CITY OF OAK PARK HEIGHTS—WEEKLY NOTES for: September 20`b,2019 TO: City Council Members& Staff FROM: Eric Johnson,City Administrator Zoning &Development Items: 1. No new applications have been received; 2. The School District submitted a final plan sheet for their student parking and drop off access improvement plan. Staff s review of it indicated that an amended conditional use permit is not necessary however the installation of these new roadways and access points need to be done with proper curbing,removal of temporary conditions and engineering review. Enclosed is a parking lot safety diagram. 3. The Minnehaha Transportation proposal for the bus garage facility is on the Council's agenda for September 24.The city has received the enclosed letter from the applicant Indiris Mohammed who is discussing some of the issues related to the possible"hours of operation"conditions;please review the letter prior to the meeting. 4. Staff continues to have conversations with the Shops at Oak Park Heights regarding the roadway traffic and the westbound leg at Norrell Avenue.Their engineers from Westwood did supply the enclosed memo dated September 17 acknowledging that further traffic study studies might prove of limited value but they did seek four items which we are reviewing.Overall this is positive and a draft Easement Agreement has again been offered for review by the Ownership. It in most respects,mirrors the Wal-Mart document. 5. The City did receive an inquiry from the United States Department of Agriculture stating that they received a concern or comment that there was a leak or spill of antifreeze on the floor of the Dahl Tech facility.Staff is compelled to reach out to Dahl Tech to document that matter or to see if that is in fact the case. Please see the enclosed letter.Dahl Tech did respond and indicated that a dispute exists between former employee and the company that likely precipitated the call. And,that there are no floor drains or circumstances such as noted. Nevertheless,the city had to document and follow up with the report. No further action is anticipated.Antifreeze is part of their cooling systems and operates in a closed loop, much like our cars... any leaks would need be addressed quickly. Other Items: • Enclosed is a copy of the final easement between the City and Sunnyside Marina for the 2018 Sunnyside lift station project Sunnyside was fabulous to work with to secure our needed easements for that new lift station unfortunately we were not able to determine a final site legal description and thus we could not record the easement however we have all noted this in our respective files and paid the required cost to Sunnyside being$500.At this point that land transaction is complete. • The City understands that there may be upcoming vacancy on the BCWD,accordingly on September 18 Councilmembers Johnson and Runk and I met with Chuck LeRoux; Chuck was a former City planning Commissioner for several years and did serve as the Anderson windows representative on the St. Croix River Crossing dialogue meetings.Staff reached out to Chuck to see if there was any interest in him serving on the Brown's Creek Watershed District and he indicated"yes"and we hope to see an application from him hopefully next week for which the Council could offer a formal endorsement. While there are concerns that neither report adequately defines the projected traffic volumes for the proposed east-west roadway through the shopping center, it was determined that no substantive findings and recommendations would result from another traffic study in the area. Nevertheless,the Shoppes at Oak Park Heights team requests the following items as the City moves into design: 1. Single lane in each direction,plus a two-way left turn lane throughout length is preferable. Turn lanes recommended at the intersections with Krueger and with the Norell roundabout. 2. A four-way stop controlled intersection at the north-south access between this road and existing 60th Street. 3. Ability to review and comment on the overall design of the roadway. 4. Recommend no posting of speed limit. It is believed that driving speed will be self-regulated by presence of several access driveways and the proposed four- way stop midway along the route. Shopping center management reserves the right to request a speed study if driving speed is perceived to be excessive and unsafe. Dear Mark, Last week,the City received a phone call from the United State Dept of Agriculture who indicated that they received anonymous report(or complaint) if you will, about the dumping or leakage or depositing of coolant material such as antifreeze onto your shop floor.This would then presumably find its way to a floor drain and then either to the St.Croix River and/or the City's sanitary sewer. Auditor Blaha is interested in hearing more from small cities to strong voice and consistent address issues or concerns you have while interacting with her office- representation at the state level,in the MN Legislature. so please let me know about any issues you may have and I will report *Dedicated to providing a back to her.
