Xcel Energy 1 DOR Discussions&2020 Bonding Bill Update. Please recall from the last budget workshop and discussions,Mayor McComber was going to attempt to reach out to several parties to determine if they could attend the Council's Worksession to generally discuss the Xcel Energy valuation questions and/or the possibility of the Norell Ave. Bonding matter for 2020. Possible attendees are: Sen. Karin Housley, Rep. Shelly Christensen and Ann Lenczewski (City Lobbyist from Lockridge Grindal. 2. 2020 Budget Please see the enclosed items from Betty Caruso related to the 2020 Budget.As we have just received final values from Washington County,these are still being processed for understanding and how these may impact the City's levy and rates. For the Worksession, Staff hopes to give a general update on the figures and some .possible targets for cuts 1 or budget edits. But, would not seek and final discussions until the Sept 101h, meeting.There is a lot of information to share and understand—especially with the Dept or Revenue and Xcel valuation matters that will be part of the prior discussion. 3. Other items noted on the Worksession Agenda have independent memos and are enclosed;we hope to get to all the items noted.Perhaps the Council will wish to adjourn the work session—at 6:10 PM at the latest(for example)and come back to any remaining items—if necessary, following the City Council meeting (or wait until September). To accomplish this Staff is recommending: 1. Adoption of a Formal Policy—DRAFT ENCLOSED.Any input or concerns? 2. For discussion, I have attached a draft letter of communication to those residents who have the 95-gallon container. How this is rolled-out will be as important as the policy itself. (Feedback is helpful on this letter) 3. Ultimately,the City will need to amend its Annual billing/fees resolution to reflect these costs-- this will happen in December AND develop are related ordinance.(NO ENCLOSURE) If the Council would like to continue to move forward with this, I will prepare these for the 9/10/19 City Council Agenda. CITY OF OAK PARK HEIGHTS POLICY RELATING TO THE BILLING OF DISPOSAL FEES-95-Gallon Containers Bacimround: In total,the City expends over$250,000 annually in solid waste disposal,recycling services and spring/fall clean- up costs and generally handles over 2,000,000 lbs. of trash and 500,000 lbs, of recycling annually.Prior to 2009, these costs were billed directly to residents through a monthly billing based on garbage bin sizing with each eligible property paying a correlating rate based on requested size of bin(35,65 or 95 Gallon). However,since 2010 the City has directly paid for 100% of the monthly solid waste collection costs through its general property tax levy and the City has not billed a price difference based on requested cart size. For 2019 the City is billed at $79.00 per ton by the Ramsey / Washington County Recycling & Energy Board (RWREB). NOTE: The City and its Haulers are REQUIRED to take all Solid Wastes to the R&E Center as operated by the RWREB. Therefore, the City must evaluate cost savings options where appropriate BUT MUST ensure that a balanced solid waste collection system is kept in place for all residents Current My Policy As noted above, the current City Policy is that the City does pay 1001/6 of all solid waste costs - including DISPOSAL FEES which is essentially calculated and billed to the City from the waste hauler through this three- tier bin sizing.The City does not bill for any portion of these costs back to the residential users. City Policy-Eflectwe January 1.2020. As of 1/1/2020 the City will continue to pay for 100%the 35 to 65 gallon bin sizes;however due to the rising costs of Disposal Fees and the fact that the current policy de-incentivizes the reduction of solid waste the City will commence billing for the Disposal Fee cost portion of the 95-gallon bin over the 65-gallon bin to the property in the quarterly billing. The 2020 rate shall be $2.97 per month but may increase or decrease as tonnage rates are adjusted. Residents would have an option to pay the monthly fee increase OR switch to the 35- or 65-gallon container. IMPLEMENTATION: • AlI 95-gallon carts shall be replaced with 65-gallon carts unless affirmative acknowledgement is made by the property owner of the additional charges. • The implementation of the new policy is expected to take up to six months as carts are switched out (commencing only after Feb 1st, 2020 following the holiday season) and billing cycles catch up to the correct bin size. However, if residents desire to use the 95-gallon solid waste container they will be responsible to pay the cost differences between the 65 and 95-gallon container as may be duly charged by the City's contracted waste hauler.As of July 1st2019,that price difference is$2.95 monthly.These fees would be billed to you quarterly by the City. You need to do nothing at this time unless you still desire a 95-gallon container.Which if you do,please contact City Hall at 651-439-4439 so we can coordinate this matter formally,however we would ask that you first please consider, • That 35 gallon or 65-gallon container is what the majority of households have in the City. • Perhaps that you give the smaller container a try,it can be switched to the 95-gallon if necessary. • If you have the occasional extra bag of garbage it is$1.75 per bag and could be a cheaper option when necessary. • Residents may put out an unlimited volume of recyclables and may use any reasonable container. • Consider the use of Washington County Composting Site or Environmental Center to dispose of other items that may be eligible. The City does understand that there will be challenges to this switch for some larger households,we hope these can be resolved though more recycling and less generation of solid waste where possible and that adequate lead-time will be helpful. In short, the firm would build such sign the design and footprint of which can vary, but would then pay the City a negotiated rate for a ground lease.At this time,off-site signage of this type is not permitted in the City. Discounting any City ordinances and the prolcons of such a proposal,the only land presumably meeting the condor requirements on STH 36 AND that is owned by the City is the 2.4-acre parcel at the north end of Memorial Ave. Outfront has indicated that they have worked with a number of other cities to construct these type of facilities. That said, Staff knows nothing more about this firm that what we present herein and have performed no other research. Generally,if this is a concept the City Council does desire to explore further,Staff can then commence further research and dedicate time to such effort.That scope would need to be further determined however. have attached their supplied information about a concept and possible revenues. Without going into too much depth,we would recommend a smaller digital sign face of 10.5'x36' instead of the usual 14'x48'. This is based on the surrounding area where a smaller sign seems to fit better, it can be situated on either side of the parcel with the west side the most preferred. Income for the City for a double sided 10.5x36'digital sign is in the$75,000 per year range and public service advertising,with no cost to the City.
