Box 2007 /� Oak Park Heights, MN 55082-2007 (� ' Re: Palma Property DrainaeowThes BRA Ft - • 55-05-01 As directed, we have reviewed the Palmer Property to determine the best route for storm water runoff for potential future development. It is also our understanding that residential owner(s) in the development to the south of the Palmer property may be interested in acquiring a strip of land from the Plamer's to aid in setback zoning issues for home additions. In our analysis we studied three options for discharging storm water from the site. Below are brief descriptions of each option and our recommendation for the most feasible option. Option 1- Existing Topography In Option 1 we analyzed the use of gravity to discharge the existing landlocked low area northward to the existing pond. (See Figure 1 for locations and elevations.) The existing outlet for the pond is at an elevation of approximately 947.0 and the landlocked area is at 944.0; therefore, a gravity outlet for the landlocked low area is not possible. The only way to develop the area with existing topography is for the installation of a lift station to serve the landlocked low area and force main to the existing pond. Option 2- Storm Sewer Option 2 analyzed the potential to use existing storm sewer in the area. As shown in Figure 2 a storm sewer structure, with an invert elevation of 929.80, is located at the southeast corner of Oakgreen Place North. At this elevation a gravity storm sewer system could be installed to convey the storm water from the landlocked low area to the existing storm sewer. However, the construction of the storm sewer would be through an existing residential neighborhood, which would result in additional cost to remove and replace items such as curb and gutter, bituminous roadway and landscaping. In addition, easements would be required for the installation of the storm sewer between existing houses on the north side of Oakgreen Place N. This would be a fairly costly project for approximately 800 feet of storm sewer and associated structures and street reconstruction, • St. Paul, St. Cloud, Rochester, Willmar, MN • Milwaukee, WI ■ Chicago, IL Affirmative Action/Equal Opportunity Employer and Employee Owned Option 3- Re-Grade the Area It appears that the property could be re-graded to drain the storm water runoff from the south to the existing pond to the north. As shown on Figure 1, there is approximately 12 feet of fall from the west side of the property to the low area on the east side. The entire lot could be re-graded to allow drainage towards the north. The grading would result in a significant loss of trees; however, the trees would most likely be removed to maximize development of the site. It is our opinion that the most feasible option for proposed development is Option 3. This option allows for the routing of storm water without additional costs of a lift station or the destruction of an existing neighborhood. For any of the three options analyzed, it is assumed the existing southerly 20+ feet of the Palmer property will be a pond or a fill slope and unusable for development improvements.
