Re:Minor Plan Review for MCF Oak Park Heights
We have received and reviewed the plans and specifications covering the proposed minor equipment
remodel at the Minnesota Correctional Facility(MCF),located at 5329 Osgood Ave N,Stillwater(Oak
Park Heights),MN 55082.
The plans and specifications are in general conformity with the standards of this department.The
provided plans and information,as submitted,have been approved.Please review this letter,previous
correspondence,Washington County Ordinance#145,and the Washington County Food Service
Construction Guide,as you will be responsible for implementation of all applicable requirements.
I.SPECIFIC REQUIREMENTS
1. The plans specify that the clean dish table will be custom fabricated.Custom fabricated
equipment must meet the requirements of MN Rules Chapter 4626.0506("be certified or
classified for sanitation by an American National Standards Institute(ANSI)accredited
certification program for food service equipment for[manual warewashing sinks,mechanical
warewashing equipment]").Ensure that custom fabricated equipment meets this requirement.
2. Hot water sanitizing machines must have space for and a minimum of 3 racks for drying(MN
Rules 4626.0685).Between the clean dish table and additional storage space,ensure space for
three racks is provided.Utensils and equipment must be air dried prior to use or storage.
3. Warewashing machine wash and rinse tanks must be equipped with baffles,curtains,or other
means to minimize internal cross-contamination of the solutions in wash and rinse tanks(if
applicable;MN Rules 4626.0630).The product specification sheet notes inclusion of a"vent cowl
curtain kit,"but it isn't known if the unit would require an internal curtain or baffle to meet the
requirements of 4626.0630,or if the vent cowl curtain kit is part of the specifications to ensure the
unit meets the requirements of 4626.0630.(Essentially,ensure the unit meets MN Rules
4626.0630).
4. The specification sheet lists an optional"Correctional Package"for additional fasteners—this may
be an appropriate addition for the unit.(*Not to be considered a Specific Requirement)

5. The warewashing machine must be equipped to automatically dispense detergents and sanitizers
and incorporate a visual means to verify that detergents and sanitizers are delivered, OR a visual
or audible alarm to signal if the detergents and sanitizers are not delivered properly (MN Rules
4626.0643).
The specification sheet denotes there is a Manager activated low temperature alert. Ensure that
low temperature alert (interpreted here to be the unit's "inadequate sanitization alert") is enabled
prior to general use(beyond installation and initial testing).
6. Ensure a data plate is provided for the equipment, per MN 4626.0625. A warewashing machine
must be provided with an easily accessible and readable data plate affixed to the machine by the
manufacturer that indicates the machine's design and operating specifications, including the
temperatures required for washing, rinsing, and sanitizing, pressure required for the fresh water
sanitizing rinse (hot water sanitizing), and conveyor speed for conveyor machines or cycle time
for stationary rack machines.
A warewashing machine and its auxiliary components must be operated according to the
machine's data plate and other manufacturer's instructions (MN Rules 4626.0755).
7. Warewashing machines that provide a fresh hot water sanitizing rinse must be equipped with a
pressure gauge or similar device that measures and displays the water pressure in the supply line
immediately before entering the warewashing machine (MN Rules 4626.0645)
8. In hot water mechanical warewashing operations, an irreversible registering temperature indicator
must be readily accessible for measuring the utensil surface temperature(MN Rules 4626.0710).
This is similar to test kits/strips for chemical sanitizing. The internal contact temperature must
reach 160°F (MN Rules 4626.0905). Provide a means of testing the utensil surface temperature.
9. The warewashing machine's conveyor speed or automatic cycle times must be maintained
accurately timed according to manufacturer's specifications (MN Rules 4626.0755). Ensure the
conveyer speed is correct prior to the unit being putting into general use.
10. Approval from this department is contingent upon approval from the City of Oak Park Heights for
city building requirements.

If not already completed, a set of plans and specifications must be submitted to the local municipal
Building Department. Additionally, contact must be made with the Fire Marshal/Inspector's office for the
requirements of the Fire Code.
The owner, operator, or contractor must apply for and receive all appropriate permits from the municipality
before starting any work on the site. Failure to comply with local ordinances may result in delays until the
local building official issues the proper permits.
This Department must approve any changes to the plans before the contractor carries out the changes.
A copy of this letter must always be on the job site and be readily accessible to the general contractor.
