Further clarification too:
If stand alone (separate, detached structure) and utilities are connected to the main home utilities and
utilities are combined = no additional charge. Even if there are 2 addresses.
If utilities are billed separately, then additional SAC is due.
If separate structure has its own utility connection to the street, additional SAC is due.

Hey Jessie,
We have a single family residential dwelling adding an attached garage with an upper level living unit that will not have
access from the interior of the main house and will have separate utilities run to it and its own water meter. I have
attached the most recent plan for the addition work.
Per my conversations with the couple who live her and are doing the addition, it will not be an office, not be rented, will
not have access from the primary structure (only the exterior) and is likely going to be occupied by a family member.
Do I need separate SAC for this space?

Please Read: This form is for reporting all SAC-related demolitions to be placed on record as potential SAC credits.
All demolitions must be reported to MCES in order for the potential credit be allocated to the new use.
Attach MCES SAC-C or Determination Letter for all commercial, institutional/governmental facilities in order to show
how the number of credits were calculated.
Attach a Determination Letter for all industrial facilities permitted by MCES.
Reduce the SAC Units of credit for apartments by 20% and publicly-assisted housing by 40% in order to adjust for
previously reduced charges.
The number of potential SAC units must be rounded to the nearest whole number.

Dear Ms. Hultman:
I completed a SAC review on December 30, 2020 of the Sewer Availability Charge (SAC) reports for the City of Oak Park
Heights for the period of January 2013 through November 2020. No SAC collection discrepancies were noted.
There are 2 building demolitions that have not been reported on the SAC-D Demolition Declaration form. All full
building demolitions connected to sewer are required to be properly reported in order for there to be SAC credit
for a new use on the site. When a new use permit is issued for these sites,the new use must also be reported and
include the corresponding demolition credit. A copy of this letter with the completed SAC-D form can be remitted
with your next SAC report.They are:
• Permit#2018-00270, dated 8/31/18,for a single family home located at 5625 Oakgreen Ave N
• Permit#2019-00159, dated 6/14/19,for former A-1 Maintenance building located at 5845 Stagecoach Trl N
It should be noted that per SAC procedures:
• Anytime a new use is established on the property,or if there is a tenant build-out in a speculative building,even if
no SAC is due,when a permit is issued for the project the change of use should be reported to Metropolitan Council
with the regular SAC reporting. The permit number and issue date can be written on the letter(or attach a copy of
the building permit)and submitted with the SAC-A form;
• All demolitions that occur during the year must be properly reported on the SAC-D form, regardless if the demolition
was stated on a SAC determination letter from MCES or is included in other documentation; and
• Our SAC rules and criteria were changed on July 1, 2018. Details can be found in the current SAC Procedure Manual
or by visiting www.metrocouncil.orq/SACprogram
