DATE FAX 612 941-2645 PAGES TO FOLLOW Following is a narrative for the SuperAmerica 1 MC in Oak Park Heights and a summary of the proposed sign package. 1 am also faxing a copy Scott. 1 hope they will be useful to you and the Council as our plan is reviewed. Thanks for all your patience and help you have extended to us this week and during the review of the project. ATTACHMENT TO THE JOINT APPLICATION OF SUPERAMER1CA AND VALVOLINE INSTANT OIL CHANGE FOR APPROVAL OF PROPOSED DEVELOPMENT OF A PARCEL BOUNDED BY HWY 5, 58TH STREET AND NEAL AVENUE SuperAmerica and Valvoline Instant Oil Change propose to jointly develop the 2.5 acre Outlot 6 of the Brackey West Addition. This presently vacant site will be divided approximately 55% to SuperAmerica (proposed lot 2) and 45% to Valvoline (proposed lot 1), We have applied for a PUD to allow private (shared) street access, flexibility from off-street parking area setbacks, and shared parking arrangements. A. BUILDINGS SuperAmerica proposes to construct a 4500 sf gross area/2755 sf net retail area convenience store with an attached 925 sf rollover type car wash, and, under a canopy, three pump islands to serve up to,tweive vehicles. The store and car wash will be flat roofed with all exteriors of rockfaced block or brick. Four courses of a lighter colored rock faced block will create a base, band for the darker brick on the remainder of the exterior. The colors of the brick and block were chosen for their similarity to the materials used in the adjacent South Washington High School. The store and car wash will be 15 ft. 7 in tail except above,the entrance to the store where piers framing the entrance step up to a raised parapet '18 ft 3 in tall. The SuperAmerica will provide 24 hour service. Valvoline Instant 011 Change will construct a 1680 sf building with three drive through service bays. The brick and rock faced block will match the materials used for the SuperAmerica building. B. PARKING The entire site will have 38 regular parking spaces and 2 handicapped spaces to meet the code requirement of 33 spaces. The Valvoline site will provide 12 standard • spaces and 1 handicapped space to meet its code r:ouirement of 8. The SuperAmerica will provide a handicapped space, 24 assigned spaces, the 12 spaces at the pump islands for a total of 37 spaces to meet a code requirement of 25 spaces; The Valvoline site and the SuperAmerica car wash each provide stacking capacity well in excess of that which our customers have been observed to endure. The most used parking at any SuperAmerica are the spaces at the fuel islands and the 8 spaces along the front of the store. Parking foi* the typically 2 to 3, maximum of 5 or 6, SuperAmerica employees on site at any time is provided along the Neal Avenue edge of the site and along the shared lot line. Super America and Valvoline instant Oil Change Page Two The customers of the Valvoline instant 011 Change typically never "park" their cars. Cars waiting for service typically stack in front of the service bays. The 9 spaces adjacent to the stacking area are more than adequate for the maximum of 5 employees on .site at any time. 0. LIGHTING The fixtures used will be the Citation (freestanding) and Richmond (canopy) type or their equivalent. In all cases the light source will be shielded from view. Beneath the canopy we propose to use the "dropped lens" option. The slightly convex shape of the lens permits a more efficient distribution of the light in this important area while the light source, located within the structure of the canopy, is completely shielded. The lighting of the site will be typical of a SuperAmerlca. The most intense lighting (more than 80 ftc.) is confined directly under the canopy. The light intensity drops to 5 ftc. at the edge of the paved area with the exception of the entrance and exit to the car wash and instant oil change buildings, and at the driveways onto Neat. D. SIGNAGE A summary of the signage is provided in the l'Sign Area Worksheet". When we first discussed this proposal with staff it was not clear how the sign ordinance would be interpreted regarding the canopy and the number of freestanding signs permitted. We have preemptively applied for a variance, and the PUD, not for the purpose of increasing our permitted sign area, but to allow a redistribution of the allowed sign area on the site to accommodate the .two uses on. this site with three frontages. SuperAmerica requests permission to use the allowed 150 sf of sign area facing Neal Avenue as follows. We would place a 25 sf trademark sign where it is placed at all SuperAmericas, above the entrance to the store. We then would propose.a 29 sf SuperMom's product sign on the wall to the right of the entrance and on the wall to the left of the entrance a 48 sf sign informing customers this is one of the few SuperAmerica's offering Simeks products. This is a new strategy for us and is being well received, but as a new strategy, the message of this sign i very important to us.' Only the Neal Avenue edge of the canopy would carry a sign, the 42 sf trademark SA badge and name. This distribution of signs on the Neal Avenue frontage totals 144 sf, meeting the City's intent of not allowing more than 150 sf of wall signage visible from any one public right of way. Super America and Valvoline Instant Oil Change Page Three The only Super America wall sign directed to the Hwy 5 frontage will be a product sign, the 60 sf car wash sign, on the wall of the car wash. We are also proposing a small, 9 sf, Simeks sign on an awning over a doorway that enters directly into the Simeks product area of our store. The scale and position of this sign are appropriate to its purpose of highlighting this special entrance for customers already on our site. Valvoline Instant Oil Change is proposing a 5 ft by 7 ft trademark sign on the walls facing Hwy 5 and Neal Avenue. Together, Super America and Valvoline instant 011 Change wall signage package totals 281 st, approximately half of the wail sign area permitted by the code. We proposing to locate one of our permitted freestanding signs at the corner of Hwy 5 and 58th. This will be a 139 si sign providing trademark and product information for both Super America and Valvoline Instant 011 Change. The proposed sign will be a pylon sign, in'keeping with the openness of the area, but will not be the maximum permitted height, again in response to its surroundings. We propose to take the other permitted freestanding sign, break it in half, convert the halves to a monument style, and discard one third of the permitted sign area and height. One of the monuments: with the Super America and Valvoline Instant Oil Change trademarks would be placed at the corner. of 58th and Neal. The other would be located at the entrance to the site and would provide trademark, price and product information for Super America.
