RE: Xcel Energy King Plant Tower Height Variance, Certification of Local Decision
The Department of Natural Resources has reviewed the information we received on September 15 and 16, 2004,
and relative to the new cooling towers height variance. The new cooling towers are needed to meet regulatory
discharge standards. The new towers will be pulled back to meet the bluffline setback and will be approximately
60' tall. Four new cells of these dimensions were constructed in 2000. The existing 10 cells will be demolished
and replaced with 18 new cells. The King Plant is also constructing stormwater retention and treatment facilities to
help mitigate the impervious surface coverage at the facility, as part of their overall emission reduction project.
After careful consideration of the issues, the Department of Natural Resources hereby certifies the variance as
complying with the intent of the National Wild and Scenic Rivers Act, the Federal and State Lower St. Croix River
Acts, the Master Plan adopted thereunder, and Minnesota Rules, Parts 6105.0351 to 6105.0550.
