Johnson Cc: Scott Richards; Judy Hoist; Jim Butler; Julie Hultman; Tom Ozzello; Erickson, Karen S; Meyer, Benjamin L Subject: Xcel Energy King Plant Access Road improvements We have reviewed the Xcel Energy King Plant --- Access Road plans for the Metro Emission Reduction Project and have the following comments: • We agree with your Comment 1. in your June 3, 2005 memo to the planning commission regarding the need for a wetland inventory/delineation. We can review such information once submitted by Xcel and/or their engineer. • In general, Xcel proposes to fill in a portion of a wetland/storm sewer pond and connect the two cells with a 12" corrugated metal pipe at a 2% grade. Without knowing how storm water runoff/storage functions on Xcel's site, it is difficult to comment on the need for replacing the pond storage they are eliminating. • We recommend silt fencing also be placed on the south side of the roadway outside of the proposed grading limits (similar to what is shown on the north side of the roadway improvements). • The proposed edge of roadway/pond slopes appear to be at a 3:1 slope. This is acceptable, however adequate seeding/sodding restoration shall be established in a manner to sustain sufficient erosion control (fiber blanket, etc.).
