On the July 2nd—Stillwater City Council Agenda—their Council will be discussing possible land jurisdictional exchange between OPH and STW. Recall, these are lands at the north end of Lookout'frail and a parcel at Ozark Ave165th Street. I have been advised that this is only a concept discussion for their staff to receive some further direction. Other Items: « City PW Crews have placed/poured the SLAB for the City's monument sign.This will need to cure for a couple of weeks.We have reached out to firms with equipment to possibly move such a heavy stone. P - cominanity Omne�LD.cp June 21, 2019 Eric Johnson, City Administrator City of Oak Park Heights Box 2007 Oak Park Heights, MN 55082 Dear Mr. Johnson, Thanks to the support of the City of Oak Park Heights, DARTS is under contract to provide a community circulator bus serving the greater Oak Park Heights and Stillwater area through the end of October, 2019. Launched October 2018,the Connector Loop operates one day a week for five hours. The bus is handicap accessible and offers scheduled stops at housing complexes, area retailers, healthcare facilities and the food shelf, among other community destinations. The bus picks up riders residing at Oak Park Senior Living, Raymie Johnson Estates, Brick Pond Apartments, Ann Bodlovick Apartments, Green Twig Villas and Hillcrest Apartments - housing which serves older and lower income residents less likely to own a vehicle. Residents of Birchwood Commons, a housing complex occupied by low income families, may board the bus at the First Presbyterian Church, located across the street. Effective April 1, the Community Thread Connector Loop added Boutwells Landing to its regularly scheduled stops. Riders who live within 2 blocks of the route may request to be picked up at their home by calling DARTS in advance. A map showing the two block radius and the current schedule is enclosed. Data shows that people are going to Target, Walmart, Aldi, River Market Community Co-op and Valley Outreach. A survey of riders indicated that they are mostly using the bus to shop for food. Year to date, 15 rides are provided each week. According to DARTS,this average is a very good start; other loops they have operated took two years to achieve this ridership. We believe that the demand for this service will continue to grow as it benefits the most needy citizens of our community who otherwise struggle to access basic necessities. On behalf of the greater community, we are seeking$3,000 from the city of Oak Park Heights to help fund the $25,000 required to operate the bus for a second year. The City of Stillwater has pledged $5,000 in support for the second year of service. Other new sponsors for this coming year include the Andersen Corporate Foundation and the Greater Stillwater Area of Commerce. Sponsors will be recognized on the outside of the bus and in promotional materials based on their level of support. We appreciate the council's consideration of this proposal and would be pleased to answer any questions at a council meeting.Thank you for your consideration. This process began in early 2018 and consisted of robust public engagement with the community and local partners.The input and coordination with the TAC was instrumental to this work. Thank you for participating! The Lake Elmo Segment of the Central Greenway Regional trail will extend from 1-94 on the south to Highway 36 on the north. The proposed 9 mile trail fills a gap in the regional trail network. The trail corridor will one day provide users with an off-road, north-south trail alignment connecting to Lake Elmo Park Reserve and I other local and regional destinations.This plan sets the stage for future implementation as funding and other resources become available. o Click here to view a map of the preferred route o Click here to review a full draft of the proposed master plan This segment is just one part of a larger vision for regional trails in the County. Oak Park Heights, MN 55082 RE: Policy on Release Dear Mayor McComber, I have received your letter that was dated May 31 st,2019, and I have talked to my Jail Administrator Roger Heinen, Chief Deputy Brian Mueller and Command staff regarding those points you brought forward. It is true that individuals are released from jail at varying hours of the day, this is due to them being released: on their own recognizance, able to bail or bond out, or released by the court. Our sentenced inmates are released at 8:00 am each day and as you point out we cannot legally keep them once they meet the criteria for release. Within the past couple of years we have made some changes. In your letter you have four bulleted areas that hopefully I can give some clarification: • "not given reasonable time to make phone calls to arrange a ride" o The individuals being released have many options to use our jail phones to find transportation and this starts when the inmate learns of their pending release. In their housing units they have the ability to use phones to arrange a ride of their own choosing. We also have a free phone in the jail lobby available to them 24 hours a day to use as much as they want to call for a ride. Many of those being released use their cell phone for calling friends or family for a ride. They also arrange for rides through services like taxi,Uber,Lyft or other ride share opportunities. • "not returned any cash funds(assuming they had this on their person) so they may hire a cab "ubee— o Our facility, as most jails in Minnesota,does not give cash at release. We do give those being released the option of a debit card or a check. We switched to the option of a debit card within the last couple years due to issues cashing a check after hours. This gives them the opportunity to use the debit cards at any ATM, including the ATM we installed inside of the jail lobby. In 2019 we started to give free bus tokens to those that request it upon release. These tokens have been very popular. The jail lobby is a public area,however once they are released,we cannot hold them to the lobby area. The sheriff's office acquires and hands out jackets,hats, mittens, shoes, and warm clothes, so they do not leave our lobby unprepared in inclement weather. w "some,may have nowhere to go and are simply ejected" o No person, as you say, is "ejected or kicked out"of our jail lobby. They may often wait hours in our jail lobby for a ride. There are times when my Deputies have transported them to their home,to the hospital,to a bus station or to homeless shelters upon their request. Our correctional officers have also used Community Services to assist those individuals in need to find programs that will be able to assist them. I have always been open to feedback and suggestions on how to improve our process for all citizens. We provide many programs to our inmates because we know that they will be released and we want them to succeed when they get out. However,while we can understand that such releases must be prompt when due, the abject ejection of these people into the local residential neighborhood is concerning. it is our understanding that these releasees are: o not given reasonable time to make phone calls to arrange a ride; o not returned any cash funds(assuming they had this on their person)so they may hire a cab 1"ubee; o not permitted to remain in"shelter"while they await a ride; some,may have nowhere to go and are simply ejected. It can be simple to suggest that all:hese are consequences of being a prisoner,however this,esults in risk to lives—especially in the winter or when other inclement weather is apparent. Further, She release and immediate ejection of these individuals has resulted in direct criminal incidents within our community. Simply kicking these people outside is not reasonable and the County does bear at least some responsibility to address these issues. Accordingly,the City does request to be provided a copy of the County's release protocols and a summary of the resources that are provided to these individuals so they may arrange a ride get°home"or to a shelter.Further,we would request that the unilateral ejection of these now former prisoners into a residential neighborhood without resources or time to secure a ride be discontinued. We also ask that the County Sheriff to amend any policies that address these issues and apply reasonable resources.Of course, if these policies are already in place,perhaps all staff need to be updated as to what these expectations are. We do appreciate you receiving comments relative to these ooncerns. L-4 1' I Message from the Minnesota State Demographic Center on the Supreme Court's 2020 Census Ruling Yesterday, the U.S. Supreme Court ruled that Commerce Department officials failed to provide an adequate reason for the addition of a citizenship question to the 2020 Census. The question will remain blocked from the form unless the Commerce Department provides the courts with a valid reason why the citizenship question is necessary. This would need to happen quickly. Census Bureau officials have maintained that the forms must begin printing by the end of June; however, one Census Bureau official has said that it could be pushed back to late October with significantly more funding. The citizenship question proposed for the 2020 Census is currently part of the Census Bureau's nationwide American Community Survey, and looks like this: 10. The census count guides the distribution of more than 15 billion dollars each year to Minnesotan communities--about$28,000 per person per decade. These funds support schools, housing, roads, hospitals, and a variety of other public services in cities and counties across the state. No matter what happens with the citizenship question, census data will continue to be guarded by the strictest federal legal protections to maintain respondents'confidentiality. It is illegal for the Census Bureau to disclose information about individual respondents to any person or government agency—including the U.S. Immigration Customs and Enforcement(ICE). This information cannot be shared with one's landlord or neighbors either. No information collected by the Census Bureau can be used to arrest, prosecute or cause harm to an individual, and must remain confidential for 72 years. Although the U.S. Supreme Court did not make a conclusive decision yesterday, we are hopeful that future court rulings will permanently block the citizenship question from the 2020 Census. Research by the U.S. Census Bureau indicates that adding a citizenship question would depress the national response by an estimated 9 million people—an undercount much larger than the entire population of Minnesota.
