Held via Zoom videoconferencing allowed per MN Stat 13D.021
I. Call to Order: Vice Chair Peterson called the meeting to order. Present: Commissioner
Hoeppner and Commissioner Thoreson, City Administrator Johnson, Public Works Director
Kegley, Arborist Danielson, and Commission Liaison Johnson. Absent: Chair Chirhart and
Commissioner Peterson.
It Approval of Agenda: Motion made and seconded to approve the Agenda. Carried 4-0.
III. Approve Parks and Trails Commission Minutes—April 20, 2020: Motion made and
seconded to approve the Minutes. Carried 4-0.

Re: 2020 Park Walkthrough Project Ranking
Your task of finding obvious projects to improve the parks may be difficult because the
Council has spent the past fifteen years or more investing heavily in the City's parks and trail
system. Over the years, park shelter structures have been built and replaced. Play equipment
has been replaced or added. The already extensive trail system has been expanded, and new
amenities have been added to all parks.
With that, attached is the park and trail walkthrough task and project list for 2020 that was
developed from your individual walkthroughs. As you review the list, keep in mind that park
maintenance is on going all year long. Some of the maintenance tasks are listed as not
started, however that does not mean they will be ignored. Although it is helpful getting
feedback on maintenance needed throughout the parks and trail system, it is more
advantageous for the Commission to focus on major projects it desires to undertake and
sequence them in accordance with the current park commission's goals/desires.
Project rankings are included on the walkthrough spreadsheet. I've included very
approximated cost associated with the larger project undertakings. If there are any projects
for which the Commission would like to proceed, Staff will start getting accurate estimates.

Re: Brekke Park Playground Equipment
A see-saw at the Brekke Park Playground needs an expensive replacement part for the second
time. Staff typically replaces items like these using the parks operations budget, but we
thought it prudent to discuss with the parks commission as there are options.
The options are:
1. Replace the part for the existing equipment.
2. Purchase a new see-saw for roughly$500 more than the replacement part from a
local vendor.
3. Purchase the updated version of the existing see-saw from MN/Wi Playgrounds
(Existing equipment is from MN/WI Playgrounds).
4. Purchase a different piece of equipment
5. Remove the totter and not replace it.

BREKKE PARK BROKEN SEESAW
The seesaw(GameTime Model#6219) at the Brekke Park playground is broken and needs to be
repaired or replaced. It is a fairly expensive part and was replaced for the same issue in June
2014.The broken part is a Rubber Spring Assembly.The cost for the replacement part has
increased also from 2014. In 2014 the cost of the part was$697.70 and today it is$1,180.70.
1 looked into some other options and received quotes for the replacement part, a new seesaw
(updated version of the broken seesaw) and new seesaws of other models)/brand(s) available.
We can get the same color of the current one,the colors of the ones with the quotes are just a
stock photo for the info handouts. I have included the costs in the table below.
