PARKS COMMISSION MEETING MINUTES
Monday, May 20, 2019 at City Hall
I. Call to Order: Chair Weyer called the meeting to order at 7:00 p.m. Present: Vice Chair
Chirhart, Commissioner Bye, Commissioner Peterson, and Commission Thoreson; City
Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission
Liaison Johnson. Absent: None.
II. Approval of Agenda: Commissioner Peterson, seconded by Commission Bye, moved to
approve the Agenda. Carried 5-0.
III. Approve Parks Commission Minutes—April 15, 2019: Vice Chair Chirhart, seconded by
Commissioner Thoreson, moved to approve the Minutes. Carried 5-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that the City held the Ceremonial Tree
Planting prior to that evening's meeting as part of the Tree City USA requirements.
She said it was a Northern Pin Oak planted at Autumn Hills Park. She also reported
that Minnesota Native Landscapes conducted the spring mows behind City Hall and
at Valley View Park.
B. Public Works Director: Public Works Director Kegley reported that the park shelters
were opened and staffed. He said that staff was retrofitting fixtures with LED bulbs
at the park shelters.
C. Other/ Commission Liaison Reports: Commission Liaison Johnson reported that
Xcel Energy released information on the closure date of 2028. She said it was not
concluded how the City would proceed, but it was on their radar. She also reported
that Party in the Park was coming up in the beginning of June.
V. Visitor/Public Comment: None
VI. Public Hearings: None
VII. Old Business:
A. Lookout Tower—Oak Park Crossing Park: The Parks Commission reviewed images
provided in the meeting packet. Commissioner Peterson said he could not support
moving forward with the project as it felt incomplete. Commissioner Bye felt the
stairs would be a fitness draw and could be part of a series of fitness stations that
may be added in the future. Vice Chair Chirhart thought the structure did not fit the
purpose of a lookout because there were a limited number of people that could be at
the top at a time, but may be useful if it were part of a group of fitness stations.

Commissioner Thoreson felt the structure was unique and would be a draw for
people to visit the area, but he felt it was quite expensive and wanted to hear from the
Commissioners what other ideas they had for that site with those funds. Chair Weyer
reported that he showed the pictures to people, and everybody thought it was a neat
idea. He also agreed it was a lot of money for what it was. He suggested sending the
idea to the City Council for their feedback.
Chair Weyer, seconded by Commission Thoreson, moved to send the idea to the City
Council to get their opinion. Carried 4-1, Peterson opposed.
Commissioner Peterson suggested the Parks Commission discuss a strategic plan or
vision for Oak Park Crossing Park at a future meeting or worksession.
B. Oak Park Crossing Park Stair Addition Project: Public Works Director Kegley
reported that staff reviewed the idea of adding approximately ten steps in a sloped
area by the Beach Road Bridge, and they thought it was a good idea. He said it
would be approximately $2,000. Kegley said he reached out to Chuck Donkers at
Xcel Energy and was awaiting feedback. The Parks Commission supported the idea.
Commissioner Peterson, seconded by Vice Chair Chirhart, to move forward with the
stairs at Oak Park Crossing Park. Carried 5-0.
C. Drinking Fountain Installation: Public Works Director Kegley reported the City
received one quote for drinking fountains from Miller Excavating in the amount of
$19,970.20 for install at Swager Park and $29,906.45 at Oak Park Crossing Park. He
said he spoke with Chuck Donkers at Xcel Energy who said it would not be an issue
to install a drinking fountain at Oak Park Crossing Park, but the City would need to
secure an easement for the water line from Phil's Tara Hideaway.
Commissioner Bye, seconded by Commissioner Thoreson, moved to recommend the
drinking fountains at Swager Park and Oak Park Crossing Park. Carried 5-0.
City Administrator Johnson reported staff would bring it to the City Council.

Re: Alternate Drinking Fountain Options
As reported, the City Council requested staff research less expensive alternatives to install
drinking fountains in Swager and Oak Park Crossing Parks. Regardless of options, water
services will need to be installed at both parks if there is to be drinking fountains. A
contractor will install a 1" copper pipe and curb stop valves to allow for winterization from
the water main to the right of way at Swager Park and beyond the asphalt trail at Oak Park
Crossing Park. Asphalt and site restoration is included in the quote to install water services.
City staff would complete the project by installing plastic potable water pipe from the copper
stubs to the drinking fountain locations. Since the drinking fountains need to be winterized,
there is no need to bury the water pipe to the standard 7.5 -S feet depth, therefore staff can
trench the pipe just below grade. There are two safe options to achieve the goal of installing
drinking fountains. The options are as follows:
Alternative 1
City staff will extend the water pipe to the drinking fountain locations, install concrete pads
and purchase 440SM (surface mount) fountains with pet drinking bowls attached from a local
vendor. The cost to complete this project is estimated to be:

City staff will extend the water pipe to the drinking fountain locations, install concrete pads
and a post or pipe at the fountain site.The water service will junction to ridged galvanized
iron pipe and be affixed to the posts and a drinking fountain head and spigot will be installed
to the pipe. See the attached photo of a drinking fountain in Bayport;this option would look
similar and be considerably less expensive than the original quote.The cost to install water
spigots in this manner is estimated to be:

18 gauge electro-polished stainless steel bowl. Bowl overlaps pedestal,preventing
build-up of residue in visual drinking area. Optional stainless steel Bowl Strainer
recommended for areas with sand.
Stainless steel anti-squirt head (weighing a pound and a half) mounted with a lock
nut and washer to prevent tampering. Lock nut pin holds bubbler in locked
position to prevent twisting or turning. The MDF bubbler head has a unique design
that features a steady stream trajectory and a built in natural shield from
contamination.
304 stainless steel with circumference exceeding 8.6' Mushroom style push bar
overlaps and prevents sand and other objects from sticking push bar in the ON
position. Stainless steel bubbler housing standard.

waste connections are through the above grade access door. All access plates,
brackets,vandal resistant bolts and screws are stainless steel.
r Surface Mount installation,is designed to be anchored on top of an existing
surface(concrete,etc.)with anchor bolts through a mounting plate that is
welded to the fountain. Surface Mount Fountains provide an access door with
vandal resistant stainless steel screws. Surface mount carrier recommended for all

INSTALLATION INSTRUCTIONS

All SM (surface mount) products are designed to be installed on the
surface of a new or existing concrete slab. Your contractor needs to provide
a 1 1/2" PVC drain line (when applicable) and water line thru finish grade.
Connections are made to our SM products thru our access door, as shown
on detail drawings. The water tubing is provided with a 1/2" male iron pipe
connection. This is an excellent location for a cutoff valve. Surface Mount
units are anchored to the existing concrete by means of 1/2" concrete shields
with bolts or we recommend 1/2" quick bolts.
Note: We offer an o tional template which is designed to be poured in the
concrete slab. It comes with the necessary vandal resist stainless steel bolts
and washers need to anchor.
All DB (direct bury) products are designed to be installed to a depth of 14"
below grade. MDF provides 1 1/2" PVC drain line inside the pedestal
(when applicable) to point of connection by others. MDF also provides
reinforced nylobraid flexible tubing with a 1/2" male iron pipe thread for
connection to water supply by others. MDF recommends an optional valve
box using a PVC conduit to the pedestal. By using this option you have
complete control of your product.

guaranteed against defective material or poor workmanship for a period of

liability under this warranty shall be discharged by furnishing without charge
any goods, or part thereof, which shall appear to the Company upon
inspection to be of defective material or not of first class workmanship. Most

Re: Drinking Fountain Installation
The City only received one returned quote to install water service lines and drinking fountains
in Swager Park and Oak Park Crossing Park. Two other parties gave notice that they were not
interested in the work do to other commitments, and a third local contractor has met staff on
both sites to better understand the scope of the project, but has not yet submitted a quote.
His work load is extensive and schedule is tight due to the wet spring.
Miller Excavating proposes the following:
Install a drinking fountain at Swager: $19,970.20
Install a drinking fountain at Oak Park Crossing Park:
Total to install both _ $49,876.65
Note: There is a sixty (60) day lead time on the drinking fountains from the manufacturer.
Chuck bonkers of Xcel Energy did indicate that installing a water line as shown on the
attached map should not be a problem as there is ample land cover over the cap in the
proposed area. If the City Council approves the project, The City would need to secure an
easement for the water line from Barbatsis Property LLC—this is Phil's Terra Hideaway, before
work could begin. Installing the drinking fountain at Swager does not have this challenge;
after Council approval, the contractor could start upon a notice to proceed from the City.
