TO: City Council emb rs FROM: Eric Johnso City for Zoning&Development Items: 1.No new applications have been received. 2.Staff will be meeting with John Shardlow of STANTEC next week to discuss some further ideas on the Xcel Energy Advisory Committee concept.We would expect to bring a final scope of work for discussion to the Council in January. 3.Palmer Station development continues to seek further home permits,Staff has not allowed further permits to be issued as there remains incomplete items.We are meeting AGAIN with them next week to AGAIN review the requirements.Miller Excavating has not yet responded to the City's letter outlining our position on liquidated damages due to incomplete work on the PUBLIC ELEMENTS we anticipate that a response will actually occur once any final payments are withheld and/or the City seeks a claim from their Performance Bond. 4.The City will be required to complete and file its Pay Equity Report by Jan 31s,2020.This is a every three-year mandate by the State to verify that all job classifications are compensated equally across genders. Other than some very minor adjustments over the years—due to job comparison difficulties(office setting versus public works),the City has been in compliance with such protocols. I have enclosed the 2017 report for a refresher on what that looks like.Staff will be working on this over the coming weeks. 5.Tennis Sanitation is seeking a rate increase for their services,copy enclosed.As in past years,we have advised them in the past,that the Agreement only allows a general rate increase in April of each year,see language below.Further,there is an automatic adjustment associated with the tipping fees the County may charge.At this time,staff is awaiting 1/1/2019 data from the Federal Reserve Bank about the local TRANSPORTATION COST INDEX.Only after that,can this be better responded. Disposal costs have continued to rise each year. We appreciate that the City of Oak Park Heights has been accommodating with adjustments of the disposal increases on the residential rates. For the term of the contract, we have previously proposed rate increases of the white goods section on the monthly rate based on the disposal increases which were approved along the way. (.26 to .41 in 1/1/16 and .41 to .56 in 1/1/19). As of 1/1/2020, disposal costs will be significantly raised by the R& E Board and the hauler rebate program will be discontinued. Tennis Sanitation, L.L.C. would like to propose an increase on bagged trash, construction trash and white goods rates that will go into effect on January 1st, 2020. These increases will be based on the R& E Board's decision to increase disposal fees. As the R& E Board seemingly increases these rates yearly, a corresponding adjustment of our residential rates needs to be implemented cover the changing costs of disposal for these extra items. With the new increase,Tennis proposes an increase of$0.25 per 30 gallons of trash above and beyond the resident's cart. This would follow the R& E Boards cost of disposal increase of 18.84%for the 2020 calendar year.Tennis also proposes an increase of$6.00 per yard on construction debris placed out for pick up.
