recycle and to increase fire prevention awareness, the City rewards two residents
each month with their choice of an award of $25.00 or a fire extinguisher and/or
smoke detector(s).

had your recycling bin out with your regular garbage. Your recycling was out and

CITY COUNCIL, MEETING MINUTES
I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty,
Johnson, Liljegren and Runk. Staff present: City Administrator Johnson, City
Clerk Pinski, City Attorney Kevin Sandstrom, and City Engineer Mann. Absent:
City Planner Richards.
Mayor McComber moved Consent Agenda Item E to New Business as Item E.
Councilmember Runk, seconded by Councilmember Liljegren, moved to approve
the Agenda as amended. Carried 5-0.
II. Council/Staff Reports:
A. Mayor McComber: She reported she attended a conference call with the
Center of Energy and Environment to review the interview report, she
attended the Minnesota Association of Small Cities Board retreat, the
League of Minnesota Cities Board of Directors meeting, the Coalition of
Utility Cities meeting, and the JAZB meeting the previous week.
B. Councilmember Dou 71# lerty: He reported he attended a working group
meeting for the historical lift bridge ribbon cutting, which was slated for
May 15. He said they may be asking for city officials to help with the
spaghetti dinner. He said they were also planning a pancake breakfast for
May 16 followed by Hands Across the St. Croix. He said he would keep
the City updated.
C. Councilmember Johnson. She reported she attended two meetings with the
Browns Creek Watershed. District regarding the new procedures with the
City. She also reported the last Parks and Trails Commission meeting was
cancelled.
D. Councilmember Lilieren: No report.
E. Councilmember Runk: He reported he attended the CVB meeting and they
selected a new picture for the visitor's guide for the next year.
F. Staff. City Administrator Johnson reported that he would bring the fire
response policy to the City Council in November. He said he received
feedback from the City of Bayport just recently, and staff would be
reviewing it. City Clerk Pinski reported that Janine Harvieux of 5632 Oak
Cove North was chosen as the recycling award winner.

Councilmember LiIjegren, seconded by Councilmember Johnson,moved to
approve the Consent Agenda. Roll call vote taken. Carried 5-0.
V. Public Hearings: None
V1. Old Business:
A. Detachment and Annexation—Oak Park Heights and Stillwater Areas—
Consider Required Final Resolutions: City Administrator Johnson
reported that there were two Resolutions required by the State of
Minnesota Office of Administrative Hearings.
Councilmember Runk, seconded by Councilmember Liljegren, moved to
approve both Resolutions. Roll call vote taken. Carried 5-0.
VII. New Business:
A. Consider Ordinance 1206 —Penalties for Unlawful Sale of Alcohol: City
Attorney Sandstrom reported that the City had a Resolution for penalties
for unlawful sale of alcohol, and staff discussed incorporating the
language of the Resolution into City Ordinance. Councilmember Johnson
reported that under Minnesota Statute, it was suggested the any suspension
of license be served continuously. She suggested the sanction for the third
offense state ten days continuous. Councilmember Dougherty said he was
concerned that length of time could put someone out of business. Mayor
McComber suggested adding a sentence that the offender must coordinate
with the Chief of Police on suspension dates. She suggested staff discuss
proposed language and bring the item back at the next City Council
meeting.
B. 95 Gallon Solid Waste Container Policy& Ordinance Amendment: City
Administrator Johnson reviewed the proposed policy.
Councilmember Runk, seconded by Councilmember Liljegren,moved to
adopt the policy. Roll call vote taken. Carried 5-0.
Councilmember Dougherty, seconded by Councilmember Johnson, moved
to adopt the Ordinance Amendment. Roll call vote taken. Carried 5-0.

C. Communication to Rep. Marquart—City Policy Comments: Mayor
McComber suggested the City send a letter outlining some of the issues
the City faced regarding Local Government Aid and untimely receipt of
information for budgeting. Councilmember Dougherty suggesting adding
that the City should have input into how property values were reached and
what the values should be, and also ask why the City needed to update the
Comprehensive Plan so extensively when it should be allowed to submit a
simple update.
Councilmember Liljegren, seconded by Councilmember Johnson, moved
to authorize sending a letter. Carried 5-0.
D. Request Comments from City Council on Various Policies: Mayor
McComber requested the City Council look over the policies form the
National League of Cities, the League of Minnesota Cities, and Metro
Cities and review the Xcel Energy Integrated Resource Plan. She said each
were looking for comments from City Officials. No action was taken.
E. Adopt City Policy on Funding for Travel, Conferences and Schools for
Elected Officials— Effective January 1, 2020: City Administrator Johnson
presented and reviewed a draft policy to the City Council in the meeting
packet.
Councilmember Runk, seconded by Councilmember Liljegren, moved to
approve the policy. Carried 5-0.
`'III. Other Council Items or Announcements: Councilmember Johnson reported
that there was a vacancy on the Parks Commission, and the deadline to apply
was November 8. Mayor McComber announced that the 2020 US Census was
coming up, and it was very important to get accurate counts. She suggested
anyone who was interested in helping the effort contact City Clerk Jennifer
Pinski.
IX. Adiourn: Councilmember Runk, seconded by Councilmember Liljegren,
moved to adjourn at 6:34 p.m. Carried 5-0.

Stillwater Bowl has filed an application for outdoor concert on July 12, 2019. Staff has reviewed
and approved the application for the event.
Saturday,May 2 and Saturday, October 3 have been reserved with the City's garbage hauler and
Andersen Corporation for the Spring and Fall Clean-up events. The time would remain the same
as last year: 7:30 a.m. to 1:00 p.m.
I request approval of those dates.

CITY OF OAK PARK.HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION DESIGNATING THE POLLING LOCATION FOR THE 2018
ELECTIONS IN THE CITY OF OAK PARK HEIGHTS
WHEREAS, there was a change made during the 2017 legislative session to State
Statute 204.16 which discusses polling place designations; and
WHEREAS, state law now requires municipalities to designate precinct polling
places for all elections for the year by December 31 of the prior year; and,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Oak Park Heights hereby designates one precinct polling location for 2020 elections in
the City of Oak Park Heights at the following location:
Oak Park Heights City Hall, 14168 Oak Park Boulevard forth

RISE Inc. (formerly -ESR(Employment& Services for Adults with Disabilities) is seeking a
cost adjustment from $515 /month to $525 /month. This price would be for a period through
12/31/20. Overall their service is adequate and offers some local employment opportunities for
their staff.
With the increase in pricing, their fees are generally below previous contractors and their level of
service is comparable.
The last increase was in 2018. From $495 to $515.

ADDENDUM 2020
TO: City Hall Cleaning - Operating Agreement
In reference to CITY HALL CLEANING-OPERATING AGREEMENT between Rise Inc. (formerly ESR)
Term IV. COMPENSATION: has been amended as follows:
a. CITY OF OAK PARK HEIGHTS shall pay Rise Inc. at the total rate of$525/month effective
11112020. This rate of$525 shall remain in effect through 1213112020. Any other alterations or
adjustments of this contract will be subject to the mutual agreement of both parties hereto with a
written amendment. Any alterations or adjustments of this contract may be reviewed annually
and subject to the mutual agreement of both parties hereto with a written amendment.
All other language, terms and conditions remain unaltered and in-force.

City staff is in the process of preparing for the 2020 City Calendar. Please review the regular
meeting dates, make any necessary changes, and approve the dates. There is a conflict with the
first meeting in August which is Primary Election Day. Also, keep in mind that the League of
Minnesota Cities Annual Conference is June 24-June 26, and there may or may not be pre-
conference sessions on June 23.
