COVID-19 Matters:
• This is the Governor's-PORTAL—Many documents/Exec.Orders can be found: https://mn.aov/covidl9 Washington County has initiated a County
Dashboard containing more localized COVID-19 Impacts and rates LINK->> HERE
• If you have a need for some form of hardware/software to facilitate your"zooming", please let me know what you might need and we can very likely
supply it.
• Jordan Simpkins of the CABLE ACCESS channel is working on the cost estimates for enhanced ZOOM-Type meetings that was discussed at the recent
Council Workshop. He will need to purchase equipment to make this plan work without technical difficulties —such as being experienced in other
communities—he advises that much of the issue is SOUND—being feedback and filtering,etc.The hardware and installation costs are estimated to be
between$15,000-20,000;Jordan will be at the Council's 9/8 meeting to give an update on the technical needs and some follow-up questions related to
monitors at each seat at the dais.All are expected to be eligible under CARES funding—improving or enhancing social distancing or remote working.
• The City Building Official—Julie Hultman has informed me that...to date,the City has waived over$6,792.77 in City Permit fees to date.
Other Items:
• The City Council will be holding interviews for the final Chief of Police candidates on 9/11/20—commencing at 12:30pm at City Hall.
• SNOW PLOWING-The City has one remaining SNOW REMOVAL season left in its contract with Raleigh Trucking for snow plowing services—it is a
three-year agreement ending in April 2021. Certainly,the options for an extension could be discussed with them as their work has been satisfactory—
sure some issues arise, but other plausible options may be few. The City may issue an RFB (a draft is in progress) for this work or further explore
internalizing this service—all have pros and cons. No action is currently pending, but since this issue was largely sidelined due to COVID-19 it is
something we must pick-up again and start thinking about.

Good Morning Everyone,
I wanted to give you a quick update on the Washington CARES Act Small Business Relief
Grant Program. The first round of applications closed on Monday at 4:30 pm. We received 375
applications. Tyler and his team at Open to Business are still processing the applications and
will be making ongoing grant awards, but we didn't receive enough applications in the 1st
round que to use the full $10 million in grant funding that was allocated to small businesses.
The breakdown of small business applications received by the closing is provided below.
The County Board held a CARES Act funding workshop on Tuesday and is considering a
second application round that will likely begin on September 10th through the 24th. The
County Board is also considering broadening the program parameters to include businesses
that were in operation as of January 1, 2020 (previously required six months of operations),
extending the FTE's from 50 to 75 and increasing the $3.5 million in annual revenues to $5
million.
There appears to be approximately $5 million+/- available for the second round.
I am happy to answer any questions and truly appreciate your continued input on this and all of
our economic development programs. Thank you for your continued partnership in helping
with the marketing efforts for the CARES Small Business Relief Grant Program! I will
continue to provide updates as we move forward.

Dear Community and Chamber Leaders:
COVID-19 has changed a lot of things but not the desire of our employees to give back to the
communities that we serve with electric and natural gas service.That's why our annual Day of
Service is still happening this year on September 11 and 12 . . . although it will look different due to
the pandemic. Our Day of Service event has been underway for several years already and we
typically hosted it on a Saturday morning across all of our Minnesota service territory. Employees
volunteer for a half-day of community service working on major projects to support our local non-
profit agencies. For example, we've pulled buckthorn, landscaped, painted buildings, stocked food
shelves, sorted donated items, participated in river clean-ups, etc. Obviously, working shoulder to
shoulder in support of our communities will not work this year so we have worked with our Day of
Service volunteer sites to create safe workspaces, and in some case, create kits where our
employees can volunteer from home. For those employees and retirees participating in an on-site
volunteering project, we are implementing similar practices that are required of our crews in the
field—universal masking and vigilant distancing. We are pleased to be able to carry on this tradition
both for the employees that want to serve and the organizations and communities which we are
serving.
We're also gearing up to serve our neighbors in the southern U.S. by helping restore power following
the devastation of Hurricane Laura. We have crews heading out from several of our states this week
to help get the lights back on for the more than 900,000 customers who lost power. We are so
grateful to our employees who step up to face these challenges and we're inspired by their
dedication to make a difference wherever help is needed.

load image House Passes Bill Aimed at Bolstering the Postal Service
The House on Saturday passed a bill aimed at rolling back service cuts
® at the U.S. Postal Service that many say could harm the ability of
Americans to vote by mail in the November general election. The
Delivering forAmerica Act would allocate an additional $25 billion for
the Postal Service.
The bill passed on a vote of 257 to 150,with all Democrats and 26
Emily J. Tranter GOP members voting yes, including Minnesota Congressman Pete
Lead Lobbyist, Policy and Stauber. Senate Majority Leader Mitch McConnell has indicated the
Federal Government Senate would not be taking up the House bill, and the White House
has threatened to veto it should it come to the President's desk.

their ballots in November is expected to surge due to the coronavirus
pandemic, but the new Postmaster General, Louis DeJoy, has come
into office implementing a series of cutbacks that have broadly affected
mail service.
The House Oversight and Reform Committee will hold a hearing today
with DeJoy and Postal Service Board of Governors Chairman Robert
M. Duncan, where members of the majority are set to press the
Nathaniel C. Mussell witnesses on operational changes made under DeJoy's leadership.

load image Virus Relief Reached More Small Firms in Program's Final Weeks
The administration released new details on the biggest coronavirus-
relief initiative last week that show more than 98%of loans approved
after July 6 were for less than $150,000, suggesting the program was
reaching smaller businesses before it closed earlier this month.
The Paycheck Protection Program had been criticized for not being
quick enough in serving independent contractors, small firms, and
minority-owned companies. The new data shows that most loan
Lianne M. Endo approvals in July and August were for personal-services firms, general
Federal Relations freight and trucking companies, and beauty salons.

The new data released by the Small Business Administration and
Treasury Department adds details on almost 379,000 new loans
approved between July 6 and the program's close on August 8. The
agencies had released an initial dataset for almost 4.9 million loans
approved from April 3 through June 30.
The data release comes as negotiations have stalled among House
and Senate leadership and the administration on a stimulus package
that could include another round of PPP funds with the opportunity for
Megan G. Knight firms hardest hit by the pandemic to get a second loan.

Colleagues,
While both national conventions have taken place over this and last week, one thing is evident:
America is a country in perpetual recovery. Once again, we're seeing headlines of social uprising
and the impact of systemic racism on our nation. Wildfires are ravaging California; multiple
hurricanes are expected to hit landfall along the Gulf Coast. This is happening while we are still
feeling the fallout of the coronavirus—our communities are hurting.
After the conventions, the rallies, the debates and the election, we as local leaders are the ones
who have been keeping our nation on a steady course through it all. Our cities, towns and villages
continue to bear the brunt of 2020. Each of you have stepped up and served your communities
with integrity and strength. I am proud to stand side by side with colleagues like you.
We are still pushing our message to Congress and fighting for you in DC. There is still time to
uplift your voice, call your Senators.
You've heard it more than once, but I will say it again; America's cities, towns and villages are
essential. You are essential.
