1. Call to Order: Chair Wever called the meeting to order. Present: Vice Chair Chirhart,
Commissioner Thoreson, City Administrator Johnson, Public Works Director Kegley,
Arborist Danielson, and Commission Liaison Johnson. Absent: Commissioner Peterson.
I1. Approval of Agenda: Vice Chair Chirhart, seconded by Commission Thoreson, moved to
approve the Agenda but move the Worksession to the end of the meeting. Carried 3-0,

Thoreson, seconded by Vice Chair Chirhart, moved to approve the Minutes. Carried 3-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported she submitted the Tree City USA designation
application. She also reported that SavATree was working on the fall tree pruning
list and the fall boulevard and park tree removal list.
13. Public Works Dircctor: Public Works Director Kegley reported that staff was
flooding the rinks, and they were hoping to open the warming houses by December
26.

VIII. New Business:
A. Parks and Trails Commission Vacancy: Chair Weyer reported that the Commission
would conduct an interview at the worksession at the end of the meeting.
B. Fat Tire Bike Trail Grooming: City Administrator Johnson reported that Matt
Lehman from SASCA brought a proposal to the City requesting permission to allow
them to try the fat tire bike grooming tool on the bike trails in Oak Park Heights. Mr.
Lehman was present at the meeting and provided an annual report on the trails. He
said that there was one concern with erosion at the footings on the large bridge in the
center of the park due to water running through the ravine in the spring. He said they
may come to the City in the future requesting funding to help mitigate the problem.
The Parks and Trails Commission discussed concerns with the school bike team
sharing the trail and area with other pedestrians. Commissioner Thoreson suggested

a trail etiquette course for the students and coaches. Mr. Lehman said they try to
emphasize etiquette on an on-going basis.
Commissioner Thoreson, seconded by Vice Chair Chirhart, moved to support the use
of the groomer for a one-season trial period and that SASCA come back in one year
to provide a report letting the Commission know how it went, including any conflicts
that occurred. Carried 3-0.

A. Next Meeting: Monday, January 27, 2020 at 6:00 p.m. at City Hall

Vice Chair Chirhart, seconded by Commissioner Thoreson, moved to adjourn to the
worksession. Carried 3-0.
XI. Reconvene Regular Meetin_
Commissioner 1'horeson, seconded by Commissioner Chirhart, moved to recommend to the
City Council that George Hoeppner be appointed to the Parks and Trails Commission and to
send a letter to the other applicant to invite him to always offer input to the Parks and Trails
Commission and to consider future applications when vacancies occur. Carried 3-0.
XII. Adjourn: The regular meeting was adjourned.

Re: Reappointment to the Parks Commission —Judith Chirhart
Ms. Judith Chirhart was appointed by the City Council to fill a vacancy and serve a first
term on the Parks Commission from May 2016 through December 2019. Ms. Chirhart has
indicated she would be interested in serving a second term on the Parks and Trails
Commission commencing January 2020 through December 2022.
The Parks and Trails Commission must make a recommendation to the City Council for
the reappointment.

Re: Annual Meeting
For your convenience, I have provided you with a copy of page 3 of the Parks and Trails
Commission Bylaws. This will provide guidance for the Annual Meeting. Annual Meetings
are to be held each year, with the nomination and election of Chairperson and Vice-
Chairperson as needed.
At the January 2019 Annual Meeting, Anthony Weyer was re-elected as Chairperson and
Judith Chirhart was re-elected as Vice-Chairperson with both positions expiring January
2020. According to the Bylaws, a member can serve as Chairperson or Vice-Chairperson
for two consecutive years. Therefore, the current Chairperson and Vice-Chairperson
cannot serve another term for this year. The positions could be flipped, or any other
member of the Parks Commission could be elected to either position.
Upon completion of the Annual Meeting, the new Chairperson will reconvene the Regular
Parks Commission Meeting Agenda.
ARTICLE 4 — OFFICERS, DUTIES AND ELECTION OF OFFICERS
A. Officers. The officers of the Parks and Trails Commission shall be Chairperson
and Vice-Chairperson.
B. Duties of the Chairperson. The Chairperson shall preside at all meetings,.
appoint Parks and Trails Commission members to committees, appoint Parks
and Trails Commission representatives, rule on procedural questions (subject to
reversal by a two-thirds (213) vote of those members in attendance), meet with all
newly appointed members, exercise the same voting rights as other Parks and
Trails Commissioners and carry out such other duties as are assigned by the
Parks and Trails Commission or by the City Council.
C. Duties of the Vice-Chairperson. The Vice-Chairperson shall act in the
absence or inability to act of the Chairperson, and in such instances shall have
the powers and functions of the Chairperson.
D. Terms. The Parks and Trails Commission officers shall be elected from among
its appointed members. No member shall serve as Chairperson or Vice-
Chairperson for more than two consecutive years. A member may serve as Vice-
Chairperson for two years and then Chairperson for two years, or in alternate or
alternating order. The election shall occur at the Parks and Trails Commission's
annual meeting.
E. Vote. Candidates for office receiving a majority vote of the entire membership
(three-fifths (315), shall be declared duly elected.
F. Date of Office. Newly elected officers and members shall take office at the
annual meeting in January and which is an end date (sine die) for the preceding
term year.
G. Vacancies. Vacancies occurring in the offices of the Parks and Trails
Commission shall be filled immediately by the above election procedure.
ARTICLE 5 -- MEETINGS
A, Annual Meeting. An annual organizational meeting shall be held in January of
each year. Election of officers shall be conducted at that time.
B. Regular Meetings. Regular meetings of the Parks and Trails Commission
shall be held at 6:00 PM on the third Monday of each month or as otherwise
designated to account for legal holidays or other special circumstances as
approved by the City Administrator. The meetings shall be held in the City Hall
Council Chambers or as otherwise designated and duly posted. The regular
