1. INTERIM USE PERT FOR..:
The City of Oak Park Heights has received a request from Xcel Energy for an interim use permit to allow
for an administrative office trailer complex at the Alien S. Ding Generation Plant located on Highway 95
ff. ADDITIONAL RESTRICTIONS AND PROVISIONS.
The following additional restrictions and provisions being part of the
Interim. Use Permit issued herein affecting the following matters shall be:
1. The administrative office trailer complex shall be removed from the A.S. King Plant property on
or before July 1, 2009. The site shall be returned to a usable condition subject to review and
approval of the Building Official once the trailers have been removed.
2. The site plan shall be revised to include at least 32 parking spaces, subject to review and approval
of City staff. Parking shall be allowed on a gravel surface.
3. The freestanding lighting shall be designed so as to be no more than a total of 25 feet. All
building wall packs shah be full cut off Mures.
4. The applicant shall provide plans for trash handling.
5. All grading and drainage plans and utility connections shall be subject
to review and approval of the City Engineer.
6. No Design Guidelines review shall be required for this structure.
7. The puns and hydrant locations shad be subject to review and approval
of the City Building Official and Fire Marshal. The temporary structure shall not require an
automatic sprinkler system.
S. The plans shall be subject to review and approval of the Department of Natural Resources and any
other regulatory agency, as applicable.
9. All City permits re quire d for fill shall be obtained as per City ordinances prior to building permit
issuance.

RE: Fill permit 1 Placement of Trailers
As you know the City Council approved Xcel Conditional Use Permit for the temporary placement of
administrative trailers. The timing for the issuance of such actual permits will be approximately 7 days as
these must come from the City Attorney's office. In the interim, you may proceed with filling of the area
adjacent to the entrance station and as shown on the submitted piano
You had indicated that there is to be some excavation prior to placing fill upon this site. Please ensure that
this fill is placed in an appropriate area, i.e. not in a wetland, drainage swale or other sensitive area. Please
submit a drawing where such fill is to be placed so the City has the fill site documented.
The area to be filled for these structures was discussed and was included in the CUP document and
authorizing resolution as approved by the Council. Please note that Xcel may place the trailers on this site
before both Xcel and the City have executed the CUP document as approved by the City Council, but you
would be required to correct any inconsisten. ' with the CUP that may arise.

Within this Ordinance, land reclamation is the reclaimin of land b

per acre, either b haulin in fill or re the area, shall constitute land

Other than 308 1 do not find in our codes where a g radin g permit is re It mi be re
under the Buildin Codes.
For most of our projects g radin g to this extent is included in with the overall project (PUD or CUP)
and a separate CUP for fillin is not written.
Xcel Fillin of the old chemical ponds is estimated to re 3500 y ards of fill and will re a
CUP under 308.
Stillwater Auto Parts Site. The have hauled in more than 25 y ards of dirt and have been
spreadin that dirt on the site west of the Oak North site. There are not Permits for this
work. Mr. Nolde has just hauled it in and spread it.

Thank you for meeting with city staff and Mayor Beaudet yesterday regarding your
plans for the office trailer complex at the xcel Energy Allen S. King Plant in oak Park
Heights. There were two items that we requested that should be submitted to move this
project forward:
I . Mailing labels for property within 500 feet of the plant site, These should be
submitted as soon as possible to allow for public notice.
A count of the total number of designated parking stalls currently at the plant. If
areas are not designated or on gravel, please indicate the overall size of these
parking lots.
As you are aware, this application will be considered by the Planning Commission at its
meeting on Thursday, May 13, 2004 at 7:00 Pivl at city Hall. Please contact me with

Attached is the initial Submittal for a temporary Use Permit for installation of the Office Trailer
Complex to be used during execution of the ling Plant rehabilitation project at the Xcel
Energy Allen S. King Plant.
The plan is to arrange the 9 trailer modules as shown on the Plan drawing and to locate the
trailers as shown on the Utilities Plan drawings. The trailer will be connected to existing plant
water, electricity and Sewer system as indicated on the Utility Flan drawing.

Dear Mike,
Thank you for your time on the phone today. This is a follow up to our
conversation. Xcel Energy, King plant, in re-- powering the facility,
will be installing a temporary administration /engineering building. The
structure will be located between the existing guard house and the
existing substation. The structure will be comprised of portable,
interlocking, construction -type trailer, office space units. This
enclosure will house four (4) additional restrooms. No structural
changes will physically occur with regard to the Bayport sanitary sewer system. The
administration building sewer outlet connection will connect to the existing lift station at King,
which outflows into the Bayport sanitary system. This building unit will remain on site through the
entire M ERP project, approximately 2007, year end.
We need to document your being notified and our receiving consent for this additional usage in
our documentation preparation for the building permit, through oak Park Heights, MN. The
permit process and inspections will be administered through oak Park Heights, the site's LGU.
After discussing this with your staff, if you find this acceptable, would you please respond
indicating your position. If there are any questions or concerns, please contact me.

The luminaire shall consist of a rectangular fabricated steel, seam welded body
which shall incorporate a removable gear tray secured in position by a single
retaining wing nut and be suitable for a wide choice of high intensity discharge
lamps. The hinged aluminium die -cast doorframe shall be held in place by two
rotary fasteners. The optical assembly shall consist of a specular hydro - formed
aluminium reflector complete with a road -side positioned lampholder, and be
secured to the doorframe enabling easy access to the geartray. A moulded
prismatic borosilicate refractor shall be gasket sealed to the doorframe ensuring an
IP rating of 655. The luminaire shall be designed to EN60598 -2 -3 with a range of

Attached is the initial submittal for a temporary Use Permit for installation of the Office Trailer
Complex to be used during execution of the King Plant Rehabilitation Project at the xcel
Energy Alien S. King Plant.
The plan is to arrange the 9 trailer modules as shown on the Plan drawing and to locate the
trailers as shown on the Utilities Plan drawings. The trailer will be connected to existing plant
water, electricity and sewer system as indicated on the Utility Plan drawing.
