smoke detectors).

THURSDAY, OCTOBER 27, 2020
Present: Mayor McComber, Councilmembers Dougherty, Johnson,and Runk; City Administrator
Johnson, City Attorney Sandstrom, City Engineer Mann, and City CIerk Pinski. Absent: Councilmember
Liljegren.
1. Call to Order: Mayor McComber called the meeting to order at 5:48 p.m.
2. Discuss Governor Walz's appointment as Chair of the Midwestern Governors Association
and their key topic of"Empowering Midwestern Communities" related to power plant
closures and community transitions: Mayor McComber stated that the Governor's focus was
the impact to communities with power plant closures. She suggested inviting the Governor and/or
his staff people to meet with the City Council. She said they wanted a list from the City Council
on key points to start discussions with Xcel Energy. She provided broad examples of requests
from Colorado in their transition plan. City Administrator Johnson suggested City Council
members provide items of concern to him for a Resolution at the November 13 City Council
meeting. Mayor McComber said they wanted a list already so would like some ideas to bring
back to the Coalition of Utility Cities. Councilmember Dougherty said Xcel Energy should
maintain the existing CUP requirements. Councilmember Runk said the site should not be used
for storage. Councilmember Johnson said Xcel Energy should be responsible for environmental
cleanup.Mayor McComber said she would provide those items and any more to the Coalition of
Utility Cities.
No action taken.

I. Call to Order/Approval of Agenda: Mayor McComber called the meeting to
order at 6:00 p.m. Present: Councilmembers Dougherty, Johnson, and Runk.
Staff present: City Administrator Johnson, City Clerk Pinsk], City Attorney Kevin
Sandstrom, and City Engineer Mann. Absent: Councilmember Liljegren and City
Planner Richards.
Mayor McComber added"Consider the Resumption of Remote Meetings" as
New Business Item D.
Councilmember Johnson, seconded by Councilmember Dougherty, moved to
approve the Agenda as amended. Carried 4-0.
II. Council/Staff Reports:
A. Mayor McComber: She reported she attended a call with the Coalition of
Utility Cities, the Lookout Trail neighborhood meeting on October 24, the
Minnesota Association of Small Cities two-day retreat, and a virtual bus
tour with the Metropolitan Interfaith Council on Homelessness. She
announced the Mayor for a.Day Contest which was linked on the City's
website.
B. Councilmember Dou ertk: He reported there would be a Cable
Commission meeting in November, he attended the Lookout Trail
neighborhood meeting on October 24, and he and Councilmember Runk
held an interview aired on the cable access channel.
C. Councilmember Johnson: She reported she attended the Parks and Trails
Commission meeting where they discussed ice rink procedures during the
COVID-19 pandemic.
D. Councilmember Liliegren: Absent.
E. Councilmember Runk: He reported lie attended the CVB meeting and the
cable access interview.
F. Staff: City Clerk Pinski reported that Marlys Bell of 14812 58111 Street
North #61) was chosen as the recycling award winner.

A. City Council Teambuilding & Goal Setting: Mayor McComber reported
she would get back to the League of Minnesota Cities with date
suggestions for a Friday in January.
Councilmember Runk, seconded by Councilmember Johnson, moved to
table the item to the next meeting. Carried 4-0.
VII. New Business:
A. Norell Ave. Backage Road—Stantec Proposal—Design and Bidding
Services: City Engineer Mann provided an updated proposal to design the
backage road at Norell Avenue.
Councilmember Runk, seconded by Councilmember Johnson, moved to
accept the proposal for engineering services for the Norell backage road
project. Roll call vote taken. Carried 4-0.
B. City Stormwater Update— South of 55" Street/River Hills Development:
City Administrator Johnson said the City was contacted by a property
owner regarding a City storinwater drainage system that extended into
Baytown Township. He said he met with the property owner and reviewed
the site which appeared to be in need of some improvements. City
Engineer Mann provided a proposal with an estimate of$11,700 for an
erosion survey and site analysis in order to design a solution.
Councilmember Runk, seconded by Councilmember Dougherty, moved to
accept the proposal. Carried 4-0.
C. Proclamation Recognizing School Choice Week—January 24-30,2021:
Mayor McComber reported she received a request from National School
Choice Week to consider a Proclamation. Councilmember Runk said it
was a political issue and was not an appropriate subject for the City
Council to take on. No action taken.

D. Consider the Resumption of Remote Meetings: Mayor McComber
suggested with the recent increase in new COVID-14 cases in the area, the
City might want to consider resuming remote meetings.
Councilmember Johnson, seconded by Councilmeinber Dougherty, moved
to resume remote meetings. Carried 4-0.

Background/Justification:
Tlie police department uses medical grade oxygen when it responds to medicals in OPH using portable
prc�,siirized tanks. These tanks need to be refilled or exchanged. Currently we use several sources to
excliiin,-,c or refill our tanks when they are depleted to include local medical provider and area fire
departments.
Staff is recommending using a single source W Mathison Gas out of Eaun :1-IN, to provide an exchange
/refill service in the future.
The department has medical equipment including oxygen in all 4 marked squad cars, along with spare
tanks. By using Mathison gas we can exchange empty tanks for full tanks. We simply pay a fee for
each refill along with a single trip charge to have them come and replace several tanks at one time.
Current fill /exchange rates are $21.50 per tank. A $33.00 delivery and Hazmat fee of$7.50 is charged
per trip. We expect to have 5 bottles exchanged at a time. By utilizing 10 total tanks this allows us
time to internally swap tanks as they are used until a single trip is requested for refill. /exchanges.
Annual cost estimate of less than$1,000.00 annually. There is allowance within the budget to
accommodate this. This is not a contractual obligation and service may be stopped, not used, or altered
at any time without penalty. The department maintains ownership of a stock of 10 tanks even if we
stop using the service.

Background/Justification:
I ant requesting the appointment of Adam Thorsten as ,,i ncvv hire full time Police Officer. Thorsten
has successfiill� completed the hiring process approved by council. This position is to fill vacancy
created by the resignation of Officer Tennessen in Spring of 2020.
Thorsten was I of 2 candidates from the applicants to set himself above the rest and make it to the final
selection in the hiring process after the final interview with City Admin and Council members. After
review of the final interview and background information of education and employment references,
Thorsten is selected as a final candidate. The other candidate accepted a job offer with another agency
prior to completion of our background investigation.
Thorsten has a high motivation for the position and a high recommendation from previous employers.
Thorsten has exhibited his desire to work for OPH PD and that combined with the community attitude
he displays I feel will make him a valuable addition to the OPH P.D. and community. He previously
worked in neighboring cominunities and has significant ties with friends and family to this area.
Thorsten has a significant background in Law Enforcement coming to the OPH PD with over 15 years
of experience including patrol, SWAT, Emergency Management with experience in EOC command
center, and basic supervisory duties. Due to this experience and training it is expected his training
required by OPH PD will be minimal allowing him to fall into the full-time schedule much quicker
than a general new hire officer. He will bring significant experience and training to the department to
share with current staff.
I recommend his starting wage be the starting 3 yr. step which is an officer with 2 year's experience.
After one year of probation and employment with OPH he would then be at the top patrol wage step.
This is consistent with what city administration has done with other hires and positions within the city
for experienced employees coming to work here.
This is conditional offer based on successful completion of a physical and psychological exam as
required by POST licensing.
Expected start date would be after Jan 1, 2021 with appearance before council for swearing in
ceremony at date TBD upon completion of conditions above.

SERVICE TO OAK PARD HEIGHTS AS A BROADCASTER FOR
VARIOUS CITY MEETINGS AND EVENTS
WHEREAS, Don Fixmer has provided audio/video production and
broadcasting services for Oak Park Heights City Council and Commission
meetings and events for over 30 years as a videographer through Valley Access
Channels; and
WHEREAS, Don Fixiner studied audio-visual/TV production at 916 Vo-
Tech Institute, began his career over 30 years ago, and has since broadcast
thousands of government meetings, and
WHEREAS, as a result of his production and broadcasting services, Don
Fixmer has provided a critical link of information to the citizens of Oak Park
Heights and the general public;
NOW, THEREFORE, the City of Oak Park Heights hereby recognizes
and thanks Don Fixmer for his distinguished service to the City of Oak Park
Heights as a broadcaster of City meetings and events through Valley Access
Channels.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City

With some recent feedback received from the neighborhood meeting and a subsequent letter
received from area residents, STANTEC has begun to outline options and ideas for Lookout Trail
with these comments in mind.
The goal is to try to meet as many desires as possible of course. But as there are limited funds, it is
important the Council also provide some feedback and direction to STAFF relative to these early
concepts and ideas. Staff would request that Worksession to be held on Tuesday - 11/24—5:30
PM.
Once Staff have some further Council input, we would expect to hold another neighborhood
meeting in early December with these ideas that may be within the City's financial capability and
would be realistically constructable.
