Dear Ms Olson:
Xcel Ener hereb applies for an expansion modification for the A.S. Kin ADF Facilit The
modification is to add and additional 62,600 cubic y ards to the facilit The re peak elevation
of 847.5 ft MSL reestablishes the orioal elevation that was permitted in 1996. This elevation was
lowered via a 2007 minor modification, which chan the south side slope to a 3:1 ftom,1:1, and
resulted in the elevation bein lowered to 841.3 ft MSL. A detailed explanation is contained in the
application.
For MPCA review attached are four copies of the application.
Notification has been ' en to the Cit of Oak Park Hei and Washin Count durin the
giv Heights,
first application, which was submitted in June of 2008. The MPCA was copied on the notifications.
The return receipts copies were submitted to the MPCA on June 16, 2008. The Cit of Oak Park

operating procedures must be submitted with the application form and applicable checklist or MPCA review of the permit application
will be suspended until all required materials are submitted. For permit reissuance, indicate on the permit application checklist the
title, preparer, and date of the most recent version of the required submittals already approved and on file with the MPCA.
Required submittals include:
1. A topographic (or similar) map that shows the facility and the area surrounding the facility for a radius of at least one - fourth
mile and all structures that relate to the proposed discharge, emission, storage, processing, or disposal activity.
2. A site plan sheet identifying all landowners immediately adjacent to the facility and including the current mailing addresses
of these landowners. This information is necessary for public notice purposes.

1.0 Introduction.
This amended report presents design and facility development information for a proposed
vertical expansion of the A.S. King Ash Disposal Facility (King ADF), MPCA Permit No. SW-
54. Xcel Energy had planned to place a new ash disposal facility into service to replace the
existing King ADF prior to reaching full capacity. A new law has placed a moratorium on
permitting for new landfills until the MPCA conducts rulemaking to address landfill siting. The
proposed vertical expansion of the Ding ADF will provide additional time for xcel Energy to
evaluate options for on -going ash disposal while the rulemaking process is conducted.
2.0 Project Description
The expansion includes a 5.9 --acre disposal area footprint located entirely within the currently -
active, uncapped working area of the 46 --acre permitted landfill. The expansion will be
developed with side slopes of 3H:1 V to I OH:1 V and top slopes of 2% to a peak elevation of
847.5 ft MSL. The expansion will provide 5 8,400 CY of ash disposal capacity, and includes
6 2, 600 CY of total new airspace. The total new airspace includes additional soil fill over
currently capped areas along the north side of the expansion area for surface drainage
improvements. The finished grading plan and volume calculations are shown in Figure 1.
The final cover grades were previously permitted in 1996 to a peak elevation of 847.5 ft MSL.
In 2007, a minor permit modification was approved which lowered the peak elevation to 541.3 ft
MSL and changed the south side slope to 3H:1 V, resulting in no net change in landfill capacity.
This vertical expansion reestablishes the 847.5 peak elevation and provides associated new
disposal capacity.
The proposed expansion is described in detail on the Amended Permit Drawings. Sheets 1
through 3 provide an index sheet, existing site conditions, and currently - permitted final cover
grades, respectively. Sheet 3 also shows the expansion footprint within the currently - active fill
area and the grading limits for drainage improvements. Proposed final cover grades and final
cover sections are shown on Sheets 4 and 5, respectively. overall site cross - sections are
provided on Sheets 6 and 7.

No new construction is required for the vertical expansion. Ash placement will continue within
the currently -- permitted active fill area until the proposed expansion grades are reached. Final
cover will be constructed in two phases. The first closure phase is anticipated in 2010 and will
include closure of slope areas on the south and east sides of the active fill area. The final closure
phase is anticipated in 2012, and will include all remaining uncapped areas of the landfill. This
closure sequence is shown in the Closure Phasing Plan in Figure 2.
The proposed expansion will increase the permitted airspace of the King ADF by 62,600 CY. A

4.0 Facility Design
There are no new design features associated with the proposed expansion. The currently -
permitted final cover design details will be used for closure of the expansion area. Final cover
will be placed on 3H:1 V slopes in some areas of the expansion. MPCA. guidelines will be
followed for final cover placed on slopes steeper than 5H:1 V.
500 Storm Water Controls
The expansion does not modify drainage areas or runoff patterns, therefore the currently -
permitted storm.water control system does not require modification.
6.0 Slope Stability
Use of 3H:1 V slopes was previously permitted for the King ADF. The analysis of slope stability
presented in the Application for Minor Permit Modification, A.S. King Ash Disposal Facility
(McCain and Associates, August 2007) is applicable to the proposed expansion, and thus is not
repeated herein. Bloch and rotational failure mode analyses provided in that document indicate
minimum safety factors of 1.71 and 1.75, respectively.
7.0 losure/Po - Closure Care/Contingency Action/Financial
Assurance
The most recent version of the Closure/Post -Closure CarelContingency Action/Financial
Assurance Plan, contained in the 2007 Annual operations Report, remains in effect. The 2008
Annual operations Report will include updated information related to timing and cost of future
closure phases, post - closure care costs, contingency action costs, and financial assurance
requirements.

8.0 Environmental Monitoring System. (EMS)
No changes to the environmental monitoring program are proposed since the vertical expansion
maintains the, same ash footprint. previous permitting activities have concluded the site is
monitorable. Existing wells have established a large historic database and have proven to be
successful in monitoring ground water quality at the facility.
An updated well inventory, generated from the Minnesota Dept of Health County well Index
(CWI) is provided as Figures 5 and 6 to the Application Form. Domestic wells within one mile
of the landfill and high capacity wells within three miles of the facility are identified.
