Call to Order: Chair Weyer called the meeting to order at 6:00 p.m. Present: Vice Chair Chirhart, Commissioner Bye, Commissioner Peterson, and Commission Thoreson, City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission-Liaison Johnson. Arhorist: Arborist Danielson reported that the Minnesota DNR raised the oak wilt status to high risk on April 4. She stated residents should paint latex paint over any ounds on oak trees within 15 minutes. B. Public Works Director: Public Works Director Kegley provided rink use data. He also stated he would come back to the Parks Commission when quotes were received for the drinking fountain. Commissioner Thoreson suggested staff include a dog bowl on the fountains as an option in the request for quotes. C. Other/ Commission Liaison Reports: Commissioner Thoreson reported that he went to WashinL�ton, D.C. to talk to Congress about the value and importance of parks and trails and to encourage funding and the passage of the land and water conservation bill. Lookout Tower—Oak Park Crossing Park: City Administrator Johnson outlined the cost estimates provided by Stantec and said he requested they provide some images. He reported there was $107,355 in the fund for park projects. Commissioner Chirhart suggested the Parks Commission consider how tall of a structure could be placed with the power lines at the site. City Administrator Johnson reported that the structure was approximately 30 feet tall, and he provided the plan to Chuck Donkers of Xcel Energy who did not express any concern regarding clearance. He said he would check with Donkers and report back to the Parks Commission. Commissioner Peterson questioned whether the $145,000 estimate provided by Stantec included design work. City Administrator Johnson said he would ask. No action was taken. VIII. New Business: A. Park Commission Name Change: Vice Chair Chirhart, seconded by Chair Weyer, Page 3 of 34 Parks Commission Minutes April 15, 2019 Page 2 of 2 moved to recommend an amendment of the name of the Commission to the Parks and Trails Commission. Carried 5-0. B. Additional Park Programming or Event: Commission-Liaison Johnson reported that she was planning a Thursday evening program with storytelling and other activities to celebrate the history of the area, and would be asking the City Council for support. Commissioner Peterson, seconded by Commissioner Thoreson, moved to affirm support for the additional park program. Carried 5-0. C. Consider Park Walkthrough Dates: Commissioner Bye moved to set for May 18 at 9:00 a.m. Motion failed due to lack of a second. Commissioner Bye, seconded by Commissioner Peterson, moved to set for May 20 at 6:00 p.m. meeting at Cover Park and June 17 at 6:00 pm. meeting at Autumn Hills Park, and to push the Parks Commission meeting to 7:00 p.m. on those dates. Carried 5-0. Arborist Danielson reported that she would like to schedule the Ceremonial Tree Planting for May 20 at Autumn Hills Park. Commissioner Bye, seconded by Vice Chair Chirhart, moved to amend the main motion to start at Autumn Hills Park on May 20 and Cover Park on June 17. Carried 5-0. D. 2019 Arbor Month Ceremonial Tree Planting: Arborist Danielson reported she selected a Northern Pin Oak for the tree planting. Commissioner Bye, seconded by Vice Chair Chirhart, moved to set the tree planting for 6:00 p.m. on May 20 at Autumn Hills Park. Carried 5-0. E. AARP Community Challenge Grant: City Clerk Pinski reported that she would be applying for a grant through AARP for a free bike share program in the City with the rack and bikes located along a City trail near the Boutwells Landing campus. Of course,the structure could be painted to any color and some accouterment could be added to improve the aesthetics, but it still is a 30' tower. • The Park Commission did discuss a public hearing to take some input and that may be a valuable step. • I have enclosed some previous data from the April meeting—generally the budget, engineering review and some images. We understand that the City of Oak Park Heights is considering taking ownership of the stair tower and relocating it to a city park on the south side of Highway 36. This letter report describes the methods used in the assessment, the observations made, and recommendations for improvements to the stairs for reuse as a publicly-accessible park feature. Methods of Assessment The assessment of the stairs consisted of an arms-length visual observation of the stairs, landings and framing components. The stairs were accessible for the full height for observation and measurements. No samples were collected or material tested, including paint to determine lead content, Stair Tower Description The stairs consist of 4 flights of stairs and 4 landings, fabricated of structural steel, coated with what appears to be red shop primer. Two sets of 2 landings are each supported by 4 steel tube columns, with steel channel stringers spanning between them. Stair treads and landing surfaces are steel checkered plate. All sides of stairs and landings have 42" high steel railing, with ''/z" square balusters, spaced at approximately 4" throughout. The age of the stairs is not known, but they have served as balcony exiting stairs, and so have been exposed to exterior conditions since their installation. They originally were serving the Water Street Inn building on the north side, but were modified and relocated to the east side. Railing modifications were necessary to adapt them to the current location. The highest landing is at approximately 27'-0" above ground, with a second balcony access landing at approximately 14'-10 above ground. Stair riser heights are 6 5/8",with tread lengths of 12". These dimensions conform with current codes. 19096e4j,p6f,�4 March 29,2019 Eric Johnson, City Administralor Page 2 of 3 Reference; Existing Stair Tower Condf ion Assessment Landing platforms have a single 6" channel supporting the center, with 2 additional 3x3x114" angles on each side to support the steel checkered plate walking surface. The stairs do not have bracing, of any kind, in either direction. See selected photo in Appendix A, attached. Assessment Findings From the visual examination and field measurements taken it was apparent that the stairs and tower were generally in good structural condition, but that the geometry of the railings and balusters does not conform with current codes and they require modifications or replacement. 1. The structural steel is in relatively good condition,with no observed misalignments, bends, sags, dents or other defects. 2. No significant section loss due to corrosion was observed, though the stairs exhibited areas of localized surface rust. The base plates were particularly rusty, from exposure to ground moisture. Also, all connection bolts were observed to be significantly corroded. Overall, the paint/primer coating was faded and was worn off in many areas. 3. Spot measurements of the clear spacing between railing balusters were taken. Although the spacing varied,several measurements were 4" clear or more, which does not conform with the current building code. The code requires that a 4" sphere not be able to pass through. See Photo Nos. 7 and 13 for sample measurements. 4. Additionally, the top of the guard railing at the landings was measured to be 42" above the walking surface, which meets the current code. However, current code also requires that the guardrail also be a minimum of 2'-9" above each stair tread at the nosing. The minimum height condition was not met at Landing No. 3, where the railing transitions from the landing to the inclined stairs. See Photo No. T4. S. Besides the 42" minimum height requirement, current code also requires that the guardrail along the stairs must include a grippable railing, offset from the guardrail, to assist stair users. None of the existing guardrails currently have this railing. 6. The stair tower framing was not braced in either direction. A 2x4 wood block, supported at each end by a metal strap,was placed in the gap between the stairs and balconies at Landings No. 2 and No. 4. There was no other connection between the stair tower and the balconies to stabilize the stairs. Recommendations With some essential modifications, the stairs can be relocated and used for a free-standing, public-access viewing platform. The recommendations below are considered necessary, unless noted otherwise. Steel diagonal/cross bracing must be added to each end of the stairs to provide stability. Although a structural analysis is required to determine what size bracing components are needed, some type of bracing (knee, 'Y', "Inverted V, etc) must be added. 2. Steel railings should be replaced with code-compliant railings. Balusters must be spaced such that a 4" diameter sphere cannot pass through, and a grippable railing must be attached inside the outer guardrail. Railing closures must be added at Landing No. 2 and No. 4, where railings were removed to access the stairs from the balconies. The existing railing could be modified to be made compliant, but the cost would likely be higher than replacing the railing with new components. 3. All connection bolts must be replaced with new bolts. The existing bolts show signs of significant corrosion, and so they should not be reused. 4. The entire stair tower structure must be sandblasted, primed and repainted. The recommended modifications should be made when the stair tower is removed, but before it is reinstalled in its new location. The foundation for the stairs should be a frost-protected concrete spread footing, placed a minimum of 5 feet below grade. Next steps include preparing construction documents showing these modifications and the new foundation in detail. A noticeable matted down path between the lower trail and the upper trail at the crosswalk leading to the Beach Rd Bridge indicates that stairs would be a welcomed and heavily used addition. A project of this scope is not extensive, therefore public works staff will build the staircase using available resources, which will also reduce the cost to complete the project. A drafted plan is attached illustrating the scope of the project, for which staff estimates will cost less than $2,000 and will be funded using the parks operational budget. Although small in scope,the project will still need approval from Xcel Energy and/or the MPCA. Two other parties gave notice that they were not interested in the work do to other commitments, and a third local contractor has met staff on both sites to better understand the scope of the project, but has not yet submitted a quote. His work load is extensive and schedule is tight due to the wet spring. Miller Excavating proposes the following: Install a drinking fountain at Swager: $19,970.20 Install a drinking fountain at Oak Park Crossing Park: $29,906.45 Total to install both $49,876.65 Dote: There is a sixty (60) day lead time on the drinking fountains from the manufacturer. Chuck Donkers of Xcel Energy did indicate that installing a water line as shown on the attached map should not be a problem as there is ample land cover over the cap in the proposed area. If the City Council approves the project,The City would need to secure an easement for the water line from Barbatsis Property LLC—this is Phil's Terra Hideaway, before work could begin. installing the drinking fountain at Swager does not have this challenge; after Council approval, the contractor could start upon a notice to proceed from the City.
