The request would allow replacement of a sign at the northwest corner of the property at 5991 Norwich Avenue North that will be taller and include more square feet of signage area. The sign will include 63 square feet of signage and would be up to 15 feet tall. The site is zoned B-4 Limited Business District in which the shopping center is a permitted use. The development was originally approved as a Planned Unit Development (PUD). The PUD amendment process may be used to allow sign alterations and to increase the amount of signage. EXHIBITS The review is based upon the following submittals: Exhibit 1: Project Narrative Exhibit 2: Picture of Existing Monument Sign Exhibit 3: Aerial Photo Indicating Location of Existing Monument Sign Exhibit 4: Proposed Monument Sign Exhibit 5: Sign Example PROJECT DESCRIPTION Chad Anvary has provided the following narrative describing the request: I am writing you on behalf of OPC Properties to request a PUD Amendment for the current monument signage (Attached as Exhibit A and Exhibit B) to allow for 100 square feet of signage. The current monument sign does not provide adequate visibility and signage for our tenants. The new monument sign would replace the current monument sign and would be in the same location. I have engaged the service of Signs Now to provide a mockup of a new monument sign (Exhibit C) with a design that will reflect the same high-quality materials of the current monument sign and property. I have also attached an example of another monument sign (Exhibit D) that we could work from. We are proud to be a part of the Oak Park Heights community and ownership will spare no expense in the design/construction of the new monument. If approved, we will work closely with the City of Oak Park Heights on the final design/construction of the new monument sign. ISSUES ANALYSIS Comprehensive Plan. The Comprehensive Plan designates this area as Commercial on the Proposed Land Use Map. The use of the property for a retail, services and restaurants is consistent with the Comprehensive Plan. Zoning Ordinance. The property is zoned B-4, Limited Business District in which the shopping center has been approved by a PUD. An amendment to the PUD is required to make sign changes to the freestanding signage. Signage. The existing freestanding sign was constructed at the northwest corner of the property at 60th Street and Norwich Avenue North. It is eight feet tall and includes 48 square feet of signage. The Zoning regulations allow a freestanding monument sign of up to 20 feet in height with 100 square feet of signage. The existing Lowes freestanding sign was constructed with the original development. Additional freestanding signs may be constructed in a shopping center development. The sign regulations for multiple occupancy business buildings are as follows: 4) In any multiple occupancy building qualifying as a shopping center, signs shall be permitted for each common public entrance. Each sign area shall not exceed a total of fifty (50) square feet and shall be located within fifty (50) feet of the common public entrance being served. Attention shall be given to the possible number of tenants or occupant bays which may be served by the common public entrance for which the sign is intended. The proposed sign is designed as a monument sign up to 16 feet tall with 63 square feet of signage. The PUD is required to make sign alterations and to allow the proposed sign to exceed the allowed 50 square foot allowance. 2 A review of the Conditional Use Permit criteria within the Zoning Ordinance should be considered as part of a PUD request. Any signage allowed for the development shall also require a sign permit. Conditional Use Permit. The Planning Commission should consider the following issues and impacts of the proposed project in making its recommendation. The conditional use permit criteria, found in Section 401.03.A.7 of the Zoning Ordinance, are found as follows: 1. Relationship to the specific policies and provisions of the municipal comprehensive plan. 2. The conformity with present and future land uses in the area. 3. The environmental issues and geographic area involved. 4. Whether the use will tend to or actually depreciate the area in which it is proposed. 5. The impact on character of the surrounding area. 6. The demonstrated need for such use. 7. Traffic generation by the use in relation to capabilities of streets serving the property. 8. The impact upon existing public services and facilities including parks, schools, streets, and utilities, and the City's service capacity. 9. The proposed use's conformity with all performance standards contained herein (i.e., parking, loading, noise, etc.). Comment: The expansion of the freestanding sign size and height should not create an issue for neighboring properties and will be beneficial to the shopping center tenants. The additional signage should not create any visibility issues at the intersection in that it is adequately set back from the roadway. There should be no environmental issues with this request. The request is minor and not out of nature with other requests that have been granted to vary from the sign regulations within the Highway 36 corridor. City Staff sees no issues with the request as proposed. CONCLUSION / RECOMMENDATION Upon review of the request for a Planned Unit Development Amendment for replacement of a sign at the northwest corner of the Oak Park Commons property at 5991 Norwich Avenue North, staff would recommend the project with the conditions as follows: 1 . The proposed sign shall not exceed 16 feet in height and 70 square feet of signage per sign face. 2. All proposed signage shall require a sign permit and shall be in compliance with Section 401.15.G of the Zoning Ordinance. 3 3.
