TCO Real Estate- Fund 2, LLC is the intended owner of the property, and the business on this site is to be operated by Infmite Health Collaborative, P.A. /Twin Cities Orthopedics, P.A Applicant proposes to use the Site for a medical office facility at 5715 Memorial Avenue, which is a permitted use in the zoning district. Applicant proposes to install signage including two wall signs on one fagade, which requires a Conditional Use Permit. The Applicant submitted a detailed development design and site plan, and the proposed use satisfies all required conditions of the zoning code and is in general conformance with the neighborhood. The Planning Commission held a public hearing on March 12, 2020 and recommended approval, and the matter came before the City Council on March 24, 2020. All permits and uses applied for a medical office facility are granted, including the conditional use of two wall signs on one fagade, but shall be subject to the following conditions imposed by the March 24, 2020 Resolution of the City Council of the City of Oak Park Heights, as follows: 1. Applicant shall complete and record the vacation of the prior drainage and utility easement and establishment of the new drainage and utility easement, subject to review and approval of the City Engineer and the City Attorney. 2. The site plan shall be reviewed and approved by the Fire Marshal. The Applicant shall provide a snow removal plan for review and approval by City. 4. The landscape plan shall be reviewed and approved by the City Arborist. The City Arborist shall work with the Applicant related to the parking lot islands and final landscape plan. 5. The Applicant is encouraged to revise some of the parking to proof of parking spaces, possibly the row of parking at the south side of the building. 6. All grading, drainage, erosion control, and utility plans shall be reviewed and approved by the City Engineer. Storm water plans shall be reviewed and approved by the Browns Creek Watershed District. 7. All light fixtures shall be full cut off, compliant with the height requirements, and be consistent with Section 401.15.B.7 of the Zoning Ordinance as it relates to lighting requirements. Outdoor lighting for the parking areas and building lighting shall be turned off one hour after closing, except for approved security lighting. The proposed accent lighting shall be full cut off and used as architectural building wash subject to review and approval by the City. 9. All mechanical equipment on the roof or on the site shall be fully screened in accordance with the provisions of the Zoning Ordinance. 10. The second wall sign reading Orthopedic Urgent Care on the north elevation shall be removed if that service is discontinued at this location. 11. All signs shall comply with the Zoning Ordinance requirements for fixture cut off and illumination. 12. The building design, site layout, and building materials shall be constructed as submitted and approved by the City Council. 13. The medical office building will house Orthopedic Clinic services, Physical Therapy Service, Athletic Training, Imaging, and an Orthopedic Urgent Care Clinic. There are also conference/patient education rooms located in the building. The medical othce building will be a 2 -story building with an attached single story indoor athletic training space. The total building area is 59,900 square feet. The building will have mechanical roof top units to service the building that will be located in a screened area on the roof. The building roof will be drained internally with overflow drains that daylight above grade. There is an exterior enclosure for trash to be collected with easy access for trucks to traverse the site. The site has previously been graded to prepare for building development and there are no significant trees on site. A new landscape plan has been developed and included in the documentation. The site allows for patient and staff parking with a total of 285 parking stalls including 15 accessible parking stalls. The traffic volumes coming to the site on a daily basis is estimated around 60-80 staff daily. The estimated patient volume will be around 500 - 700 patients per day with 85 percent of the patient volume coming to the site between the hours of 7:30 am - 5:30 pm Monday through Friday. The medical office building will be open from 8:00 am to 8 pm seven days a week for Orthopedic Urgent Carne. 0A It is the intent to submit a building signage package and permit application after this submittal. The intent for the wall signs has been shown on the exterior elevations for area and location. The intent of the monument sign has been shown on the site plan for the location. Once the signage package has been developed it will be submitted for review and approval. Additional information has been provided related to the Orthopedic Urgent Care Clinic: For non-traumatic injuries, your first stop should be an orthopedic specialist. If you think you have a fracture or an acute (sudden onset) injury and need immediate care, walk in services are conveniently available at our TCO Orthopedic Urgent Care — no appointment necessary. An Orthopedics Urgent Care Clinic has been open at our Stillwater location for 5 plus years. It's a walk-in clinic with no appointment needed and is staffed by an orthopedic provider. Comprehensive Plan. The property is designated as Highway Business/Warehouse on the Proposed Land Use Map. The proposed use is consistent with this land use designation. Zoning. The property is zoned B-3 Highway Business and Warehouse District. The use of the site for a medical clinic is a permitted use in this district. Easement Vacation. The Applicant has proposed a vacation of the existing drainage and utility easement through the property and replacement with a revised easement at the south east side of the property. A public hearing was advertised for the vacation and the City Engineer has provided comments. The easement vacation is subject to review and approval of the City Engineer and the City Attorney. Site Plan. The front of the building is orientated to Memorial Avenue North with parking adjacent to the front entrance. The parking area wraps around the building on the south side to a parking lot adjacent to County Road 15. There is green area around the parking lots and building on the south, east and north sides. Setbacks. The building and parking areas are compliant with all setback requirements. Traffic Circulation/Curb Cuts. The site plan indicates that there will be two curb cuts from Memorial Avenue North. There are numerous landscape islands within the parking lot. The plan has been reviewed and approved by the Fire Marshal for emergency vehicle access. Snow Storage. The plans do not indicate an area for snow storage. The applicant shall indicate where the snow is to be stored. 3 Parking. The following table provides an analysis of proposed and required parking spaces: Per ordinance, the site would require 273 parking spaces. The proposed site plan indicates a total of 285 spaces. The Applicant has been encouraged to show some of the parking as proof of parking spaces, possibly the row of parking at the south side of the building. The plans indicate 15 disability stalls which is appropriate for a medical Clinic. Landscaping. The submitted landscape plan is subject to City Arborist review and approval. Note the comments that have been made by the City Arborist related to the landscape islands in the parking lot. The Planning Commission should make comment on whether the Applicant increase the size of some of the islands to accommodate the plantings. There is a surplus of parking onsite. City Arborist comments are found as an exhibit to this report. Lighting. The lighting plan indicates the locations of the parking lot and site fixtures as well as the building wall fixtures. The lighting specifications indicate that most of the fixtures to be used in the parking lot and on the walls, will be full cut off and LED. The lighting regulations limit the height from ground level to the top of the fixture at 25 feet. All light fixtures shall be required to be full cut off, compliant with the height requirements, and be consistent with Section 401.15.13.7 of the Zoning Ordinance as it relates to lighting requirements. A photometric plan has been provided that complies with the Ordinance. The plans indicate the use of LED strip lighting on the building facades. The use of strip lighting is not allowed in the Design Guidelines. Trash Storage. The plans indicate a trash enclosure at the north west comer of the building. The enclosure would be constructed from a corrugated metal panel that is also used on the building. Mechanical Screening. Any exterior mechanical equipment, either on the roof or ground mounted will need to be screened in accordance with Section 401.15.E.10.e. of the Zoning Ordinance. The plans indicate that the roof mounted mechanical equipment will be screened. Grading, Drainage, Erosion Control and Utilities. Grading, drainage, erosion control, and utility plans are subject to review and approval by the City Engineer. The City Engineer has provided comments in a separate report that is found as an exhibit. 4 Storm water issues are also subject to review and approval by the Browns Creek Watershed District, Signage. Freestanding Sign. The Applicant has proposed one freestanding sign, placed adjacent to Memorial Avenue. The location of the Memorial Avenue sign is shown on the site plan. The base of the sign will need to be landscaped. Wall Signage. The Applicant has proposed four wall signs on three facades. The north elevation is proposed with two signs which requires a Conditional Use Permit. The Applicant has indicated that the proposed total square footage of 270 feet but has not provided the individual sign sizes. Staff would recommend the second wall sign on the north elevation with the condition that the urgent care sign be removed if that service is discontinued at this location. The Zoning Ordinance would allow for one wall sign, each on separate building facades and two freestanding signs. The total allowable sign area is 300 square feet. Sin Illumination. The proposed plans do not indicate how the signs will be lit. Additional detail is required to review how the signs will be illuminated. The signs will be required to comply with the Zoning Ordinance lighting requirements. Staff will approve the lighting specifications for the signs at the time of permitting. Design Guidelines Architectural Guidelines. Facade Treatments The building will be required to have a definite base, middle and top at its front, side and rear facades. The facades have significant visual interest with a mix of building materials and roof lines. Ground Level Expression This is a two-story building with a front entrance and pedestrian canopy. The main entrance is well defined by the canopy and glass. The height of the building is less than the 35 -foot maximum requirement. Transparency The building uses glass on each facade. The transparency requirements are met with this building design. Entries The building features a prominent entry with a canopy and glass. This property is part of the Kern Center pond drainage area. As part of the agreement with Browns Creek Watershed District, all stormwater management requirements are provided within the drainage area to the Kem Center pond. 2. Please provide storm sewer calculations that show the conveyance, at a minimum, of a 10 -year storm event in the parking lot storm sewer system. 3. A sump manhole with skimming structure should be placed at the last catch basin manhole of the storm sewer system prior to entering the Kam Center pond to provide pretreatment. 4. The following includes my comments and/or recommendations: Landscape Plan (Sheet Number L100) The overall design of the plan is attractive and will complement the building well. The plan includes an acceptable species selection of deciduous trees, coniferous trees, omamental trees, shrubs and perennial plants to be installed ((924) total plantings). All plantings must be on private property not the City boulevard right-of-way. Most plants included in the plan are handy under local growing conditions, tolerant or resistant to major insect and disease problems and fairly low maintenance. All plant sizes, root and container classes included in the plans conform to the City of Oak Park Heights zoning ordinance requirements. Plent Schedule The final plans must include the following items: 1. Quantities for each variety of tree/shrub/perennial in addition to the total quantity in the Plant Schedule. 2. Include the symbols used in the Landscape Legend also in the Plant Schedule. 3. Include the spacing for Coniferous Shrubs, Deciduous Shrubs and Perennials in the Plant Schedule (revise X' -X° O.C. and X° O.C.). 4. 1 recommend replacing Malus 'Red Splendor' with a disease resistant variety such as Malus 'Pra ldfire' or another species such as Syringa reticulate 'Ivory Silk'. IREE CITY U.S.A. k@a4scage Requirements The locations chosen for most plants are appropriate. The only exception would be the placement of the trees in the parking lot islands. The trees included in the plans for the islands can grow to be very large at maturity (25' spread x 25' tall) even though they are ornamental trees. The parking lot medians typically will not allow enough rooting space for these trees to grow to a healthy maturity and will create traffic visibility conflicts in the future. I recommend replacing the ornamental trees that will be larger at maturity with ornamental grasses or ninebark shrubs (both are low maintenance). Landscape Details (Sheet Number L101) Plaaft hLcoslPlandng Detail The landscape notes and planting detail submitted is acceptable. Please include the following items on the final plans: 1. All trees must be landscape grade trees of good form and structure not Park Grade trees. Trees with poor form will be more prone to storm damage and failure in the future. Please include this in the planting notes. 2. Burlap, wire and all rope must be removed from the top 12" of the root ball on all trees. 3. All trees must be straight and not need staking after planting. Contractor shall stake trees only if the tree(s) begin to lean within the guarantee period, please include this in the final planting notes. 4. The landscape contractor is required to plant trees and shrubs according to the approved planting detail diagrams and landscape notes submitted with the final approved landscape plan. This will be checked after planting and any deviations from the plans must be corrected before the landscaping will be approved by the City, this needs to be noted in the final pians. 5. Contractors doing any type of tree work must secure a City of Oak Park Heights Tree Worker's License for 2020 from the City of Oak Park Heights Building Department. All required documents must be submitted with the application. 6. The City Arborist will conduct an Initial Landscape Inspection after all plants/trees, mulch, act. have been installed. 7. The City Arborist will conduct a Final Landscape Inspection typically (1) year after installation, at the end of the plant guarantee period. For Final Acceptance of Installation and Landscape Plants the specified planting procedures must have been followed and all plants must be alive and in good condition at the end of the plant guarantee period.
