The property currently consists of primarily woodland. The project is located in Washington County, and within the Middle St. Croix Watershed(MSCWMO). This report is prepared based on MSCWMO rules & regulations. The project includes site clearing and demolishing of existing woodland, construction of a 6,600 SF building, installation of parking lot facilities, and construction of an infiltration basin located east of the facility. Existing Site Conditions The 2.61-acre property is bounded by 59th St. to the north and Osgood Avenue North to the west. The property is primarily woodland with existing apartment complexes to the south. The existing topography of the site generally drains to the south and east. See Exhibit A — Existing Drainage Map, for existing topography, drainage, and sub-catchment areas. Soils The preliminary analysis of site soil types on this project should be Hydraulic Soil Type B, primarily silt loam. This preliminary soil classification is based upon the Washington County web soil survey found at the USDA website (See Exhibit E - Web Soil Survey). Slopes on site typically range from 5-15% creating a gentle rolling landscape, with a few smaller areas approaching 2:1 slopes. Per the Minnesota Stormwater Manual, an infiltration rate of 0.45 inches/hour was used in modeling proposed conditions. Proposed Site Conditions The development will consist of constructing a 6,600 SF slab on grade building, a paved parking lot, a short retaining wall south of the building, and an infiltration basin to the east. The proposed drainage pattern will be somewhat unchanged. The building and parking lot drainage will be conveyed via storm sewer, and outlet into a proposed infiltration basin. Pre-treatment prior to entering the infiltration basin will be accomplished via sump manhole with a SAFL baffle. The infiltration basin outlets into a storm sewer that will tie-in to an existing stub roughly 220 feet north of the basin. Drainage on the eastern half of the site will remain unchanged. The proposed sub-watersheds have been depicted on Exhibit B— Proposed Drainage Map attached in the appendix of this report. Methodology Erosion and Sediment Control Exhibit D: Sheet C4 - Grading, Drainage & Erosion Control Plan of the accompanying plan-set depicts the temporary and permanent sediment control practices employed, which include; Silt Fencing, Inlet Filter Scaks, Construction Entrance, Erosion Blanket and a Concrete Wash Area, as shown on the drawings. 21 Page Stormwater Narrative/Summary April 9, 2019 Central Automotive Oak Park Heights, MN HydroCAD The hydrologic characteristics of the site were modeled using HydroCAD software. TR55/TR20 methods were utilized. Existing and proposed drainage areas were determined via review of current land survey data and aerial photos. The 2, 10, & 100-year frequency events where analyzed for peak runoff rate control in the existing and proposed conditions. The MSE-3 24-hr rainfall distribution for Washington County was used. Depths for the 2, 10, & 100-year storms were found to be 2.80", 4.16", and 7.20" respectively. Runoff from pervious and impervious surfaces were calculated separately to more accurately model the runoff volume from the site surfaces. Results of this analysis are summarized in Table 1 below, and a report can be seen in Exhibit C-HydroCAD Report. The required water quality volume (dead storage) was determined based on 1.1 inches of runoff produced from 21,040 SF of new impervious surfaces. Required Dead Storage Depth = 0.45"/hour x lft/12"x 48 hours = 1.8 f t Based on these requirements, an outlet pipe was incorporated in the infiltration basin design to manage ponding depth and rate control of effluent storm water. The tables below summarize the proposed infiltration basin storage and rate control calculations. Post-development discharge rates are less than the existing rates for each storm event, and the 100-year high water level has a minimum of 2.5 feet of freeboard before discharging to 59th Street, north of the basin, via emergency overland flow. Summary The site layout and final grading is designed to take advantage of the existing terrain for drainage, existing soil for infiltration, and minimizing post-development storm water runoff. Within the project boundary, some changes to the existing drainage patterns are expected due to the construction of the building, parking lot, and other site improvements.
