Call to Order: Chair Chirhart called the meeting to order. Present: Commissioner Hoeppner, Commissioner Peterson, Commissioner Thoreson, City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission Liaison Johnson. Absent: Vice Chair Weyer. II. Approval of Agenda No changes made. III. Approve Parks and Trails Commission Minutes—August 17, 2020 No changes made. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported that the third and final weed visit for the prairies took place in September, and maintenance for the following year would include a prairie burn in the spring along with three weed control visits. She also reported that she was working on the boulevard tree removal list and the trimming list. She said Sentence-to-Serve crews had been: removing some brush at Brekke Park. B. Public Works Director: Public Works Director Kegley reported that Lisa did get the teeter-totter fixed, they mitigated some drainage issues that the bike crew was having at Valley View Park, they installed a snow retention guard on the south side of the roof at Cover Park shelter, and all park shelters have been winterized. C. Other/Commission Liaison Reports: Commission Liaison Johnson reported that the Cover Park garden clean up set for August 22 was a success. She also reported that the Bonding Bill passed which included a project in the City on 60t' Street near Panera. V. Visitor/Public Comment: None VL Public Hearings: None VII. Old Business: None VIII. New Business: A. COVID-19 Warming House Policy: Public Works Director Kegley provided the Parks and Trails Commissioners with a draft policy for opening the warming houses during the pandemic. The Commissioners agreed the warming houses should be open with the policies outlined. They discussed having the policy posted at the warming houses; on the City's website, Facebook page, and NextDoor page; as well as on the Cable Access channel. Recently with COVID infection numbers increasing and the governor implementing a four week dial back on certain activities to slow the spread of COVID-19,there has been some internal discussion whether to open the warming houses for the 2021 rink season. I would appreciate the Park Commissions input on this matter. For now, my plan is to follow the recommendations and the requirements of the Governor's executive orders, but since the most recent order (20-99) as of the date of the memo allows social gatherings at places of public accommodation, the plan is to open the warming houses, following safety recommendations, any future executive orders issued by the MN Governor's office and the warming house policy that you reviewed at the September 2020 meeting. N N 55082%Phone(65l?4394439•h3x 439-0574 To facilitate some COVID-19 safety protocols,the following policies are in effect for the City warming houses at Brekke Park and Cover Park until Further notice: 1. There shall be not more than ten (10) individuals occupying the warming house at any given time. (not including one rink attendant) 2. During the hours of warming house operation and when it is apparent to the Rink Attendant (if present) that this occupancy exceeds 10 persons; occupancy by all visitors shall be limited to not a time duration as reasonably necessary to put on skating/outdoor gear and /or to warm -up —but not exceeding 15 minutes. The Rink Attendant shall monitor and establish a reasonable rotation if necessary. 3. All staff and visitors to the park indoor shelters/warming houses must wear a face mask. 4. At all times proper six (6)foot social distancing shall remain in effect for all interior warming house areas including restrooms. 5. No one should enter the warming houses if they are feeling ill. 6. Park Shelters/warming house common areas, high touch areas and restrooms will be cleaned and disinfected during each shift. Trash will be removed on a daily basis. 7. At-risk persons. Please see the attached communication. They are hoping for approximately 200 participants. This is to be sponsored event—with the promoter being the Greater Stillwater Area Chamber of Commerce and the beneficiary being SASCA. THE CONCEPT IS THAT THIS WOULD BE A SELF-TIMED EVENT WHERE RIDERS WOULD SHOW-UP OVER THE WEEKEND INDIVDUALLY AND RIDE ESTABLISHED LOOPS. IPHONE OR SIMIALR TRACKING WOULD LOG TIMES. WE ARE ADVISED THAT THERE WOULD NOT BE ANY STAGED RACES OR OTHER GATHERINGS. The City does allow grooming of the current MTN Bike trails by SASCA for fat tire bikes and that did commence in 2019/20 season and there were no known issues. Further, considering the individual nature of this event it is exactly not-clear on how sponsor/promoter differs from — simply saying to riders—"...go use the established public trails"; so.... we will have to evaluate that from a perspective of liability and establishing some ground rules or expectations. Considering the timing, the Council did approve this concept with the adoption of a Final Agreement consistent with past practices and with further input from the Park Commission. Frankly,this should be a very minor event but will give the community some further incentives to get outside and visit our area.
