Stillwater,MN 55082 Dear Mr. Bockman: The City policy on sewer rates has always been based on the water usage in the fourth calendar quarter of the year and is only adjusted once per year on December 31st The rate is adjusted on this quarter rather than the summer quarters and winter quarter because of yard sprinklers during the summer months and water left running for freeze up during the winter months. Your 1994 sewer rate was based on your water usage from 10-1-93 to 12-31-93,which was 1,119,000 gallons. The rate is$1.76666 per 1,000 gallons,which gave you a sewer rate of$1,978.13 per quarter from 12-31-93 to 9-30-94. The total water used from 10-1- 93 to 9-30-94 was 4,409,000 gallons. The 1995 sewer rate is based on your water usage from 10-1-94 to 12-31-94,which was 1,182,000 gallons. This gives you a sewer rate of $2,088.19 per quarter from 12-31-94 to 9-30-95. The amount of water used for the first quarter of 1995 was 1,495,000 gallons. At the present time the City does not have any plans for changing this policy. I will consult with the City Administrator to determine if there is a possibility of changing the commercial accounts to be based on actual usage versus fourth quarter usage. I will let you know if this change is made. I have noticed over the past two years that my sewer rate for the year has been established in the first quarter of each year. This period happens to be our busiest 3 months of the year. I feel that any commercial user of water in the volumes that we use should be charged only for the gallons used and placed in the sewer each quarter, not just based on the first quarter volume. I think a quick check of your records will show this fact to be true. I feel I have been overcharged for a number of years because of this practice.
