No new applications have been received. COVID-19 Matters: • This is the Governor's- PORTAL— Many documents/ Exec. Orders can be found: https://mn.,qov/covidl9 Washington County has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK-»HERE • If you have a need for some form of hardware/software to facilitate your"zooming",please let me know what you might need and we can very likely supply it. • ICE RINKS—The City would expect to open the ice rinks this winter, but the question of course is occupancy of the warming houses—number of people and mask protocols, etc. We do not have a policy crafted yet, however Andy Kegley is crafting one. In short it will include the use of masks and perhaps not more than 10 persons in facility at any one time ... a work in progress for now but will need to be an additional monitoring duty for the various attendants. Other Items: • Due to a public notice that Washington County developed that indicated that the 58th Street Extension as a"partnership"project between the County and OPH and Stillwater which would be confusing to City Businesses;a planned technical meeting was suspended until such notices were clarified that it is a County Project.This has been rescheduled for 9/17. Their OPEN HOUSE process—which will be online-is now planned for 9/17 through 10/1. We are informed that the County's submission to the MET COUNCIL for$7,000,000+/-was not selected for funding The MET COUNCIL Scoring sheet is enclosed.Beyond this scoring,their project was further disqualified as the County did not provide a letter of support from the City. • 1 did meet recently with the Bayport City Administrator to preview some of our data associated with the changes in F67 k Heights EMS policy and protocol and to see if they had and significant feedback — positive or negative with such implementation. 0 - Review of BFD Response and Action Related to EMS Calls Generally, there was not. Staff will be completing that final report to Council in the coming week or so-as to a six-month look back.In very broad terms out of 402 possible EMS related % Total Calls - NON Prison calls (non-prison), 73.4% were not responded to by BFD; 19.4%were responded to by BFD, but they did not perform a % BFD NOT RESPONDANTSTO CALL critical function"and in 6.9%of the cases they did respond and Calls when BFD Arrived-Bui Did Not Perform Critical Function performed a critical function. At this time, we do not know ofany major issues or complications. On a related note,BFD did Calls when BFD Arrived AND performed a Critical Function supply a total call update for each participating entity and total calls—these are included in weekly notes. • Enclosed is some information from COMMUNITY THREAD related to their DARTS bus. N m m o o a o 0 IM — m N .. .. .. 0 0 o N N IM ti ti ti N ti m N ti m a a m a a o o a a d o `0 O a a a Cl) 5 5 5 Pt W � community thread Om*le�Lolop September 14, 2020 Eric Johnson, City Administrator City of Oak Park Heights Box 2007 Oak Park Heights, MN 55082 Dear Mr. Johnson, Thanks to the support of the City of Oak Park Heights, as well as a number of other sponsors, DARTS is under contract to provide a community circulator bus serving the greater Oak Park Heights and Stillwater area through the end of October, 2020. 1 wanted to share some updates with you as well as ridership data. The service went through some significant improvements this year; specifically, it ran more efficiently and they were able to add another one-hour loop to the schedule (so it makes five loops now), adding more convenience for riders. Data shows that people are going to Target, Walmart, Aldi, River Market Community Co-op and Valley Outreach. This confirms what we also learned from a survey of riders: they are mostly using the bus to shop for food, with an average of 15.6 rides provided per week. We also heard some great comments on the survey: "With the snow and ice, I'm not taking any chances getting around any other way„ 14 of 22 "No matter how many people say they will help you out with rides, they are not always as reliable as this service" "Keep this bus going, it's really nice" "I get prescriptions at Walmart via the bus loop" The bus picks up riders residing at Birchwood Commons, Oak Park Senior Living, Raymie Johnson Estates, Brick Pond Apartments, Ann Bodlovick Apartments, Green Twig Villas and Hillcrest Apartments - housing which serves older and lower income residents less likely to own a vehicle. Riders who live within 2 blocks of the route may request to be picked up at their home by calling DARTS in advance. We believe that the demand for this service will continue to grow as it benefits the most vulnerable citizens of our community who otherwise struggle to access basic necessities. On behalf of the greater community, we are seeking $3,000 from the city of Oak Park Heights to help fund the $25,000 required to operate the bus for a third yea r. The City of Stillwater has pledged $5,000 in support for 2021. Other sponsors for this coming year include Lakeview Hospital, the Stillwater Lions Club and the Stillwater Noon Rotary.
