. The stair tower framing was not braced in either direction. A 2x4 wood block, supported at each end by a metal strap, was placed in the gap between the stairs and balconies at Landings No. 2 and No. 4. There was no other connection between the stair tower and the balconies to stabilize the stairs. Recommendations With some essential modifications, the stairs can be relocated and used for a free-standing, public-access viewing platform. The recommendations below are considered necessary, unless noted otherwise. Steel diagonal/cross bracing must be added to each end of the stairs to provide stability. Although a structural analysis is required to determine what size bracing components are needed, some type of bracing (knee, "x", "inverted K", etc) must be added. 2. Steel railings should be replaced with code-compliant railings. Balusters most be spaced such that a 4" diameter sphere cannot pass through, and a grippable railing must be attached inside the outer guardrail. Railing closures must be added at Landing No. 2 and No. 4, where railings were removed to access the stairs from the balconies. The existing railing could be modified to be made compliant, but the cost would likely be higher than replacing the railing with new components. 3. All connection bolts must be replaced with new bolts. The existing bolts show signs of significant corrosion, and so they should not be reused. 4. The entire stair tower structure must be sandblasted, primed and repainted. The recommended modifications should be made when the stair tower is removed, but before it is reinstalled in its new location. The foundation for the stairs should be a frost-protected concrete spread footing, placed a minimum of 5 feet below grade. Next steps include preparing construction documents showing these modifications and the new foundation in detail. ARTICLE 2 — DUTIES AND OBJECTIVES A. Advisory Capacity. The Park and Trail Commission is designed to serve in an advisory capacity to the Oak Park Heights City Council.. B. Objectives. The objectives of the P-a*Park and Trail Commission are to make recommendations to the City Council, which will guide the development of city parks and related services and facilities. C. Public Hearings. The Ra*Park and Trail Commission shall hold such hearings as are provided within the City Ordinances and shall make recommendations on same as requested by the City Council. D. Special Public Hearings. The P-a*Park and Trail Commission may hold such public informational hearings as the City Council directs and may make recommendations on same as requested by the City Council. ARTICLE 3 — MEMBERSHIP A. Voting Members. The Ra-*Park and Trail Commission shall consist of five citizen members who are eligible voters residing within the Oak Park Heights City limits and who are appointed by the City Council. Page 53 of 62 B. Ex-Officio Members. There shall be a City Council person designated by the Mayor, with the consent of the City Council, to be a liaison to the P-,-+r*Park a,,d Trail Commission. Such City Council person shall serve without voting power and in a capacity as ex-officio to the Park and Trail Commission. The Mayor, with the consent of the City Council may also appoint non-voting, ex- officio members to represent other groups or organizations from the community. C. Terms. The five members of the RarkP_ark and Trail Commission shall be appointed by the City Council. All such appointments shall be initiated and be established by resolution of the City Council. The term of each member shall be for three years with initial terms being staggered by the City Council resolution of appointment. No member shall serve more than two consecutive terms on the ParkPark and Trail Commission. D. Absenteeism. If any voting member fails to attend three consecutive meetings or a total of four meetings (or 25 percent) during the calendar year, the Pa-rkPark and Trail Commission shall notify the City Council of the same with a recommendation from the Par*Park and Trail Commission as to the continued ability for such person to remain on the Commission. P,� kPark and Trail Commissioners shall notify the Chairperson or City staff when an absence is anticipated. E. Removal. Any member of the Ra-r-kPark and Trail Commission may be removed at any time by a four-fifths (415) vote of the City Council with or without cause. F. Compensation. Compensation of P4*Park and Trail Commission members as selected by the City Council shall serve without compensation except as otherwise established by Resolution of the City Council. G. Training. The Chairperson and the City staff shall meet with each new P apl Pa -k and Trail Commissioner to explain P-a-PkPark and Trail Commission procedures. H. Resignation. A member who wishes to resign shall submit a written resignation to the Chairperson, who shall in turn forward the same to the City Council. I. Vacancies. Vacancies occurring within the RaFkPark and Trail Commission shall be filled for the balance of the appointment by the City Council. Members that are filling vacancies as a result of a resignation or removal of a member, may complete the balance of such term but may then be appointed to an full initial term without penalty and may then serve a second and additional terms pursuant to Article 3 C. 2 Page 54 of 62 ARTICLE 4 - OFFICERS, DUTIES AND ELECTION OF OFFICERS A. Officers. The officers of the R,a*Park and Trail Commission shall be Chairperson and Vice-Chairperson. B. Duties of the Chairperson. The Chairperson shall preside at all meetings, f appoint Park and Trail Commission members to committees, appoint P--arkPark and Trail Commission representatives, rule on procedural questions (subject to reversal by a two-thirds (213) vote of those members in attendance), meet with all newly appointed members, exercise the same voting rights as other Park and Trail Commissioners and carry out such other duties as are assigned by the Ra*Park and Trail Commission or by the City Council. C. Duties of the Vice-Chairperson. The Vice-Chairperson shall act in the absence or inability to act of the Chairperson, and in such instances shall have the powers and functions of the Chairperson. D. Terms. The P-akPark and Trail Commission officers shall be elected from among its appointed members. No member shall serve as Chairperson or Vice- Chairperson for more than two consecutive years. A member may serve as Vice- Chairperson for two years and then Chairperson for two years, or in alternate or alternating order. The election shall occur at the P-al4Park and Trail Commission's annual meeting. E. Vote. Candidates for office receiving a majority vote of the entire membership (three-fifths (3/5), shall be declared duly elected. F. Date of Office. Newly elected officers and members shall take office at the annual meeting in January and which is an end date (sine die) for the preceding term year. G. Vacancies. Vacancies occurring in the offices of the P-a-r-kPark and Trail Commission shall be filled immediately by the above election procedure. ARTICLE 5 - MEETINGS A. Annual Meeting. An annual organizational meeting shall be held in January of each year. Election of officers shall be conducted at that time. B. Regular Meetings. Regular meetings of the Park and Trail Commission shall be held at 6:00 PM on the third Monday of each month or as otherwise designated to account for legal holidays or other special circumstances as 3 Page 55 of 62 approved by the City Administrator. The meetings shall be held in the City Hall Council Chambers or as otherwise designated and duly posted. The regular meeting date of the Pa*Park and Trail Commission may be changed by resolution of the City Council, C. Special Meetings. Special meetings may be called at the discretion of the Chairperson, after consultation with City staff. D. Notice of Meetings. Notice in writing of all regular and special P--arkPark and Trail Commission meetings, setting forth the time, place and agenda of such meetings, shall be mailed by the City staff to all Pa*Park and Trail Commission members at least five days in advance of each meeting. E. Site Investigation. Prior to each meeting, all PafkPark and Trail Commission members shall endeavor to visit any properties to be discussed at the meeting. F. P-arIEPark and Trail Commission Representative at City Council Meetings. Each Ra-rkPark and Trail Commission member shall in turn represent the RafkPark and Trail Commission at regular City Council meetings. ARTICLE 6 - PRE-MEETING PROCEDURES A. Agenda. The agenda for each meeting of the P-afkPark and Trail Commission shall be developed in writing by the City staff and shall be available at the City Hall prior to each meeting. B. Withdrawal. If a petitioner or applicant desires to withdraw a matter from an agenda, such request must be submitted to the City staff in writing, and if any public notice has been given, all persons appearing at the noticed hearing on said petition or application shall be entitled to be heard. ARTICLE 7 - PUBLIC HEARING PROCEDURE A. Time. The time of each public hearing shall be stated on the agenda, and no hearing may begin before this time. Each hearing shall begin as soon as possible after this time. B. Presentation. If a public hearing is required for a request by a petitioner, the petitioner or an appointed representative shall state the request, explain the proposal and answer questions of the P-a*Park and Trail Commissioners. If no petitioner is involved, the Chairperson or the City staff member shall explain the purpose of the hearing. The Chairperson may impose reasonable restraint upon the number of times one individual may speak. 4 Page 56 of 62 C. Termination of Hearing. The Chairperson may close a public hearing after hearing those present who care to speak, or any member may move to continue the public hearing until a specified date. If a hearing on the petitioner's request is closed, the R4rkPark and Trail Commission shall make a recommendation to the City Council within 30 days following the close of the hearing. If a hearing is continued, mailed notices of the continuation may be requested by any voting member. ARTICLE 8 — MEETING PROCEDURES A. Rules of Order. Unless otherwise specifically designated, Roberts Rules of Order, as most recently revised, shall govern the meeting procedure. B. Quorum. A majority of the voting membership (three-fifths (3/5)) shall constitute a quorum for meeting purposes. Whenever there are vacancies on the RafkPark and Trail Commission the Commission may meet and transact business with half of the non-vacated seats being present. Votes on issues where the commission members are equally split will be deemed to be passed onto the City Council without recommendation. C. Conflict of Interest. Whenever a ParkPark and Trail Commission member shall have a direct or indirect personal or financial interest in an application or petition before the Ra*Park and Trail Commission, that member shall declare such interest and excuse himself/herself from the discussion and vote. D. Agenda. The order of business at regular meetings generally shall be as follows: 1. Call to order. 2. Roll call of members. 3. Approval of the minutes of the previous meeting. 4. Public hearings. 5. Informational hearings. 6. Old business. 7. New business. 8. Adjournment. E. Appearance of Petitioner. No application or petition shall be given final approval unless the applicant or petitioner appears personally or by representative at the hearing called thereon, or unless he/she makes satisfactory explanation or presentation in lieu thereof. F. Tabling. A tabling motion, if passed, has the effect of laying a matter over until the next regular meeting, unless otherwise specified. 5 Page 57 of 62 G. Reports. Any matter may be tabled for a technical report or study which the RaFlEPark and Trail Commission may make or request of the petitioner, the City staff, the City Attorney, the City Engineer or other sources. Such report shall be presented to the City staff for forwarding to the RafkPark and Trail Commission at least five days prior to the meeting at which said matter will be heard again. H. Non-Agenda Matters. No binding or final action may be taken on any matter not on the written agenda except by unanimous vote of the members in attendance or four-fifths (415) vote of the entire membership. ARTICLE 9 — COMMITTEES A. RPark and Trail Commission Committees. The Park and Trail Commission may establish committees of its own membership for a specific purpose and duration. B. Ad Hoc Committees. The RarkPark and Trail Commission may request that the City Council appoint other members of the community to Ad Hoc Commission committees, which may be created by the t'--a*Park and Trail Commission for a specific purpose and duration. At least one voting member of the RafkPark and Trail Commission also shall be appointed to each such committee. ARTICLE 10 — RECORDS A. Minutes. The Commission shall rely on video or audio recording for the purposes of securing full and complete official minutes at all regular and special meetings of the RarkPark and Trail Commission and which shall be transcribed and provided to the Commission for review and approval at the next regular scheduled Commission meeting. The City staff shall be responsible for keeping a record of all Ra-FkPark and Trail Commission resolutions, transcriptions, minutes and findings, including circumstances when the Commission convenes off-site meetings where video or audio recording is not practical. B. Open Meetings. All meetings shall be a matter of public record. During Arbor Month the benefits of tree care and the importance of tree plantings are expressed. Arbor Day and Arbor Month are a great way to get the community active outdoors and make a difference in the appearance of their property and city parks. This year, the City of Oak Park Heights has proclaimed Friday April 261h 2019 Arbor Day and the month of May 2019 as Arbor Month. One way OPH celebrates Arbor Day/Arbor Month is by planting a tree. Because of the City's conscientious efforts to preserve trees, Oak Park Heights has enjoyed the designation of being a tree city for the past 37 consecutive years and is also a Tree City USA Growth award recipient.These awards are valued greatly by the community. To continue to be eligible for the awards, each year an Arbor Day/Arbor Month Ceremonial Tree Planting must take place during this time. The tree chosen for the planting site this year is a Northern Pin Oak (Quercus ellipsoidalis). The tree will be planted at Autumn Hills Park. The Northern Pin Oak is a hardy native shade tree and is moderately fast growing. The Arbor Day/Arbor Month planting is funded from the tree replacement fund. This year I would like to make the recommendation to have the Arbor Day/Arbor Month Ceremonial Tree Planting on May 2011 at 5:30PM before the May parks commission meeting. TREE CITY U.S.A. The grant application is due on April 17 and is for community-based"quick-action"projects related to housing, transportation, smart cities, and public spaces. Staff reviewed the eligibility and guidelines and reached out to Boutwells Landing to discuss possibilities/ideas that would fit a need and improve livability in the community. After a meeting with their staff, there was a joint interest in creating a free bike share program. Staff believes a bike share project would fit the scope of the grant opportunity in that it would provide a mobility option that increases connectivity and bikeability and encourages physical activity. Not only does this provide residents with a convenient mode of transportation, it also helps reduce the city's travel-related carbon footprint. City Council took action at their April 9, 2019 Council Meeting supporting the idea and authorizing staff to apply for the grant to create a bike share program. Staff will complete the application seeking funds for a bike rack, a fix-it station, bicycles, signage, GPS units for the bikes, and promotion. Staff will work with Boutwells Landing to determine the best location for the bike rack and fix-it station, but the fixtures would be placed alongside a City trail on public property.
