In con with Xcel Ener proposed road installation, Xcel was to
provide a wetland replacement plan per the re of the Cit and the
State of Minnesota. Xcel has proposed to ne impact 570 s feet of
wetlands. This Replacement Plan is subject to Cit review and re Cit
Council approval.
You will recall that the wetland replacement was a contin issue as
re b the Cit En office stemmin from an element of the
underl CUP as issued to Xcelin Ma 2005.
Xcel Ener has submitted the appropriate documentation and it has been
reviewed b the Cit En office. Ben Me of BRAA has recommended
approval of the Wetland replacement plan via purchasin 1, 140 s feet of
wetland credits from a wetland "bank" in Chisa Count Mr. Me memo

Background
An Application Form for Wetland Projects was submitted to the city on July 25, 2005 proposing
to impact 570 square feet of Type 1 wetland for the construction of an access road. The access
road is to allow equipment to be transported from a staging area to an expansion project located
on the King Plant site without having to cross an existing rail road spur.
Wetland replacement is proposed to be accomplished through the purchase of 1140 square feet
of wetland bank. The bank site is located in Chisago County and is within the same major
watershed, St. Croix, which is in conformance with MN Rule 3420.0543 for wetland replacement
siting.
Comments that were received during the comment period were addressed by the end of the
comment period which ended August 22, 2005.
Recommendation
Approval of the replacement plan application to impact 570 square feet of wetland located on
the Xcel Energy King Plant site for construction of an access road. We are making this
recommendation as the Wetland Conservation Act (WCA) agent for the City of Oak Park
Heights, which is the Local Governmental Unit administering the WCA.
