Zoning / Development items f
1. No new applications have been received.
2. The City has remained engaged with Mr. Eric Nordeen who's mother
owns the property at 5565 Oakgreen Ave. - and where the County
has essentially shut-down their septic system being non-compliant. I
have asked Chris Long to prepare a report as to how this site may be
served with water and sewer services and is enclosed. Staff will be
meeting with Mr. Nordeen next Tuesday to discuss the matter further.
Option #3 may require some financial commitment by the City to
achieve the utility sanitary extension, but this may be recoverable
with the development of the Palmer property to the north and may
avoid some issues with the neighbors in Option #1.
3. The City has sent an enforcement letter to the owner of Green brier
Apartment indicating that they must install curb & gutter in their
parking lot as they have fully removed the surface. We have also
indicated that they must comply with the MSCWMO rules for surface
water drainage - possibly requiring some on-site ponding. Being this is
late in the season and there was not an expectation of curbing in
their costs estimates, there may be some issues raised by the Owner
to the City, likely next week.
St. Croix River Crossing Project
The City has received a copy of the meeting minutes for the Wetland Coordination
meeting held by MNDOT in early September. I have enclosed these, no action is
required.
I have had some communication with MNDOT as to the need shut-off utility services
to the site and to remove the water meters, as it is unknown if these building will
remain heated though the winter.
Councilmember Abrahamson, Mark Vierling and I will be meeting on Nov 17th with
MNDO for our continued discussion on an MOU process/issue resolution. Nothing
has transpired since my last summary memo.
