Zoning&Development Items:
1. The City has received an application from PET IQ to install veterinary clinic inside the WALMART,this may require a CUP but
staff is reviewing this and possible signage plans.
2. The former BURGER KING is expected to be set up as a temporary COVID-19 testing facility—by GS LABS-I have enclosed
some of their related information. This is expected to operate into FALL 2021.
3. It has been discovered that PIZZA RANCH was not billed for several years for their irrigation water use,that bill has now been
issued and a copy along with an explanation letter is enclosed.
4. Enclosed is the most updated layout for the Backage Road Alignment developed by STANTEC to be submitted to MNDOT for
further review. We have received some positive feedback from GARDY's relative to the eastbound turn-lane; Such curved one-
way design should prevent access westbound to Norell Ave. We will see what MNDOT has to say. (This has been shared with
TOP-10 Liquor who is planning to acquire the former McCormick's building)
COVID-19 Matters:
• This is the Governor's-PORTAL https://mn.gov/covidl9—Many documents/Exec. Orders can be found. Washington County
has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK-»HERE.
• The State has issued a general VACCINATION process for all Minnesotans-Sign up at Vaccine Connector
(httl2s://vaccineconnector.mn.gov/).

Other Items:
METRO TRANSIT has replied to the City/County engagement on the landing sites related to the TWO BUS STOPS noted by the City last
month. They indicate that they hope to perform this work in the next 12-24 months. Also enclosed is the communication from Washington
County Board also inquiring about improving these access points.
The City has officially conveyed the remaining A.V. equipment to the CABLE ACCESS CHANNEL —See the enclosed communication to
Mr. Greg Piekarski,Mgr-Cable Access Channel. Don Fixmer will be happy.

Dear Ms. Swanson:
It came to our attention during the 3/31/21 billing cycle that Pizza Ranch has never received a bill for the
water usage related to the irrigation meter. This meter was installed in March of 2017 and has
registered 1,212,000 gallons of usage for which you are responsible for.
The original bill generated on 3/31/21 is$7,358.19 based on the 2021 billing rates. We have
recalculated the bill for the period 2017-2020, using the 2nd, 3rd, and 4`h quarter as billing periods.
By doing so, the amount of water used was divided equally over those quarters and the rates for 2017-
2020. This resulted in a total bill of$4,533.77. The following reflects this re-calculation.

I received the letters from City of Oak Park Heights Mayor and Council dated March 23, 2021, and
from Washington County Commissioner Kriesel, dated April 6, 2021.Thank you for the inquiry.
We are adding Bus Stops 7261 and 7253, Stillwater Blvd &58th St N in Oak Park Heights, to our five-
year workplan and anticipate construction may occur in the next one to two years. Metro Transit
staff will begin exploring design options for adding accessible boarding pads.This will include
coordination with Washington County Public Works and City of Oak Park Heights Public Works staff.
At the northbound bus stop, it appears a pad can be added between the curb and trail to make the
accessibility improvement, but site measurements are needed to verify. At the southbound bus stop,
the site conditions and absence of a pedestrian network are challenges to making the stop
accessible. We would like to consider moving the southbound bus stop to the pedestrian crossing
preceding the traffic signal, nearside of the intersection.

Dear Metro Transit:
As Washington County_..Commissioner of District 3, I am writing in support of the request from the City
of Oak Park Heights to improve the bus stop at 58th Street and Stillwater Blvd along Route 294. The
bus stop is lacking nearly all of the standards outlined in Metro Transit's Better Bus Stop Program.
Most significantly, it Iacks a firth, stable surface to allow passengers to board the bus and to be in
compliance with the Americans with Disabilities Act and related updates.
Washington County supports Metro Transit's efforts to create a minimum standard for bus stop
accessibility. Persons with a disabilities live in all corners of the Metro Area and deserve equal attention
in Metro Transit's planning and programming efforts. We applaud Metro Transit's better bus stop
program and look forwarding to seeing it extended outside Minneapolis and Saint Paul.
Washington County recognizes that ridership is lower on Route 294 compared to many other routes, that
passengers can only access one eastbound and one westbound trip, Monday- Friday, as a result of cut
backs due to the COVID-19 pandemic. With such limited service, now is the perfect time to make
improvements to prepare for a return to service post pandemic. For my constituents that rely on the 294,
it will be a critical connection to jobs and education when the community returns to in-person activities.
We also see these improvements as important to growing ridership as accessibility/ease of access and
ridership are closely related.

the attached two pages and as generally been derived as a result of their replacement/ upgrades to the
City's infrastructure in the Council Chamber. It has been deemed surplus equipment.
We hope the equipment can be reused in some capacity in your work serving the St. Croix Community.
Please have it removed by May 1St, 2021 subject to you or your staff's ability/time- but during the City's
regular business hours. The City is not in need of any final report of any final use.
