Dashboard containing more localized COVID-19 Impacts and rates LINK->>HERE
• If you have a need for some form of hardware/software to facilitate your"zooming", please let me know what you might need and we can very likely
supply it.
Other Items:
• Due to a public notice that Washington County developed that indicated that the 58th Street Extension as a"partnership" project between the County
and OPH and Stillwater which would be confusing to City Businesses;a planned technical meeting was suspended until such notices were clarified that
it is a County Project.This has been rescheduled for 9/17. The County's OPEN HOUSE process—which will be online-is now planned for 9/17
through 10/1.
• Chief DeRosier has supplied the August Police Activity Report—See Enclosed.
• Police Patrol Officer interviews are slated for next week Thursday. Mary McComber and Mike Runk are the Council representatives.
• The first Xcel Energy Advisory Panel meeting will be a ZOOM format.This is slated for 4 pm on Wednesday,9/16.
• Information on the upcoming TCO-Office Ground Breaking Ceremony slated for 9/17/20- 11:30 am.

Subject: Police Activity Report—August 2020
This overview report is the activity of the Oak Park Heights Police Department during the month of
August 2020. Officers responded to and generated 1,889 calls for service in the City of Oak Park Heights
during the month.
I provided an outline of conditions for the SRO and SWAHS Admin in regards to the opening of the
school to conform with the current CV-19 rules and requested Admin Johnson to coordinate a plan and
agreement with the school district if the SRO would be present in the school.
We were requested by the State of MN Dept of Public Safety to provide feedback on a pilot program
they are implementing regarding E Citations.
We completed the first round of interviews for the police officer candidate. We interviewed 16 of the
21 initial candidates. Several candidates had already accepted jobs, did not meet the requirements, or
did not appear for their interview. The second round of interviews with council and city admin is taking
place in September to narrow the pool down for background investigations.
We continue to spend significant time working with WC on their implementation of the required NIBRS
federal reporting data requirements.
Officers attended training courses during the month:
We have limited in person department training when we are able to maintain distancing and other
safety precautions, however we are still generally restricted to Online training at this time.

Call for Service Highlights:
With all the issues of the pandemic implementation we continue to work and deal with police work. The
department responded to many incidents during the month. This is a summary/sampling of some of
the cases we responded to and investigated:

1. Responded to assault between male female with one striking the other with a bat.
2. Investigated sexual assault of adult male claiming he was drugged and assaulted by
several other males.
3. Worked with the sex crimes unit in sting operation at massage parlor.
4. Conducted investigation and search warrant of residence in BP of male and female
involved in burglary in OPH. Property recovered and charges requested.
5. Arrested male resident on felony warrants.
6. Arrested male during traffic stop for possession of drugs, false information to police,
and under 21 consumption.
7. Investigated assault at laundromat after one person told the other to smile. The
other person called another male in who in turn "sucker punched"the first male.
8. Arrested a male found passed out under a tree. During checking his welfare he was
arrested for outstanding warrants and possession of drugs.
9. Arrested female for domestic assault after her boyfriend continued to deny her
sexual advances, she punched him.
10. Cited male for disorderly conduct who had been yelling and swearing at store
employees for not taking a return of merchandise.

Dear Community and Chamber Leaders:
I've opted to make my recent update a bi-weekly communication moving forward and hope that you still find this information
relevant and timely. If you have questions or issues you would like to have addressed in a future communication,do not

Xcel Energy continues to take a cautious approach to returning employees to the workplace. While businesses return to
normal and some students return to school,our essential workers may have a greater possibility of exposure to COVID-19.We
have continued to evolve our plans to bring employees back to the workplace and,for now, many Xcel Energy employees will
continue to work remotely to help ensure that we're keeping essential workers who must be in our facilities safe. If the field,
workers have made personal protective gear such as masks and social distancing a part of the normal work day. While we look
forward to bringing our teams back together,the safe and reliable delivery of energy is critical.
Even during a pandemic,some things never change. In light of recent stories about utility scams, I'd like to share a good
resource on how to identify and react to utility scams:https://www.consumer.ftc. og v/blog/2020/07/utility-company-calling=
dont-fall-it. As we've seen in the past,scammers are calling vulnerable populations and targeting businesses at peak times to
request immediate payment. Xcel Energy does not call customers demanding payment. Any payment issues would be
addressed by us in writing. In addition to helping us spread the word about scams, if you know of someone struggling with
their utility bills please encourage them to reach out to Xcel Energy through My Account,the number on their monthly bill or
via our website to establish a payment plan.

Colleagues,
I hope everyone had a safe and relaxing Labor Day weekend. On Monday, we honored our
essential workers who made great sacrifices to keep our communities running during the
uncertainty and unrest brought on by COVID. While we quarantined and socially distanced, our
essential workers braved the unknown to keep our grocery stores, pharmacies, trash pickup, and
other essential services running.
When I began my presidential year, the world was a different place than it is today. The start of the
new decade has proven to be one of the most challenging years many of us have seen in our
lifetimes. This year is still groundbreaking in ways besides the coronavirus. We have both a
landmark election in just eight weeks and the 2020 Census needs to be completed by the end of
the month and the outcomes of both of these events will set the tone for our nation's recovery.
NLC has been working to bring you resources, toolkits, and best practices to achieve an accurate
Census count and to ensure that America's cities, towns, and villages are at the forefront of the
Presidential candidates' platforms.
As President of NLC, my year was focused on Leading With Urgency—that rings true today more
than ever. Local elected leaders have embodied that sentiment. We don't have the luxury of
inaction, we've been on the frontlines of the pandemic since day one, and it's time our federal
leaders show the same dedication. With Congress back in session, we are continuing the fight for
their support. Reach out to Congress today and let them know that continued inaction is
unacceptable. Leading With Urgency means we all step up— local and federal, Democrat and
Republican —to start to recover safely and equitably.

NLC Responds to the Presidential Memorandum on
Defunding Cities
On September 3rd, President Trump issued the "Memorandum on Reviewing
Funding to State and Local Government Recipients That Are Permitting
Anarchy, Violence, and Destruction in American Cities" which directs the
Attorney General, in consultation with the Secretary of Homeland Security and
the Director of Office of Management and Budget (OMB), to publish on the
Department of Justice (DOJ) website "a list identifying State and local
jurisdictions that have permitted violence and the destruction of property to
persist and have refused to undertake reasonable measures to counteract
these criminal activities (anarchist jurisdictions)."
The memorandum also requires the Director of OMB to issue guidance within
30 days to the heads of all federal agencies on restricting eligibility of or
otherwise disfavoring, to the maximum extent permitted by law, anarchist
jurisdictions in the receipt of Federal grants.
In response, NLC issued a statement denouncing the memorandum and
urging the Administration to work with cities, not against us, to truly restore
and heal American communities.
