HomeMy WebLinkAbout2005-06-10 Applicant Ltr to BRAAXcel Energy- June 10, 2005 Mr. Benjamin Meyer Bonestroo, Rosene, Anderlik and Associates 2335 West Highway 36 St. Paul, MN 55113 Dear Mr. Meyer, 414 Nicollet Mall Minneapolis, Minnesota 55401-1993 Xcel Energy has two more areas on the King Plant site that need to be filled in. Please refer to the attached Figure 1 for location of these two areas. The first area will be filled to provide access to the plant property without having to cross the railroad tracks while transporting building materials for the Metro Emissions Reduction Project (MERP). The second area to be filled is currently in stormwater runoff ponds but will also be filled to provide additional land space for building materials associatied with the MERP project. Runoff from the plant entrance road drains to the first area. Wetland -type vegetation is currently growing in the area (cattails, red osier dogwood, impatiens, ferns, etc). Trees will also be removed from this area and have been inventoried for Significant Trees. The tree list has been submitted to and reviewed by the City Arborist. The second area is currently draining the plant yard and will be drained to an existing pond that has been enlarged to accommodate the stormwater runoff from the existing two ponds. Wetland -type vegetation is not growing in these two pond areas. Both of these fill areas should be exempt as Incidental Wetland per MN Rules 8420.0122 Subp 5C and the City of Oak Park Heights Wetland Ordinance 406. Neither of the two areas are not located in historical wetlands nor were they created for the purpose of mitigation or establishing a wetland. Please refer to Figure 4 which is a historical aria! photo taken in 1964. An Application for Certification of No Loss or Exemption is included with this letter. Alt BMPs will be implemented and maintained during construction in and around the areas to be filled.
