Kennedy Builders has submitted plans pertaining to an office/warehousing operation to be located on Lot 7, Block 2 of the Kern Second Addition. The subject site is zoned B-3, Highway Business and Warehousing. The proposed operation is allowed as a permitted use (office) and accessory use (warehouse) within this zoning district. Per the City Design Guidelines, the development requires a site plan review. The lot is 2.87 acres in size, or 125,017.2 square feet. The applicant is proposing two phases. Phase 1 (front of site) will include a 20,400 square foot building (2,400 square foot for office and 18,000 square foot for warehousing). The second phase is proposed for a similar size structure which will be reviewed separately at a later date. Attached for Reference. The proposed development is consistent with the Oak Park Heights Comprehensive Plan, which calls for Highway Business and Warehousing development in the subject location. Zoning. The site is zoned B-3, Highway Business and Warehousing. The office space which is to be located in the front of the building is a permitted use within this district. The warehousing operation to be located in the back of the building is allowed as an accessory use to the permitted office use. Lot Area. The required minimum lot area is 15,000 square feet. The proposed lot is 125,017 square feet, which is well over the required minimum. Lot Width. The required minimum lot width is 100 feet. The proposed lot width is 160 feet, which exceeds the City minimum. Building Height. The maximum allowable building height is 25 feet. The proposed building height is 21 feet, 4 inches, which complies with City standards. Building Material. The proposed building materials for the office area will consist of horizontal vinyl siding and face brick. The roof will consist of asphalt shingles with metal step flashing. The warehouse section of the building will include painted concrete and a 3 foot 4 inch high painted stripe running horizontally along the side of the building. According to the City Design Guidelines, multi-tenant office/warehouse shall be sixty-five (65) percent Grade I or II materials on primary exterior facades. In order to meet this criteria the concrete block would have to be of a specialty texture or architecturally designed textured concrete panels. The concrete block should not be smooth or scored concrete block. Setbacks. For the B-3, Highway Business and Warehousing, Setbacks Required Proposed Front Yard 40 feet 82.5 feet Side Yard 10 feet 10 feet Rear Yard 20 feet over 500 feet Parking. Standards for calculating parking for the site: Office: 3 spaces plus 1 per 200 square feet of floor area*. Warehouse: 1 space per 2,000 square feet of floor area*. In addition, 1 space per company owned vehicle. * Floor Area. The term "floor area" for the purpose of calculating the number of off-street parking spaces required shall be determined on the basis of the exterior floor area dimensions of the buildings, structures or use times the number of floors, minus ten (10) percent, except as may hereinafter be provided or modified. Required Number of Parking Spaces: Office: 2,400 s.f. x 10 percent = 2,160 / 200 = 10.8 or 11 spaces + 3 = 14 parking spaces. Warehouse: 18,000 s.f. x 10 percent = 16,200 / 2,000 = 8.1 or 8 spaces + 1 / company owned vehicle (unknown) = 8 parking spaces. Required minimum number of parking spaces: 22 Proposed number of parking spaces: 21 The applicant shall supply a revised site plan that adds one more parking space to come into compliance with City standards. Curb, Gutter, and Surfacing. City staff has reviewed and discussed the issue of curb, gutter, and surfacing, and have determined that paving is required throughout the entire vehicle traveled area. The applicant has requested that curb and gutter not be required in areas behind the front of the building. This will be a policy decision for the City Council to make. The final design for curb and gutter, and surfacing as it relates to drainage is subject to review and approval of the City Engineer. Landscape Plan. The applicant has submitted a Landscape Plan, however, the plan does not specify species of plantings, only indicating genus. The spacing of plantings along the side property lines is measured to be 65 feet. The City may wish to require the applicant to reduce the tree spacing to 40 to 50 feet in order to be closer to the City's boulevard standard of 40 feet. The island located at the front of the property raises some concerns among staff. All plantings occur on the property owners side, which is not the issue. Concern lies as to what will be planted in the right-of-way; grass or rock. The applicant shall submit a Landscape Plan that indicates planting specifics, as well as takes into consideration the concerns of the City. The landscape plan is subject to review and approval of the City Arborist. 3 Grading and Drainage Plan. The applicant has submitted a Grading and Drainage Plan, which is subject to the review and approval of the City Engineer. Utility Plan. The Utility Plans are subject to review and approval of the City Engineer. Lighting Plan. The applicant has submitted the type of lighting fixtures to be used. However, a lighting plan indicating where fixtures are to be located must be submitted and is subject to the review and approval of the City staff. Signage. The applicant has submitted details for a monument sign and for two business signs consisting of metal lettering. The monument sign measures 39.53 square feet which is less than the maximum allowed in the district (50 square feet). The two business signs being proposed would measure 90 square feet each which exceeds the maximum allowable size of 64 square feet. The applicant proposes only one wall sign at this time. A variance would be required if more than one wall sign is requested. Phase II Building. The applicant has submitted a rough concept for a second building (Phase II) of similar design and the same parking requirements. The development of a second building on the site would require a separate PUD/CUP review, which would follow the criteria outlined in Section 401.03.A.8 and Section 401.06 of the Zoning Ordinance. RECOMMENDATION AND CONCLUSION Our office after reviewing the request and criteria for site plan approvals, recommends approval of Kennedy's request for site plan approval of an office/warehousing use located on Lot 7, Block 2 of the Kern Second Addition. The recommendation is made with the following conditions. 1 . The concrete block used on the sides and rear of the warehousing section of the building be of a specialty texture or architecturally designed concrete panels. 2. The applicant supply a revised site plan that adds one more parking space. 3. The City Council makes a policy decision on whether to require curb and gutter behind the front of the building. 4. The final design for curb and gutter, and surfacing as it relates to drainage is subject to review and approval of the City Engineer. 5. The Utility Plans are subject to review and approval of the City Engineer. 6. The applicant submit a lighting plan indicating where fixtures are to be located and is 4 subject to the review and approval of City staff. 6H The applicant submit a landscape plan that indicates planting specifics, which takes into account the concerns of the City and which is subject to the review and approval of the City Arborist. 7.
