HomeMy WebLinkAbout05-18-2020 Parks and Trails Packet CITY OF OAK PARK HEIGHTS 4k PARKS COMMISSION MEETING AGENDA MONDAY MAY 18, 2020 AT 6:00 PM This meeting will be conducted by video/telephone conference due to the ongoing COVID-19 health pandemic. The meeting will follow the provisions of Minnesota Statute § 13D.021. If practical, members of the public may be permitted to remotely listen to the meeting as provided in 13D.021, Subd. 3, subject to such person paying for any added cost incurred by the City as a result of the additional connection. Please contact the City at 651-439-4439 or jpinski@cityofoakparkheights.com in advance of May 18, 2020 if you desire to remotely monitor the meeting so that necessary arrangements can be made. I. Call to Order: Chair Chirhart called the meeting to order at 6:05 p.m. Present: Commissioner Hoeppner, Commissioner Thoreson, City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, City Clerk Pinski, Park Program Coordinator Zeuli, and Commission Liaison Johnson. Absent: Vice Chair Peterson and Commissioner Weyer. II. Approval of Agenda: Commissioner Thoreson, seconded by Commissioner Hoeppner, moved to approve the Agenda. Carried 3-0. III. Approve Parks and Trails Commission Minutes—January 27, 2020: Commissioner Hoeppner, seconded by Commissioner Thoreson, moved to approve the Minutes. Carried 3- 0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported the Minnesota DNR raised the Oak Wilk status to high risk. She said oak trees were most susceptible to Oak Wilt so it was important not to wound an oak. Danielson also reported SavATree removed dead and risk trees in the Brekke Park disc golf course area. She also said Arbor Day was that Friday and no ceremonial tree planting was required. B. Public Works Director: Public Works Director Kegley provided the Commissioners with rink use data charts in their meeting packet. Commissioner Hoeppner asked if the work shifts could be changed to start later and stay open later. Kegley responded most of the workers were students, but he could look into it. C. Other/Commission Liaison Reports: Commission Liaison Johnson reported that a resident has been pickup up trash in and around the parks and trails system, and also people have been sidewalk chalking and painting rocks. V. Visitor/Public Comment: None VI. Public Hearings: None VII. Old Business: None VIII. New Business: A. COVID-19 Updates that Relate to City Parks and Trails: City Administrator Johnson reviewed his memo included in the meeting packet. Park Program Coordinator Zeuli said that the activity schedule for the summer could easily be modified to a drive-up craft pickup method if necessary. Johnson said the City Council would be discussing whether to cancel or reschedule Party in the Park. He also said that playgrounds did Parks Commission Minutes April 20, 2020 Page 2 of 2 remain open, but park shelter reservations had been suspended and the hiring of part- time staff put on hold. The Commissioners discussed the annual park walkthrough and determined it was best for each member to do the walkthrough individually. City Administrator Johnson suggested each member send their notes to him via email and a master list would be compiled for discussion at the May meeting. B. King Plant Advisory Panel: City Administrator Johnson reported that the City Council created an advisory panel to discuss issues related to the foreseeable closure of the King Plant in the City. Commissioner Thoreson said he would like to volunteer to be a part of the panel, but since he was only in the area for half the year, he suggested Chair Chirhart be appointed to the panel with him as an alternate. Commissioner Thoreson, seconded by Commissioner Hoeppner, moved to appoint Chair Chirhart to the panel and Commissioner Thoreson as an alternate. Carried 3-0. Commissioner Thoreson, seconded by Commissioner Hoeppner, moved to devote a portion of the Parks and Trails Commission agendas for site updates and as an opportunity for the Commission to brainstorm ideas for the point person to bring back to the panel. Carried 3-0. C. AARP Community Grant Opportunity: City Clerk Pinski reviewed a grant opportunity available through AARP to help create livable communities. She outlined the application that was submitted the previous year that was unsuccessful. The Commissioners discussed ideas and suggested City Clerk Pinski resubmit with the same project for the current grant cycle. IX. Informational: A.
