Page 7 of 54 ,e CITY OF OAK PARK HEIGHTS CITY COUNCIL WORKSESSION NOTES TUESDAY,MAY 28,2019 Present: Mayor McComber, Councilmembers Dougherty, Johnson, Liljegren and Runk; City Administrator Johnson; City Attorney Sandstrom; City Engineer Mann; City Planner Richards; Finance Director Caruso; Public Works Director Kegley and City Clerk Pinski. Absent: None. 1. Call to Order: Mayor McComber called the meeting to order at 5:30 p.m. 2. Allen S.King Plant—Closure Announcement: Mayor McComber reported that Xcel Energy made an announcement the previous week that the plant closure was set for 2028. She said she attended the Integrated Resource Plan meeting the previous week. She said it was too soon to do a study, and Xcel Energy had information to provide to the City. She asked if the City Council wanted to take action now, or if they wanted to wait until the PUC filing on July 1. She said there would be a 90-day comment period. Councilmember Dougherty suggested the City Council monitor and meet as needed. McComber said she would continue to give updates at future City Council worksessions after the Integrated Resource Plan meetings. Councilmember Dougherty requested she provide the schedule of the meetings so other council members could attend. Councilmember Runk suggested a committee including Mary McComber,Chuck Dougherty,and City Administrator Johnson to attend the meetings. No action was taken. 3. Lookout Tower: City Administrator Johnson reported that the Parks Commission was requesting feedback from the City Council before a Public Hearing would be scheduled. Councilmember Runk said it was an interesting idea, but he was not sure it was worth the cost. Mayor McComber said there were other ideas that could benefit more people for that amount of money. City Administrator Johnson said he would report the feedback to the Parks Commission. No action was taken. 4. 2019 City Goals: City Administrator Johnson reviewed the goals spreadsheet. He reported that the Minnesota Department of Natural Resources wanted the City to take over ownership of the road to the proposed boat launch near Sunnyside. He said the DNR would assume the costs of transferring the roadway ownership to the City. He provided the City Council with a draft letter to MET Council to get feedback before a MOU would be drafted. Johnson handed out a Demolition Program Application concept. He asked the City Council to review the document. He said the goal was to incentivize demolition for old vacant buildings in the City. Johnson reported a letter was sent out to residents regarding Lookout Trail on May 13, 2019. He said he was working with Adam Josephson at MNDOT on a draft MOU. No action was taken. He said the Parks Commission liked the idea, but$50,000 was too high and he would like to review the idea. The City Council would like staff to look at alternative options that were less expensive. No action was taken. 6. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 6:14 p.m. Present: Councilmembers Dougherty, Johnson, Liljegren, and Runk. Staff present: City Administrator Johnson, City Clerk Pinski, City Attorney Sandstrom, Finance Director Caruso, City Planner Richards, and City Engineer Mann. Absent: None. II. Council/Staff Reports: A. Mayor McComber: She provided a legislative update: the small cities assistance account was dropped out and the City would not be getting any local government assistance,the energy renewable grant did not make it through, and matching funds for the Norell Ave/Hwy 36 intersection did not make it as there was no bonding bill; she reported she attended the Mayor's Conference,the Minnesota Association of Small Cities board meeting,the St. Croix Valley prayer breakfast,the Xcel Energy Integrated Resource Plan meeting, a meeting with the Center of Energy and Environment, and the LMC board meeting. She reported she would be attending the Corrections and Prison Advisory Committee meeting, Minnesota Women in City Government board of directors meeting, a Big Four meeting (cities, townships, counties, and school districts), a Coalition of Utility Cities meeting, a CVB meeting, a meeting with the plant manager for Xcel Energy,the LMC Conference in Duluth, and a conference call with the NLC Transportation Committee. She also reminded residents of Party in the Park set for Thursday, June 6 from 4:30 —6:30 p.m. B. Councilmember Dougherty: He reported he attended the Open House at Stantec on May 2,the ribbon cutting at Sodie's Cigar& Pipe on May 9, the Planning Commission meeting on May 9, and the CVB mixer on May 16. C. Councilmember Johnson: She reported the Tree City USA ceremonial tree planting took place at Autumn Hills Park on May 2, and the park walkthrough was on May 2. She also reported she would be attending a PFA sub-committee phone conference as part of the NLC the following week, and she would be attending the LMC Conference in June. D. Councilmember Liljegren: No report. He thanked Councilmember Dougherty for attending the Planning Commission on his behalf E. Councilmember Runk: He reported he attended the Middle St. Croix Watershed Management Organization meeting, and the annual report was on their website. He said they received reports on water quality for Lily Lake, Lake McKusick, and Perro Pond. Page 12 of 54 City Council Meeting Minutes May 28, 2019 Page 2 of 5 F. Staff. City Clerk Pinski reported that Lynn Zurn of 5435 Oakgreen Avenue North, Brandon and Lauren Blazer of 14375 57h Street North, and Craig and Stephanie Gilbert of 5610 Newgate Circle North were chosen as the recycling award winners. She also provided the Spring Clean-up Report. III. Visitors/Public Comment: A. Vision of a Community Center: Diane Polasik and Bob Dickie provided a history of the dream of a community center in the area. Polasik said they had a partner, Lakeview, who owned the land at Highway 36 and Manning Avenue. She said the YMCA was interested in being a managing partner. Dickie said they planned to keep the area cities informed. Councilmember Runk suggested they include the area townships in the discussion. Mayor McComber said she could bring the topic up at the upcoming Big Four meeting she would be attending. IV. Consent Agenda: A. Approve Bills &Investments B. Norell Ave. & STH 36 Frontage Road—2020 Capital Budget Application: Councilmember Liljegren, seconded by Councilmember Johnson, moved to approve the application. Carried 5-0. E. Trail Study Proposal—Oakgreen Ave& 58th Street: City Administrator Johnson reported that he received a phone call from resident Valessa Caspers regarding a trail along Oakgreen Avenue to 58th Street. He said he requested a proposal from Stantec to evaluate and do a trail study, and the proposal came back at$5,434. He said the City could use park dedication funds. Mayor McComber said she thought there may have already been a study for that area possibly ten years ago. City Engineer Mann said he would research that and come back with a status at the June City Council meeting. No action was taken. F. Accountant II—Review and Hiring Process: Councilmember Liljegren, seconded by Councilmember Johnson, moved to approve the information and timelines. Carried 5-0. Councilmember Dougherty, seconded by Councilmember Liljegren, moved to appoint Mayor McComber and Councilmember Johnson to the hiring committee. Carried 5-0. G. Authorize Finance Director to Prepare Preliminary 2020 Budget and Adoption of the Proposed Budget Schedule: Councilmember Liljegren, seconded by Councilmember Johnson, moved to authorize the Finance Director to start on the budget. Carried 5-0. H. Release of County Jail Prisoners: Councilmember Runk, seconded by Councilmember Dougherty, moved to direct staff to draft a letter to the Page 14 of 54 City Council Meeting Minutes May 28, 2019 Page 4 of 5 Washington County Sheriff s Office and the City of Stillwater. Carried 5- 0. Mayor McComber said it would be a good opportunity to bring it up at the Corrections and Prison Advisory Committee meeting she would be attending the next day. I. Set Public Hearing to Consider Request Regarding Noise Ordinance for Concert at Stillwater Bowl on July 12, 2019: Councilmember Runk, seconded by Councilmember Liljegren, moved to set a Public Hearing for June 25, 2019. Carried 5-0. J. Youth Service Bureau—Request for Funding—Yellow Ribbon Committee: Paul DeGeest, Director of Development and Communications for the Youth Service Bureau, was present at the meeting and said that they had a new program for military families and was requesting funding contributions. Mayor McComber, seconded by Councilmember Liljegren, moved to march Hugo's contribution of$2,000 which amended the drafted Resolution. Roll call vote taken on amended Resolution. Carried 5-0. K. Temporary Bus Parking—Stillwater Area High School: City Administrator Johnson reported that the school district was seeking temporary permission to locate its contracted bus fleet to the High School parking lot from June 28 through August 16. His memo in the City Council packet outlined suggested conditions for approval. Councilmember Runk, seconded by Councilmember Dougherty, moved to approve the request with conditions. Carried 5-0. VIII. Other Council Items or Announcements:None IX. Closed Session (closed pursuant to MN Stat. 13d.05, subd. 3) A. Norell Avenue Redevelopment—Land Acquisition: City Attorney Sandstrom reported that the City Council would go into closed session to discuss the potential need to acquire a right-of-way easement near Krueger Lane and 601h Street in the parking lot area of Kohl's, TJ Maxx, Pier 1, and Michaels and a small portion of Discount Tire's and the strip mall including Game Stop, Sports Clips, and Kay Jewelers. Councilmember Liljegren, seconded by Councilmember Johnson,moved to close the meeting at 7:25 p.m. Carried 5-0. Chuck Donkers of Xcel Energy did indicate that installing a water line as shown on the attached map should not be a problem as there is ample land cover over the cap in the proposed area.
