An incomplete application will be returned to the applicant. The application approval process commences and an application is considered complete when all required information and fees are submitted appropriately to the City. Professional Fee Responsibility It is the understanding of the undersigned that all City incurred professional fees and expenses associated with the processing of this request(s) will be promptly paid upon receipt. If payment is not received from the applicant, the property owner acknowledges and agrees to be responsible for the unpaid fee balance either by direct payment or a special assessment against the property. Applicants will be billed on a monthly basis for Planning, Engineering, Legal and Community Development fees as they are accrued. Xcel Ener had planned to place a new ash disposal facilit into service to replace the existin Kin ADF prior to reachin full capacit A new law has placed a moratorium on permittin for new landfills until the MPCA conducts rulemakin to address landfill sitin The proposed vertical expansion of the Kin ADF will provide additional time for Xcel Ener to evaluate options for on- ash disposal while the rulemakin process is conducted. Xcel Ener has submitted a detailed Solid Waste Permit Modification to the MPCA for their review and the cit will receive a cop of this document. 2.0 Pro Description The expansion includes a 7.9-acre ash footprint located entirel within the 46-acre permitted landfill area. The expansion will be developed with a combination of 3H:1V and 3%-5% slopes to a peak elevation of 877.4 ft MSL. The expansion will provide 219,499 CY of total new airspace, includin new liner sub perimeter berms, ash, final cover, and surface g radin g west of the expansion to improve draina The finished g radin g plan is shown in Fi 1. The final cover g rades were previousl permitted to a peak elevation of 847.5 ft MSL. This hei limitation was imposed to prevent overloadin an existin sanitar sewer located beneath the site. The expansion fill plan is desi to maintain this same hei limitation over the sewer. All but 1.6 acres of the expansion ash footprint is located over existin lined areas of the Kin ADF. Anew liner ( Phase V11 liner will be constructed for the 1.6-acre unlined area. Portions of the expansion area have alread received final cover in which case the cover will either be stripped or in one area abandoned in place prior to placin more ash. New final cover will be placed over the entire expansion area and will be connected to the existin final cover. 3.0 Facilit Development Plan The expansion will be developed with a sin liner/perimeter berm construction event in Summer 2009, which will prepare the site for the complete expansion. The development of the new berms will necessitate the re-location of the walkin trail on the north side Trail relocation will be done prior to berm construction to minimize impacts. It is anticipated that final cover will also be constructed in 2009 to the I im its shown on the Final Cover Phasin Plan in Fi 2. It is anticipated that the south portion of the expansion area ( south of the existin sanitar sewer) will be filled first and be read to receive final cover in 2010. The north portion of the expansion area is anticipated to be filled b Februar 2011 and thus would be read to receive final cover in Summer 2011. This se of development and closure is reflected in the Closure Phasin Plan in Fi 2. The proposed expansion will increase the permitted airspace of the King AD F by 219 CY.
