This meeting will be conducted by video/telephone conference due to the ongoing COVID-19 health
pandemic. The meeting will follow the provisions of Minnesota Statute § 13D.021. If practical,members
of the public may be permitted to remotely listen to the meeting as provided in 13D.021, Subd. 3, subject
to such person paying for any added cost incurred by the City as a result of the additional connection. The

Monday, March 15, 2021 at City Hall
Held via Zoom videoconferencing allowed per MN Stat 13D.021
I. Call to Order: Chair Chirhart called the meeting to order at 6:03 p.m. Present: Commissioner
Hoeppner and Commissioner Thoreson. Also present: City Administrator Johnson, City
Clerk Pinski, Public Works Director Kegley, Arborist Danielson, and Commission Liaison
Councilmember Johnson. Absent: Vice Chair Peterson.
It Approval of Agenda
Commissioner Hoeppner, seconded by Commissioner Thoreson, moved to approve the
Agenda. Carried 3-0.
III. Approve Parks and Trails Commission Minutes —January 25, 2021: Commissioner
Hoeppner, seconded by Commissioner Thoreson, moved to approve the Minutes. Carried 3-
0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that the City Council approved the prescribed
burn and three weed control visits, and that they approved a Proclamation for April
30 as Arbor Day and May 2021 as Arbor Month. She said a ceremonial tree planting
was not required for 2021 due to the pandemic, but that she would be putting some
children and family activities on the City's website.
B. Public Works Director: Public Works Director Kegley reported that a rink update
was included in the meeting packet, and his department was getting parks and trails
ready for spring.
C. Other/ Commission Liaison Reports: Commission Liaison Councilmember Johnson
reported that the City Council was interested in reinstating the garden club, and there
was going to be an ad in the upcoming City Newsletter. She said they would be
primarily focusing on Cover Park.
V. Visitor/Public Comment: None
VI. Public Hearings: None
VII. Old Business:
A. Bylaws Amendment: Commissioner Thoreson, seconded by Commissioner
Hoeppner, moved to accept the Bylaws amendment as presented and forward to the
City Council. Carried 3-0.

A. 2021 Summer Park Program Activities Schedule from Coordinator Gina Zeuli:
Commissioner Hoeppner asked if the schedule gets advertised through the School
District. City Administrator Johnson said the goal of the program was to be for Oak
Park Heights residents and kids. He said the budget was only about$8,000 for the
entire summer, and the City would not have enough resources and supplies to
support a large turnout. Johnson did say there were events that did not require
supplies, and the City may want to consider that those specific events could be
targeted to a broader audience. He said the City may want to think about reaching
out to surrounding communities for joint funding. Chair Chirhart suggested
discussing the ideas further at their next meeting.
B. Next Meeting: Monday, April 19 at 6:00 p.m. via Zoom
C. Upcoming Council Meeting: Tuesday, March 23 at 6:00 p.m. via Zoom
Chair Chirhart brought up the Valley View Park Family Event that was put together by the
Early Childhood Center in March. She said she felt it was a great program and appreciated
the City's letter to the School District.
Commissioner Hoeppner said there was a Community Education group and that he believed
there was a citizen representative from Oak Park Heights as part of that group. He thought it
might be a good idea to find out who that representative was in order to share programs and
help spread the word.
Commissioner Thoreson, seconded by Chair Chirhart, moved to direct staff to summarize
the Valley View Park event for the newsletter so citizens were aware. Carried 3-0.
Commissioner Thoreson suggested the Parks and Trails Commission sponsor an open house
at the annual Party in the Park to inform residents about the City parks with tours and
information. Chair Chirhart suggested that once the City had decided what they were going
to do in 2021 for a Party in the Park event, that the Parks and Trails Commission could form
a committee to help with planning.
X. Adjourn: Commissioner Thoreson, seconded by Commissioner Hoeppner, moved to adjourn
at 6:28 p.m. Carried 3-0.

Re: Get to Know Our Parks Walk/Run Event
The City Council announced at their March 23 City Council meeting that they will be delaying
and/or cancelling the annual Party in the Park event due to the ongoing public health
emergency.
Instead, the City will have an event in June to encourage our residents to get out and enjoy the
community though a virtual, self-paced walk/run event. Participants can walk or run either a 5k
or 10k loop that takes you through our City parks and on a portion of the City's extensive trail
system (distances are approximate). The participation window is from June 1—June 15. Pre-
registration is not required.
Participants will track their results on any number of free apps, like Map My Run, Strava, Nike
Run Club, or just follow the route, then submit their results via a form which they can get from
by scanning a QR code or from the City's website. Those who participate and complete the
form will be entered for a random drawing to win one of several gift cards to a local business.
Prizes are not based on time results–just a random drawing.
I have enclosed the event flyer which is on the City's website and Facebook and will also be
posted at the parks. I have also enclosed the route maps which are available for download on
the City's website.

5K/10K Routes
Virtual (approximately) 5K and l OK routes around the Oak Park Heights Parks and Trails. They are designed to
be a loop, so you can start and stop wherever you choose,whether that be at Brekke Park, City Hall, Swager Park,or your
driveway. Track your run or walk on Nike Run Club,Map My Run, Strava, any app of your choice, or manually. Then,
submit your results via the QR code on the City's website.
