The meeting will follow the provisions of Minnesota Statute § 13D.021. If practical, members of the public may be permitted to remotely listen to the meeting as provided in 13D.02I, Subd. 3, subject to such person paying for any added cost incurred by the City as a result of the additional connection. Call to Order: Chair Chirhart called the meeting to order. Present: Vice Chair Weyer, Commissioner Hoeppner, Commissioner Peterson, Commissioner Thoreson (arrived after Item II1), City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission Liaison Johnson. Absent: None. Il. Approval of Agenda: Vice Chair Weyer, seconded by Commissioner Hoeppner, moved to approve the Agenda. Carried 4-0. III. Approve Parks and Trails Commission Minutes_-July 20, 2020: Commissioner Hoeppner, seconded by Vice Chair Weyer, moved to approve the Minutes. Carried 4-0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported First State Bank and Trust in Bayport contacted the City to donate a memorial bench for an employee and Oak Park Heights resident, Kristy Maw, who passed away. She said the bench would be placed at Autumn Hills Park on the west side of the playground. B. Public Works Director: Public Works Director Kegley reported that staff was working on standard park maintenance. C. Other/ Commission Liais_on_Reports: Commission Liaison Johnson reported that the Cover Park garden clean up was set for August 22. City Administrator Johnson reported that the Xcel Energy Allen S. King Plant Advisory Committee's first meeting was set for September 16 at 4:00 p.m. He also reported that the trail connection at Oakgreen Avenue was completed. Commissioner Hoeppner suggested the Parks and Trails Commission send a thank you to Mr. Junker for the donation of the easement for that project. City Administrator Johnson confirmed he would send a letter and sign it on behalf of the Commission. V. Visitor/Public Comment: None VI, Public Hearings: None VII. Old Business: A. Brekke Park Seesaw Replacement Options: Arborist Danielson reported she contacted two playground equipment vendors and received some quotes for different options for replacement of the broken seesaw. The Commission discussed the options and suggested staff make the decision. Commissioner Thoreson, seconded by Vice Chair Weyer, moved to direct staff to select a decision for the teeter-totter replacement and come back to the Parks and Page 3 of 10 Parks Commission Minutes August 17, 2020 Page 2 of 2 Trails Commission with the decision. Respectfully submitted, Jennifer Pinski City CIerk Page 4 of 10 0 CITY OF OAK PARK HEIGHTS WARMING HOUSE COVID-19 POLICY To better facilitate COVID-19 safety protocols necessary to open city ice rinks, the following policies are in effect for the city warming houses at Brekke Park and Cover Park until further notice: 1. No one should enter the warming house if they are feeling ill. 2. All staff and visitors to the park indoor shelters or warming houses must wear a face mask. 3. At all times proper six (6) feet social distancing shall remain in effect for all interior warming house areas, including restrooms. 4. There should not be more than ten (10) individuals occupying the warming house at any given time(not including one rink attendant). 5. During the hours of warming house operation and when it is apparent to the rink attendant that the occupancy exceeds ten (10) people, all visitors shall be limited to what is reasonably necessary to put on skating gear or outdoor gear and for warm-up, not exceeding fifteen (15) minutes. The rink attendant shall monitor and establish a reasonable rotation if necessary. 6. Park shelters/warming house common areas, high touch areas and restrooms will be cleaned and disinfected during each shift. Trash will be removed on a daily basis. 7.
